5.0 End of the Instant Game. The Executive Director may, at any time,

closing will be made in accordance with the instant Ticket game closing
procedures and the Instant Game Rules. See 16 TAC 401.302(j).
6.0 Governing Law. In purchasing an Instant Game Ticket, the player
agrees to comply with, and abide by, these Game Procedures for In-
stant Game No. 1479, the State Lottery Act (Texas Government Code,
Chapter 466), applicable rules adopted by the Texas Lottery pursuant
to the State Lottery Act and referenced in 16 TAC Chapter 401, and all
final decisions of the Executive Director.

Announcement of Competitive Call for ProjectsThe North Central Texas Council of Governments (NCTCOG) is issu-
ing a competitive call for projects to award Federal Transit Admin-
istration Job Access/Reverse Commute (JA/RC) (49 U.S.C. 5316)
and New Freedom (49 U.S.C. 5317) Program funds. Approximately
$2.6 million in Job Access/Reverse Commute and $2.9 million in New
Freedom funding is available for eligible projects in the Dallas-Fort
Worth-Arlington and Denton-Lewisville Urbanized Areas.
The JA/RC Program has two components: the Job Access portion of
the program provides funding for projects designed to transport low
income individuals to and from employment and employment-related
activities. The Reverse Commute portion of the program does not
have an income requirement and provides funding to transport resi-
dents of urban, rural and suburban areas to suburban employment op-
portunities. The New Freedom Program supports new services and
facility improvements that address transportation needs of individu-
als with disabilities that go beyond those required by the Americans
with Disabilities Act. The programs are reimbursement programs and
require a commitment of local matching funds. Private non-profit or-
ganizations, state or local governmental authorities, and operators of
public transportation services, including private operators of public
transportation services are encouraged to submit projects for consider-
ation. More information regarding the 2012 Job Access/Reverse Com-
