Sgt. John Blanchard (not his
real name) quit school in the
11th grade and joined the Army!
He has been a soldier 10 years
now most of it as a Nike
Hercules fire control crewman
He has two tours in Vietnam.
The Army won't allow him
to re-enlist and he wants to
know why.
The reason is that Blanchard
doesn't meet the criteria for re-
enlistment under the Army's
Qualitative Management Pro
gram (QMP).
He is not alone according to
a recent DA message. The Army
must eliminate some 65000 men
from the Active Army rolls
More than 4000 of these will
foe officers but many will be
noncommissioned officers who
like Blanchard want to stay in
the Army and who don't have
enough time in to retire.
Blanchard is puzzled about the
whole business. "Why" he asks
"is the Army forcing me out

please Blanchard and it pro
bably won't please the other
men to be denied re-enlistment
but it goes something like this:

of rapid expansion the Army
must adjust to fiscal realities
According to Army Chief of
Staff Gen. William C.
Westmoreland these fiscal ad
justments brought about by Con
gressional action and by the
drawdown of forces in Vietnam
are especially critical in the
area of personnel management
From a peak Vietnam War
strength of 1500000 the Army
will be reduced ap
proximately 890000 men by June
30 1972.
Without QMP the Army would
have a problem. Basically it
would be a case of too many
chiefs and not enough Indians
That is too many high ranking
noncommissioned officers war
rant officers and commissioned
officers and not enough young
low-ranking enlisted men.
This accounts for the con
tinued need for the draft and
the recruiting publicity that
puzzles Blanchard. QMP is
designed to meet the imbalance
of too many noncommissioned
officers.
The right officer and warrant
officer ratio will be obtained
by other means but here too
there will be pruning.
The Vietnam war caused a
rapid expansion of the Army
an expansion brought about by
bringing into the ranks junior
enlisted men and officers. As
a result of this expansion from
the bottom some less ex
perienced and qualified people
were promoted to meet the
leadership needs of the ex
panded force. QMP is only one
of many programs specifically
aimed at improving the quality
of both the officer and enlisted

this aim of QMP. That is to
upgrade the enlisted force. He
is still likely to ask "Why me?
How did it happen that I was
picked for elimination?"
Blanchard was selected by an
ARADOOM screening board. E
7s E-8 or E-9s are denied
enlistment only after action by
a similar screening board at
DA level.
Two major tools are used by
Hie boards to identify who are
to be denied reenlistment. These
are the Enlisted Efficiency
Report and the Primary MOS
Test score.

MOS.
If he is found to be substan
dard his records are sent to
a screening board to determine
if he will be denied reenlistment.
Efficiency reports which say
"Do Not Promote" or "Deny
EM Continued Active Duty" are
automatically referred to the
screening board.
The primary MOS test alone
can be used to deny reenlist
ment. In certain MOS categories
a commander in a given period
can enlist up to a certain
number ceiling.
In the third quarter of FY71
this ceiling for MOS 23T for
E4 was 50 per cent. If the
commander had six men due
for reenlistment in that MOS
and grade in that quarter he
could only reenlist three of
them unless more than three

Mrs. Byrom has worked at Ft. Hood since Oc
tober 1945 when she became employed at North Ft.

the parents of two daughters and are members of the
Ldveoak Baptist Church in Gatesville.
