STATEMENT BY LOUIS MACEY, THURSDAY, SEPTEMBER 22, 1977
ANNOUNCEMENT FOR CITY COUNCIL REELECTION
"Trying to do what you would do if you were at City Hall, is how I
would like to continue representing the people of Houston," said
Louis Macey. You may not agree completely about my being as vocal
as I have been. However, speaking out on the issues is the only way
that everyone will become aware of what the real problems are in our
City .
I would like to bring what I choose to call "Sanity" to the
budgeting process. Currently, there is no line item budgeting and,
consequently, the Mayor had this year what is in essence a blank check
for $447 million. In effect we have no budget, only a ceiling on total
expenditure. It is foolish to allow money to be shifted at the Mayor's
whim, either within the different accounts of each department or from
one department to another department without council's approval.
I believe we can avoid a new round of tax increases and any
additional re-evaluation programs by adhering to good management
procedures. The current waste, the poor utilization of people,
and the constant down-grading of city services is due to the lack of
management. With proper management we can avoid any need for a tax
increase in the near future and can provide better utilization of city
personnel and upgrading of city services.
I sponsored in City Council the ordinance to provide a double
exemption for our Senior Citizens on their homesteads--from $5,000.00
to $10,000.00. This was done to help our senior, retired people, who
cannot go back in the job market and compete for jobs and who are on
fixed incomes, to help offset the city's unfair re-valuation program.
I believe we must continue to find innovative ways to help our Senior
Citizens and, in fact, all citizens to prevent the continuing spiral of ^
local taxes.
In closing, I would like for the press to know that I have taken the
time to visit and talk with all the major candidates for Mayor. I
have told each one that I would be very happy to work with him or her
to the best of my ability. I sincerely hope whemever wins the election,
that with the help of Council, the problems of the City and the budget
can be better managed. I will not support nor endorse any candidate
for Mayor but will work with whomever should win.
