Why, after four years of little or

like us want to enter intothis realm
of irreverence? Simple. With the
presence of our new, theological
Rice president, all glorious,
recalcitrant, disgusting, repulsive.
obstreperous, raucous, despicable,
riotous, abominable, odious,
shocking, vociferous and generally
disagreeable activity may subside
or die altogether. We can see to its
survival. We feel our concern over
this and the fact that if we win, Jeff
promised to run in the Baker 13,
are serious enough to provoke this
temporary insanity.

be taken lightly. Fie is a key
representative of Rice and one of
the most visible to the community.
Therefore, he needs to be
consistent, humorous, and
enthusiastic. He transcends being
just a mascot; rather he is a
personality. We want to shape that
personality and create a Sammy
that the students, alumni, and the
community can all enjoy.
Now, since all good campaigns
have promises, we will make ours
to you:
1. We promise never to show
any respect to the Aggies.
2. We promise always to stand
up for the glory and honor of Rice
by disputing every ref's call against
Rice. (We are always right, aren't
we?)
3. We promise to maintain ver\
cordial relations with the other
school's cute cheerleaders.
4. Finally, we promise to make
Sammy the Owl the ultimate party
animal! Thanks!

Text of the new SA Constitution: vote on it tomorrow
PREAMBLE
We. the members of the Student Association of Rice University, desiring
•to provide channels of communication and cooperation among all parts of the Rice
community:
•to provide a form of government for the coordination of student activities:
•to provide a forum for the expression of student views and interests;
•to maintain academic freedom and academic responsibility;
•to enhance the value of the undergraduate experience;
•to help promote national and international understanding and fellowship at the student
level; and
•to foster the recognition of the rights and responsibilities of students to humanity, the
community, and the school, do hereby establish this Constitution.
ARTICLE I. MEMBERSHIP AND ORGANIZATION
Section 1. All students of Rice University who have paid the undergraduate blanket tax shall he
members of this Association.
Section 2. The officers of the Student Association shall be the President, the Internal Affairs
Vice-President, the External Affairs Vice-President, the Secretary and the Treasurer.
Section 3. The Student Senate, the University Court, and the Student Association organizations
are all integral parts of the Student Association.
Section 4. The Residential Colleges are separate from the Student Association. The Student
Senate and the Colleges shall work together in matters of importance to the students of the
University as a whole.
Section 5. The Honor Council is separate from the Student Association. The Student
Association and the Honor Council shall work together in the election of Honor Council
members, selection of ombudsmen, and other matters concerning the Honor System that require
cooperation.
Section 6. The Student Association organizations are the subsidiary organizations and the
dependent organizations. The constitutions of all Student Association organizations are
subordinate to this constitution. These organizations shall be governed according to the By-Laws
of the Student Association Constitution.
(a) Subsidiary organizations shall consist of those Student Association organizations which
directly receive blanket tax monies, namely the Rice Program Council, KTRU, the Campanile,
and the Rice Thresher.
(b) Dependent organizations shall include those societies, clubs, or the like, which are formed
because of the special interests of any particular group of students.
1. The functions and elections of the officers of any dependent organization shall be
determined by its own constitution, provided it conforms to the existing regulations of the Student
Association and the University.
2. The Student Senate can abolish any dependent organization failing to meet the
regulations of the Student Association.
Section 7. The Student Senate and all Student Association organizations shall be directly
responsible to the Director of Student Activities for their actions.
ARTICLE II. LEGISLATIVE
Section 1. The legislative authority of this Association shall be vested in the Student Senate.
Section 2. The Student Senate shall be composed of the following members: the President, the
Internal Affairs Vice-President, the External Affairs Vice-President, the Secretary. theTreasurer.
the College Presidents, and an elected Senator from each college; and the Parliamentarian and
Facultv Advisor as ex-officio members.
Section 3. The Student Senate shall:
(a) Represent the Student Association in all relations with the faculty, administration, trustees,
alumni, and other bodies.
(b) Assume on behalf of the Student Association the responsibility for the actions ol anv
student organization.
(c) Hold publicly announced open meetings from which no one may be excluded. B\ a 2 3 wit
of the Student Senate, it may hold a closed meeting to discuss matters requiring unusual prism \
People whose presence is necessary for the discussion may be invited to attend a closed meeting
(d) Authorize the apportionment of all collected Student Association funds, including
undergraduate blanket tax funds.
(e) Regulate the conditions under which dependent student organizations are founded,
operated, and dissolved.
(f) Regulate publications of the Student Association organizations.
(g) Re view the reports, decisions, and actions of all Student Senate committees and overrule
any such actions or decisions which it deems unjustified.
(h) Publicize and actively seek students to fill vacancies in student positions on University
Standing Committees, Student Association Committees, and other similar groups.
(i) Conduct elections as prescribed elsewhere in this Constitution, and shall fill temporary
vacancies in the positions for which it is responsible for conducting elections until a special or
regular election can be held.
(j) Have the power, by a 2/3 vote of the Student Senate, to impeach the Student Association
officers, the University Court Chairman, officers of the subsidiary organizations, and the
undergraduate representatives on the University Council, and shall refer such cases to the
University Court for trial and a binding verdict.
(k) H ave the power to remove, by a 2 3 vote of the Student Senate, any person from his
appointment by the President of the Student Association when deemed unsatisfactory in the
discharge of his duties.
(I) Take any suitable action necessary to fulfill the duties and powers expressed or implied in
this Constitution.
Section 4. The members of the Student Association may demand a referendum vote on any
action of the Student Senate upon written petition of five percent (5^) of the members o! the
Student Association. The action of the Student Senate shall be overruled if 2 3 of the touil votes
cast be opposed to the Senate's action.
Section 5. The members of the Student Association may initiate a referendum vote on anv action
upon written petition often percent (10%)of the members of the Student Association. If 2 3 of the
total votes cast are in favor of the initiative, it shall have passed, and the Student Senate shah he
obligated to take anv necessary action as a result of the initiative.
Section 6. All legislation of the Senate shall be classified as:
(a) Amendments to the Constitution or By-Laws as prescribed elsewhere in this Constitution.
(b) Senate Resolutions, which shall be passed by a majority vote, to be introduced to state a
fundamental policy or theory of the Student Association, to express itself or exert its influence on
some issue in a formal manner.
(c) Senate Bills, which shall be passed by a majority vote, to be introduced whenever action is
required by the Student Association Senate; such action should be clearly within the authority of
the Student Association
(d) A mendment and Repeal of Existing Legislation
1. Amendment and repeal of legislation currently in force may be accomplished bv a Bill or
Resolution of the same type as the legislation to be repealed or amended, insofar as is practical
