roborate the report of the extraordi-
nary dullness of the national capital
The proceedings of Congress failed to
attract even the attention of the citi-
zens and residents of that city. No
session of Congress within the last
twenty .years has drawn so few peo-
ple around it to watch its prooeeduig*
us the present. The hotels are onTv
half filled, and the majority of those
are either there for offices, or on bus-
iness witli the departments, and do
not take the trouble to visit the con-
gressional halls to see what the law-
makers are doing. The galleries ol
both houses have thus far presented a
beggarly appearance of empty bench-
es. That portion set apart for the ne -
groes is the only part of the galleiies
which has been at all tilled since tlie
commencement of the session. Tho
colored population appear to be the
only class at the national capital that
take any interest whatever in the
proceeding®, at least such is the con -
viction forced upon all who Lave vis-
ited Washington.
It has almost invariably been the
rule heretofore, that during the first
few weeks of thesessiou of Cougres*.
the galleries would be crowded with
spectators day after da^—vac int seat.s
were the exception to the rule—not
so this year. At no time <>iuee the
present session commenced has there
been a siiflicient number present to
occupy ove.- one tenth of the seats in
the galleries. This fact is eo noticea-
ble that it is the subject of general
comment. The public are thus per-
fectly indifferent as to what the pres-
ent Congress is doing or may do du-
ring its session, because they realize
its complete dead-lock on the ques-
tion of restoration, and see that it is
