COUNTY TREASURER
The office of County Treasurer was created by the Republic
as an appointive position in 1840.1 The Constitution now provides
for the election of the County Treasurer, who serves a four-year
term, and has the primary responsibility of receiving and disbursing
county funds.2
COUNTY SUPERINTENDENT OF SCHOOLS
The separate office of County Superintendent of Schools was
created by amendment to the School Law of 1876, and the establishment
of the office was left to the discretion of the Commissioners'
Court.l
A County Superintendent is elected for a term of four years
in Texas counties having a scholastic population of 3,000 or
more.2 The County Superintendent advises the Board of Education
(Board of School Trustees) on the establishment and maintenance
of common schools and their educational policies, including
rules and regulations and prescribed courses of study. He
prepares the annual school budget for approval by the Board. The
County Superintendent submits annual reports to the State School
Superintendent and transmits rules and regulations of the State
Department of Education to the Board of Education and to school
employees .3
