The Smithville Jamboree
was a big success and everyone
had a good time. The rain
showers that came down, and
pretty heavy at times, didn't
dampen anyone's spirit. If some
of you missed it this year make
sure you attend next years. We
rode in the parade representing
the Bastrop Co. Firefighters
Association with our model A
car. Mr. and Mrs. Ray Barron
rode with us and guess what, if
you haven't heard by now, we
received a blue ribbon first
place in the car division. A
comment was made to Barbara
and me as we rode in the
parade. A spectator said, "Now
you women don't actually go
out and fight fires." We assured
her we certainly do. When our
men are at work and a fire is
reported the women in B.B.V.
F.D. as well as other volunteer
departments, drive the truck to
the scene and help put the fire
out.
Now men in this area, don't
forget the meeting Monday
night, May 6, at 7 p.m. at the
Miller's. A lot of work detail has
to be assigned for our barbeque
on June 8.
Something new will be added
to this annual event. We will
have a "County Fair Auction."
We are looking for donations of
items of value that could be
auctioned off, such as livestock,
home canned goods, hanging
Sixteen Accidents
In March On
Rural Highways
The Texas Highway Patrol
investigated 16 accidents on
rural highways in Bastrop
County during the month of
March, according to Sergeant
K. Bertling, Highway Patrol
Supervisor of this area.
These 16 accidents have
resulted in four injuries for the
month of March.
These figures result in a total
of 36 accidents with nine
injured in Bastrop County
during 1974.

Prevention of
Rabies Demands
Quick Action
With 217 animal rabies cases
in Texas reported during 1973,
residents across the state are
being urged to take specific-
steps in dealing with animal
bites or scratches, Mrs. Clara
Curtis, County Extension
Agent said.
If a person is bitten by a
healthy domestic dog or cat, it
should be captured, confined
and observed by a veterinarian
for ten days. If signs suggestive
of rabies develop, the animal
should be sacrificed, the head
removed and shipped, under
refrigeration, to a qualified
laboratory designated by the
local or state health depart-
ment for examination.
Any bite, including that of a
human, should be examined by
a physician for treatment in
order to prevent possible side-
effects caused by a trauma and
the introduction of infection or
disease-causing micro-
organisms.
Reliable interpretation of
early signs of rabies in wild or
stray animals cannot be made.
Any such animal that bites or
scratches an individual should
be killed at once and the brain
examined for evidence of
rabies.
The largest source of rabies
in Texas is the skunk, followed
by livestock, foxes, bats, cats,
other wildlife and dogs,
respectively.

Was Alex guilty of negligence?
He insisted that he was not, point-
ing out in a court hearing that he
had brought his car to a full stop
at the sign.
"That's all the law requires*"
he said. "I stopped, looked, and
listened at the designated place."
Hut the court found him guilty
of negligence anyhow. The court
said a "blind" corner imnoscs an
extra duly on motorists—regard-
less of stop signs or traffic signals
—to proceed with caution.
Hie law docs recognize, how
ever, that caution is a matter of
degree. For example:
Another man also entered an
intersection that he could not see
because of shrubbery. But this
time, the man edged forward at a
snail's pace, glancing in both di-
rections. Even though he still got
in the way of an oncoming car
and caused a collision, a court
ruled afterward that he could not
be held legally liable.
"The law does not require the
impossible," said the court. "One
cannot be held guilty of negligence
because he is unable to see through
impenetrable objects or to bend
his vision around them."
What about the responsibility
for making the intersection blind
in the first place? Unless a special
statute so provides, the local gov-
ernment ordinarily cannot be held
liable for this kind of hazard.
However, courts have occasion-
ally placed the blame on a private
property owner who has brought
such an obstruction into existence.
Liability has been based on the
theory that the condition of his
premises could foreseeably cause
some luckless motorist, some day,
to get hurt.
