In a Directive issued in
March the DoD took a whole
new look at its policies and pro
grams on alcohol abuse.
For the first time in the
history of the defense establish
ment alcohol abuse is recogniz
ed as a disease. This illness
can be prevented
enlightened command attitudes
and individuals addicted
alcohol can be treated and
returned to useful military
service.
In another major step the
DoD also recognized that the
use or abuse of alcohol in itself
should not be grounds for
disciplinary action if the in
dividual meets military stan
dards of behavior and discipline
and accepted standards of social
conduct.
New Responsibility
At the same time the new
defense directive puts
responsibility for prevention and
treatment of alcohol abuse
squarely on the shoulders of the
individual. A man or woman
who realizes there is a problem
seeks treatment and actively
participates in rehabilitation
programs will not be punished

New Look At Alcohol Abuse
DoD Now Sees It As Disease
because of his or her abuse
of alcohol.
The policy emphasizes ac
tively working with individuals
who know they are abusing
alcohol who realize its dangers
and who want to beat their
habit.
The alcohol abuse control pro
gram will be a responsibility
of the assistant secretary of
defense (Health and En

tain? We've never seen one
before?"
These questions by high school
students in Conroe Tex. were
another evidence that the 1st
Bde. 2nd. Armd. Div. unit-of-
choice program is on the move
in southeast Texas.
They further support Capt.

that Army personnel are needed
to go out and mix with the
civilian population to further
their understanding of the way
the military operates. "We're
human too" says Bell "we
must become a reality to them."
The brigade team set down
their OH-58 Kiowa copter on the
school practice football field
around 9 last Wednesday morn
ing. They met with a fantastic
response and answered student
questions and talked until 3 p.m.
The good rapport between them
and students resulted in eight
individuals expressing interest
in the Army as a possible choice
following high school graduation.

explained Bell. "The school is
alcohol abusers will take an ac
tive part in the rehabilitation
efforts.
In another innovative effort
the defense directive makes it
clear that alcohol abuse preven
tion programs should not be
limited to professionally trained
staff personnel. Medical person
nel must be involved in any
treatment program as well as
counselors but the Directive
urges the services to explore
and use such nonprofessional
resources as group counseling
and self-help programs.
One mentioned in the directive
is Alcoholics Anonymous.
In the end however the suc
cess of this new policy will de
pend on the individual. If he
or she does not seek help and
participate in a treatment and
re ha it at on am
such individuals will have failed
to meet their responsibility and
may be considered for ad
ministrative discharge. (ANF)

said Bell adding that "we have
a good product to offer them."
