Investigators get overtime,
sheriff gets new weapons

The Bastrop County
Sheriff's Department's
short-handed criminal
investigations unit will get
a short-term boost to work
on a backlog of cases. At a
meeting Monday, Bastrop
County commissioners
approved extra overtime
pay for investigators over
the coming month.
Sheriff Rosanna Abreo
said her detective corps
has suffered recently from
a variety of factors includ-
ing some promotions and
a death. That has left the
group, which should include
10 officers, at about half
strength.
Until additional officers
can be hired, promoted or
trained, the unit needs a
boost, the sheriff said.
Commissioners agreed to
pay each investigator for up
to 20 extra hours a week for
the coming month.
The cost can be cov-
ered without amending the
budget, in part because of
money unspent because of
vacancies, said Abreo.
Commissioners also
moved ahead with a different
program urged by the sher-
iff. When the county budget
was approved in September
it included money to buy—
for the first time—a uni-
form set of firearms for the
department. Commissioners
authorized the purchasing
office to solicit bids for new
handguns, shotguns and
some rifles.
The weapons will belong
to the county and be issued
to officers, said Abreo.
The move will improve
safety for officers, simplify
training and make it easier
to buy and stock ammu-
nition, she said. Presently
each officer supplies his or
her own weapon. At least 18
different types of pistol are
now in use, Abreo said.
"'It's a great step for-
ward," she said.
The sheriff said her
budget includes roughly
$88,000 for the new weap-
onry.
Also Monday, commis-
sioners approved a con-
tract with Dallas-based
Justice Services to seek
federal reimbursements to
the county for holding jail
inmates who are not US cit-
izens. The agreement allows
Justice Services to receive
22 percent of the amount of
reimbursement it gets for
the county treasury.
Abreo said the county
could get $7,000 to $14,000
for the year from the federal
program.
San Marcos and Austin,
Jackson said.
"If your dog is spayed or
neutered, you pay $5 for a reg-
istration tag, and if your animal
is unfixed you pay $25 a year,"
Jackson said of the proposed
ordinance. ""The basis for this
is to promote responsible pet
ownership, which is spaying or
neutering your pet and identi-
fying your pet."
As for the chain ban, Jackson
said a dog is more likely to
become frustrated, aggressive
and territorial if it is constantly
on a chain, especially if it is an
unsterilized male.
On the county level, PACE
is recommending to commis-
sioners and animal control that
all animals be vaccinated and
wortned at intake, that all ani-
mals be sterilized before leav-
ing the shelter, and that staff
receive more training on com-
puterized record keeping and
adoption outreach.

A Smithville man who
police said stole about $15
on Jan. 8 faces a state jail
felony because he allegedly
broke into a private area
to get it, said Lieutenant
Lonny Richardson with
the Smithville Police
Department.
Vincent Edward Nealy,
42, probably would have
been charged with a class
C misdemeanor and a fine
not to exceed $500 for tak-
ing such a small amount
of cash but ended up with
a burglary of a building
charge Jan. 9 for breaking
into a manager's room in
the back of the Smithville
Dollar General and taking a
manager's wallet containing
the cash, Richardson said.
According to
Richardson's report, the
manager of the Dollar
General reported that some-
one had taken her wallet
from the store's office and
caused damage to the office
door. After an investigation
conducted by Officer Joseph
Chatham and Richardson,
who reviewed the video sur-
veillance, Judge Clarence
Culberson issued an arrest
warrant, setting bond at
$25,000. Nealy was later
transported to the Bastrop
County Jail.

Richardson said. "He caused
a couple hundred dollars
worth of damage to the door
and took the manager's wal-
let. I found out about it,
and I knew who he was
because he used to work at
the Caboose (Cafe)."
Even though the amount
was $15,Nealy couldreceive
180 days to two years in a
state jail because he forced
himself into an area that
was not open to the public,
but the case will go to grand
jury, Richardson said.
