is thi' Department's role in pro-
viding links to the past, too.
I'exas Highway Depart men t
crews have been rcs|jonsible for
findiiu.; more than SIM) archaeo-
logical sites since the Depart-
ment was organized in I'JIT.
They combine with the more
than 4,500 sites currently cata-
loged at the ('diversity of I'eas
Archaeological Research lab-
oratories in \u ,tin to k'ive ar-
chaeologists a more complete
picture of the Suite's colorful
hi story.
Discoveries made by Highway
Department crews include the
remains of an Indian burial
mound now on display in the
Witte Memorial Museum in San
Antonio, Inner Space taverns
on Interstate Highway near
Georgetown, and an 80-mlllion-
year-old fish fossil in West
rcxas.
Karlier, discoveries were
made more or less by accident.
Construction was stop|>ed while
the site was excavated. I'oday
pinpointing archaeological sites
and locating and restoring arti-
facts is an important jxirt of
highway building.
The Department ha its own
spcchl archaeological section to
find and explore archaeological
sites before construction begins.
It was established in July,
1970, shortly after the I'exas
legislature passed the \nti-
quities t ode in liiiii). I'lie code
establishes strict rules for con-
trol of all historical and ir-
chaeological treasures in the
State and makes it unlawful for
the Department to build or im-
prove a roadway at an archaeo-
logical site.
"We want to find all the sites,
excavate them before anew high-
way is built and, at the same
time, recover artifacts under
existing highway ," said I rank
Weir.
Weir, who organized the De-
partment's archaeological op-
erations, and a small staff of
trained archaeologists assisted
by several Denartment em-
ployees have surveyed more
than 100 miles of right of way
and excavated nine sites since
the section was formed.
Keren! discoveries include an
Indian campsite near a highway
being constructed around \ustin,
Indian campsites and burial
sites in West Texas and Civil
War powder mill near Marshall.
Probably the most significant
discovery lias been the original
architectural plans and specifi-
cations for the temporary Cap-
itol which burned in 1899,
ITie plans, considered lost,
were found by Weir while doing
research in the archives branch
of the Texas State Library.
" Through archaeology we are
able to learn of ai hievements
and failures of those who lived
in this land before us," Weir
said.
"Knowledge of the past is es-
sential to understanding the
present and interpreting the fu-
ture," he said. "Our findings
give us a deeper understanding
of how we came to be what
we are today and what the pos-
sibilities are for tomorrow."
Department employees across
the State have provided substan-
tial support for the program.
"They arc familiar with their
area and well-versed on its his-
tory," said Weir. "There

ancial records last year should
have no trouble preparing their
1971 Federal income tax return,

stressed today. Complete rec-
ords are es|>ecially important,
he said, to taxiwyers who elect
to itemize deductions in filing.
Accurate expense records,
such as cancelled checks, re-
ceipts, records of contributions,
are essential if a taxpayer's re-
turn is selected for audit. All
records should be retained for
as long as they may become
material in the administration
of my internal revenue law.

mail their Federal tax returns
