multipliers at Portsmouth, New Hampshire were 1.4 for Pease Air Force Base,
1.6 for the Navy Yard, and 1.8 for local manufacturing.*/
If this lowest multiplier of 1.4 is applied to the U.S. Department of
Commerce income data, then 43.1% of total personal income in Palo Pinto County
is wholly dependent of Fort Welters.
However, Department of Commerce income estimates, for some unknown reasc
seriously understate or omit large amounts of personal income directly conn!c:ed
to Fort Wolters. For example, total civilian federal government payrolls in -he
county according to the Department of Commerce in 1968 were $5,893,000. Yet,
Fort Wolters currently employs an estimated 888 civilians dt an average salary of
$8,500 or a total of $7,548,000, and the Texas Employment Commission estimates of
first quarter earnings indicate a federal civilian payroll in Palo Pinto Coun-y
of $8,865,784.
Department of Commerce income estimates for service employment in Palo Pinto
County totaled $6,263,000. Yet, Southern Airways, a civilian contractor for
primary helicopter instruction and rjintenance in 1968, had a total local pav-ll
