bruary 7.1853. certain apj . 'or.atioiw were made
ior internal improvements a **us State, subject
for its adoption to a popular vo. which act is
in the words and figures following, tw ""it:
An Act making appropriations for the .prove-
ment oi the Rivers of the State.
Sec.l. Be it cnuctcd by the [legislature of i...
State of Texas. That the nun of thirthythree thou-
sand dollars be, and the same is hereby appro-
priated to the improvement oi the navigation of
the Sabine river;
That the sum of thirty.seven thousand five
hundred dollars be, and the s-amc is hereby ap-
propriated to the Trinity river;
That the sum of thirty-seven thousand five
hundred dollars be, and the same is hereby ap-
propriated to the Brazos and Little rivers, and
toward the completion of the canal now in pro-
gress of construction under the direction of the
Galveston and Brazos Navigation Company;
That the sum of thirthy-seven thousand five
hundred dollars be. and the same is h:reby ap-
propriated to the Colorado river;
That the sum of twenty • three thousand dol-
lars be. and the same is hereby appropriated to
the X&sbes and Angelina rivers,
That the sum of twenty .one thousand dollars
be, and the same is hereby appropriated to the
Guadalupe river;
That the sjun of eleven thousand five hundred
dollars be, aud the same is hereby appropriated
to the S&u Antonio river;
For Ferry Lake, from the Louisiana line to
Jefferson, twelve thousand dollars; ■
For Cypress Bayou, from Jefferson to Wat*
son's Ferry, two thousand dollars;
For Little Cypress, two thousand dollars;
For Sulphur Fork of Red River, eight thou-
sand dollars;
For Jim's Bayou, one thousand dollars;
That the sum of seventeen thousand dollars
be, aqd the same is hereby appropriated to Red
River;
That the sum of four thousand dollars ber and
the same is hereby appropriated to the San Ja-
cinto river;
That the sum of three thousand dollars be, and
the same is hereby appropriated to the San
Bernard river;
That the sum of three thousand dollars be, and
the same is hereby appropriated for the Lavaca
and Navidad rivers;
That the sum of five thousand dollars be, and
the same is hereby appropriated for the Nueces
river; and,
For the Miasion and the bay at its mouth, the
sum of three thousand dollars.
See. 2. That a board of Internal Improve-
ments, consisting of three members, shaU be elec-
ted for each of the following river*: Sabine,
Trinity, Brazos Colorado, San Jacinto, San Ber-
nard, Navidad, Sulphur Fork of Red River and
Nueces; and one board, consisthig of three mem-
bers. shall be elected for die Neches and Ange-
lina rivers; and a board, consisting of three mem-
bers, shall be elected for the San Antonio, and
one for the Guadalupe; and a board, consisting'
of three member*, shall be elected for Fecty Leke
and Cypress Bayou and JimV Bayou; ami a
bawd, consisting of three members, shall be
elected for the Mission river and the bay at its
mouth, which said boards shall be elected by both
Routes of die Legislature, in joint session; and
each awmber of aaid boanis, before water uq| on
the duties of his office, shall enter huo bend*
with sufficient security, in the sum of ten thou-
sand dollars, payable to theGovernor and his

said hond shall be approved hy the Governor
and filed with" the Secretary of State, upon which
suit may he" brought, from time to titfe; ind

and subscribe the following .oath, before any
person legally authorized to administer the same:
"I do hereby solemnly swear, '(or affirm, as the
case may be.) that I will wed and truly discharge
all the duties aa a member vf jfcc hoard 9*Inter-
nal Improvements to which I Live been elected,
which nay be oopbeed upon file, by the Legwie -
lure. from buie to time and said members of
per, to enable such contractor to progress with
his work: Provided, That in no case shall they
draw for more than two-thirds of the work actu-
ally done and performed, until the whole of the
contract shall have been completed.
Sec. 5. That all the proceedings of the re-*
epective boards touching their duties, shall be by
them laid before the next session of the Legisla-
ture, after they are had; also, all the proceedings
of the Governor, touching his duties snd transac-
tions with the said boards, shall be by him laid
before the next session of the Legislature, after
they are had; and in the case of a vacancy in the
board during the recess of the Legislature, it
shall be filled by the two remaining members of
the board, should there be two remaining mem-
bers, which appointment shall be in force until
the meeting of the next Legislature; and in the
event that there shall be at any time only one
member of the board, or no member of the board,
it shall be the duty of the Governor to fill the va.
cancy or vacancies, which appointments shall, in
like manner, continue in ofiee untd the next
of session the Legislature.
Sec. 6. That each member of the board mav
make out his account every three months, for his
services, which shall be signed by each member
of the board, and submitted to tbo Governor tor
his approval, and if by hhii approved, the Trea-
surer shall pay the same; but should the Gover-
nor disapprove the same, he shall return it to the
9aid board with his reasons for his disapproval.
Sec. 7. That the Governor shall cause this
act to be submitted to the qualified electors, at
the next general election to be held in August
next; and if there are more votes cast in favor of
tta_ against the adoption of this act, then it shall
take e*. and be in force, and not otherwise.
