Women of the Land is a land
stewardship training program
designed specifically for women
landowners, land managers, and
wildlife enthusiasts. The program
combines information on land man-
agement and skill-based outdoor
recreation in a venue that encour-
ages women to ask questions, im-
prove outdoor skills and network
with women of similar interests.
The Texas Wildlife Association, in
partnership with Texas Parks &
Wildlife and with support from the
San Antonio Livestock Exposition,
will host this event.
The 2009 Basic Women of the
Land will be held at Camp Allen in
Navasota, Oct. 30 through Nov. 1.
This year's program will focus on
habitat management for a variety
of wildlife species in the blackland
prairie region of Texas but the in-
formation gained will be applicable
statewide. Prairie management
and the restoration of native grass-
lands will be major topics with at-
tendees having the opportunity to
tour some model properties where
excellent management is being
done.
Registration is limited to 40 so
get your registration in ASAP.
The Texas Wildlife Association
is a statewide organization that is
an active advocate in the state and
national political arenas for wildlife
and natural resource conservation.
Education of our young people and
our growing urban populations, in-
creasingly disconnected from the
land, is critical to understanding
our natural resources and main-
taining rural lifestyles.

' ax exemptions for disabled veterans
The state of Texas
offers outstanding
benefits for veter-
ans, their families
and survivors. One
of those benefits is
eligibility to apply for
personal property tax
exemptions based on
the percentage level
and degree of disabili-
ty awarded by the US
Department of Veter-
ans Affairs (VA). Dis-
abled veterans, their
surviving spouse and
the spouses and mi-
nor children of a per-
son who dies on ac-
tive duty in the U.S.
Armed Forces are eli-
gible for property tax
exemptions on the ap-
praised value of their
property. Eligible
veterans must have
a minimum of 10 per-
cent service-connect-
ed disability rating
by the VA or a branch
of the Armed Forces.
Veterans with a rat-
ng of 10 percent or
less are not entitled
to a property tax ex-
emption.
A veteran who has
a disability rating of
10 percent or higher
and who is 65 years
or older is entitled to
the maximum prop-
erty tax exemption.
A veteran whose dis-
ability consists of the
loss of use of one or
more limbs or total
blindness is one or
both eyes is entitled
to the maximum ex-
Richard
HUTCHINS
emption.
The benefit is also
available to a surviving
spouse of a deceased dis-
abled veteran, as long
as the spouse remains
unmarried; a surviving
minor child of a disabled
veteran, if the veteran's
spouse is deceased and
if the child is both un-
der 18 and unmarried;
a surviving spouse of a
person killed while on
active duty, whether the
spouse has remarried or
not at application time;
and a surviving minor
child of a person killed
while on active duty, if
the child is both under
18 and unmarried.
A veteran's percent-
age of service-connected
disability d etermines the
amount of the exemption
ranging from a $5,000
to a $12,000 deduction
from the veteran's prop-
erty value. An applicant
may claim the exemp-
tion on only one piece
of property, such as a
home or any other prop-
erty the applicant owned
on Jan. 1. The applicant
must be a Texas resident
to qualify.
This benefit expand-
ed with the June 2009
passage by the Texas
Legislature of a bill
which grants veterans
compensated for ser-
vice connected injuries
at the 100 percent dis-
ability rate or receive
100 percent disability
compensation for being
Individually Unemploy-
able (IU) to apply for ex-
emption from paying any
property taxes on their
homesteads. Unlike the
basic veteran's personal
property tax exemption,
the total personal prop-
erty tax exemption is not
transferable to a surviv-
ing spouse.
Veterans and their
families can apply for
these benefits using
the Texas Property Tax
Form 50-135 for the ba-
sic personal property tax
exemption and the Tex-
as Property Tax Form
50-764 for the expand-
ed benefit. The forms
are available on-line
at http://www.window,
state.tx.us/ or you can
pick one up at the Bas-
trop County Appraisal
District (BCAD) office,
209 S. Jackson St. A cur-
rent disability award
letter can be obtained
by contacting the VA toll
free at 800-827-1000.
Fill out the required
form and provide a copy
of it along with a copy of
the VA disability award
letter to the BCAD office
in person or mail to Bas-
trop Central Appraisal
District, P.O. Box 578,
Bastrop, Texas 78602.
The appraisal office will
review and verify the
provided information
and then will update the
exemption information.
A confirmation letter
will be sent out to those
veterans applying for
the total personal prop-
erty tax exemption to
indicate they have been
approved. Disabled vet-
erans receiving a home-
stead exemption may
need to contact their
mortgage lenders to ad-
just their escrow pay-
ments. Please contact
BCAD, 512-303-1930, if
you have any specific tax
appraisal related ques-
tions.
