une's correspondent's last communication

In all of .South Carolina, excepting the
coast counties aud the fear or five north-
western counties, thero prevails a condi-
tion of sooiety difficult for one who has al.
ways lived where laws art respeoted to
comprehend. £very body who oan boy
a weapon eariies one, and nobody Ilea
down to sleep without placing a gun, or
icvolver, or an ex, if he is too poor to
buy fircurniB, within reaoh from bis bed.
Tbe whites oomtantly feer that the
negroes will retaliate in some indiscrimia-
ute and brutal way for tbe wrongs the;
have suffered, and tbe negroes dread the
visits of tbe terrible A'u Klux. I was as-
sured by a man of prominence, socially
aud politically, tbat every member ot tbe
late convention in Columbia carried a re-
volver-, and when it is considertd tha(
these for tbe uiost part gave old men,who
met for tbe purpise ot devising means for
securing tranquility, this fact well lllus-
t rates tbe extent to wbioli tbe feeling of
uneasiness and apprehension prevails. ,
The peuocful condition of the lower
counties arises from tbe fact that the ne-
groes are therein suoh an overwhelming
mujority that an at tack upon them by the
wbitsa would be mndnees. In the North
western counties, which I have spoken of
as also peaceable, ibe whites are largely
in the ascendeney and control the elec-
tions, and as the negroes have no political
power there tho two races get aloo# to-
gether without trouble. It is io the coun-
ties where the whites aud negroes aro
nearly iqual in numbers that all the
difficulties have taken place. Tbe condi-
tion of these countieB may may be sum-
med up as follows: The better olasaes
hate anddispiee th# State government;
tho poor whites, ignorant and cowardly,
but cruel and revengeful, detest tho ne-
groes as theiririvals in labor and politics;
tbe timid, suv>erstitiouB and ignorant ne-
groeB distrust the whiteB, ami always fear
that an attempt will be made to remand
them to Slaverj; incompetent aud dishon-
est. men have been placed in office by the
well moaning negroes; mysterious and
murderous Ku Klux gangs go about the
country; th- Statu Gov.rnmeut is weak
and vacillating, aud many of its offiocra
are more intent on filliug their pockets
than upon enforcing the laws and protect
iug the citizens, lint when all tho e
things are considertd, I oan only wonder
that violence is not more Irequent and
tbat any Hemblance of civilized society
exists, and l concludc that there is Borne
good in tbe South Carolina pcoplo after
