."GalorioTis 4tb^ as the boys
used to say in the old days of pa-
rade and Yankee Doodle, before
"the cruel war;" alas, the "Galo-
rions* part tes gone out of itj and
it is as sombre as a funeral, or a
museum after closing hours. We
liave got too utilitarian to shout
ourselves hoarse over spread eagle
flights of 4th of July orations, and
we wantto squeeze as much money
<mt of it, as any "Other day. Per-
haps it is because we have so much
of this flashy nonsense now days,
that we are weary of it. What-
ever the causey the celebiation of
the 4th of July, in the old way of
reading the Declaration of Inde-
pendence and talking Bunker Hill
at pic-nic groves, is a thing of the
nast, so far as the white popula-
tion is concerned. Now and then
l some fellow will get drunk, or
1 '-about so," get up a pic nic on
his own account, imagine that he's
CoL Pratt, the great American
traveler, and shout round for four
or five hours on ihe 4th, and
create a little breeze. That ends
it. '/■
Here in Huntsville there isn't
the faintest, feeblest effort, among
the whites, towards a celebration,
and if it wasnt for the stir, about
which I shall tell youj one would
think this month had an extra
Sunday.
The colored people joined in a sort
of religio-politieal celebration. Ear-
ly in the morning the crowd collect-
ed at the church, and after a strictly
orthodox prayer by Bro. Loggins,
hedged by sundry amen's from
Bro. Goddin, Squins and Com-
pany, they formed behind a brass
band, somewhat sickly from ex-
cuse, with Bro. Goddin in the lead,
i and marched through the street,
to a grove, near town. This gath-
ering was the flrst golden oppor-
tunity for the politicians, and soon
after the crowd arrived, Brother
liibble, the present ineumbent of
the District Attorney's office, elect-
ed because his name happened to
Ik; on Ned Handle's ticket, Yent
out to the colored crowd and
made the opening speech, which
was not particularly noted for
brilliancy of thought or expression,
much less for j>olitical acumen.
The burden of it was "don't stray
from the Radical fold, ye men of
Isrealf "we can't lose these nice
offices;" "Davis and party need you
sadly.*7 "Please don't go," and
"we will promise you anything."
Brother Goddin did the applaud
starting, probably, by previous ar-
rangement with the speaker before
fhey' left Peter O'Connor's, and
after the close, he essayed a speech;
but the weather was too warm,
and his long length "wilted. The
audience paid but little attention
to any of the speech, being more
deeply interested in their own
race, and its affairs. The .ex-
pression of one of the wise colored
heads was: "The white men are
making bids for our votes, and
they dont care a fig for us blacks,
for any other reason." He was
light* although, from the way
Bf otbom Goddin and Bibble circu-
luted among the crowd, and
fondled the colored babies, giving
ihe mothers some interesting
modes of treatment for bowel com-
plaints, one would suppose, if he
did'nt know better, that these office
seekers were deeply interested. Bro.
(roddin ought to be a good judge
of Ihese little babies, since he had
a long experience as a driver of
of them, ante helium. This is the
end of the first chapter for the
elections, and if one may judge
by the talk among the colored
men who are to govern the
masses of the colored popula
tion, the bidders had all their
trouble for nothing. We are
afraid that the chances for the
re-election of Justice Godain, Kib-
ble & Co. are rather slim if it de-
pends on the colored vote being
cast for them.
-1 started ouf' more particularly
to ten your readers of the Fourth
of July as kept within the walls
of the
PENITENTIARY.
Some time ago Major Ward, the
manager of the institution, gave
Capt. Howard, the steward, carte
blanche for the day, and since
then no man in the State has been
busier completing arrangements
to give those confined a fine din-
ner eaten in pleasant surround-
ings. Hie Captain fully under-
stands such things, and no man
' has a warmer heart and a stronger
will to carry out any programme
for the pleasure of those whom he
has in charge. v -

The floors are «s white and b
as soap and sand rapidly a
can make them, and remind
of the tidiness of the German's
home in his native land.
In the immense dining hall, the
Captain had furnished the proof
of his desire to please the eye as
well as the appetite of the prison-
ers, and we venture to say that no
room, private or public, in
the State, would compare even
favorably with this. The utmost
skill of a worker in paper (now
a convict) had been fully exerted,
and he performed some really won-
derful feats in the artistic arrange-
ment of the bright colored tissues
with which the ceilings and walls
were lavishly decorated.
One of Ihe pleasant efforts was the
grouping of the different States,
each with a motto, as far as they
had one, and all at peace with the
world, except the Modocs, who
were represented as "Quaker Po-
licy Babes." The 97th birthday
of United States, and the 38th of
the Lone Star State, was the fea
ture at the first end, and it was
nicely done. Many pictures made
by convicts in their leisure hours,
hung on the walls, and added
much to the pleasant look of the
hall.
The'reader may ask "why all
this parade!" and I answer
that the only motive of Major
Ward and Captain Howard in
doing all this, is to show these
men that they are not forgotten;
that they are men—human beings;
that their hearts may be made to
pulsate with something of ihe old
manly spirit of other and happier
years, on this the Nation's holiday.
Men are not wholly wrecked in
a moral sense in this life; and
these are not, for beneath the
fierce contests of sin, the scarred
and furrowed soul, there lies some
of the child holiness, given by the
Creator, and it is these little eares
and attentions—these little pleas-
ant recreations in the dull monoto-
nous life they lead, that touch the
tenderer chords, and in the end
brings repentance. If any one
doubts the humanity within
these walls, he should see these
six hundred faces as I have
seen them to-day, as the men
sat down to the well-filled, nicely
laid tables. The tears tcould come,
tears of gratitude, as the eye
caught this or that emblem, and
took in the surroundings, remind-
ing them of old hours, longjiass
ed, to some of them forever.
The dinner was a su<
and Captain Howard justly
of his effort, and glad that he had
the power to confer so much
pleasure.
His bill of fare was as follows:
Vegetable soup, eonied-beef,
bacon, Irish potatoes, beans, green
roasting ears, beets, cabbage,
onions, tomatoes, wheat bread,
corn bread,, coffee and cake.
It would be idle for me to say
that this was heartily enjoyed
and appreciated by these men,
or that they could hardly be re-
strained from giving three cheer's
tor the Lessees.
No one in the hall enjoyed the
affair more than Major Ward, who
was present during meal time, or
Captain Howard, who was careful
to see that everything was ate fait.
The men , filed out to their shops,
to enjoy a little rest from their
usual daily labors, with a much
more hopeful, pleasant look, than
before the event We axe glad to
chronicle this event, and we are
sure the friends of those confined
here will be pleased to read of it.

Note.—During the picnic a ne-
gro was shot and killed by the
Deputy Sheriff. He was trying to
arrest him, and the negro showed
resistance. Such is ihe brief of it.

We would beg leave to call your
attention to duties tfhtch certain
citizens owe to the city and which
the city owes to the citizens. We
understand that the charter of the
city includes an area ot three
