age and planting peanuts, in order "to let the children

Proposed Amendment to the Constitution of This State
Authorizing the Issuance of Bonds for Improvement
Districts, and Also for the Operation of Public
Warehouses for Storing, Handling, Classing Meas-
uring, Weighing, Elevating and Loading Agricul-
tural Products
[S. J. R. No. 4.] Joint Resolution. '
A Joint Resolution proposing an amendment to section 52 of
article 3.of the Constitution of this state:
Section 1. Be it resolved by the Legislature of the state of
Texas, that section 52 of article 3, of the nonstitution of the state
of Texas, be amended so as to hereafter read as follows:
Section 52. The legislature shall have no power to authorize
any county, city, town or other political corporation or subdivision
of the state to lend its credit or to grant public money or thing of
value in aid of, or to any individual, association or corporation
whatsoever, or to become a stockholder in such corporation, asso-
ciation or company, provided, however, that under legislative pro-
vision any county, any political subdivision of a county, any num-
ber of adjoining counties, or any political subdivision of the state,
or any defined district now or hereafter to be described and Me-
fifwl within the state of Texas, and which may or may not include
towns, villages or municipal corporations, upon a vote of a major-
ity of the resident taxpayers voting thereon, who are qualified
eleotois of such district or territory to be affected thereby, in ad-
dition to all other debts may issue bonds or otherwise lend its
.credit ip any amount not to exceed one-fourth of the assessed
valuation of the real property of such district or territory, exoept
that the total bonded indebtedness of any city or town shall never
exceed the limits imposed by ot her provisions of this Constitution,
and levy and collect taxes; r.o pay the interest thereon, and provide
a sinking fund for the redemption thereof, as the legislature may
authorize, and in such manner as it may authorize the same, for
the following purposes, to-wit:
(.a) The improvement of rivers, creeks and streams to pre-
vent overflows, and to permit of navigation thereof, or irrigation
thereof, or in aid of sqcn purposes.
(b i The construction and maintenance of pools, lakes reser-
voirs, dams, canals and waterways for the purposes of irrigation or
in aid thereof.
(e) Tho construction, maintenance and operation of macad-
amized, graveled or paved roads and turnpikes, or in aid thereof.
(d) The construction, niain'enance and' operation of pubiiq
warehouses lor storing-, ha.idling, classing, measuring, weighing,
.elevating and loading agricultural products. Provided the legis-
lature may esteolish such mean3 and agencies as may be necessary
for accomplishing the purpose of this amendment and if a state
warehouse commission oo provided for, their term of office shall
bo fixed by tho legislature.
Sec. 2. The Governor is hereby directed to issue the necessa-
ry proclamation for submitting this amendment to tho Constitu-
tion to the qualified electors of the state of Texas on tho third
Saturday in July, same being the lUth day of said month, and the
amendments proposed to section 52 oi article 3, as above indic.itod,
shall be voted upon separately.
Those favoting the amendment to authorize road or other pnb-
lio improvements t>y a majority vole shall have written or printed
on their ballot: For amendment to authorize road and otl.er pub-
lic improvAuents by a vote of a majority, and those.opposed to
said amendment shall have-written or printed on their ballot:
Against amendment, to authorize road and other public improve-
ments by a vote of a majority.
Tho«e favoring the issuance of bond3 for the construction of
public warehouses sht.ll have written or printed on their ballot:
For the amendment authorizing the issuance of bonds for the eori-
btruction of puhlic warehouses for agricultural prwducte. Those
voting against said amendment shall have writ ten t)r printed on
their oallot: Against the amendment authorizing tho issuance of
bonds lor the construction of public warehouses for agricultural
f ro I acts.
See. 3. The sum of five thousand [$5,000] dollars or so much
thereof as may necessary is hereby appropriated out of ar;y funds
in the treasury of the state of Texas, not otheiwise appropriated,
to pay the expenses of such publication, proclamation ana elec-

Sam A. Bogue et al, No. 1710, and to me, as sheriff,

of May, A. D. 1913. and will, between the hours of 10
o'clock a. m, end 4 o'clock p. tn., on the first Tuesday
in June, A. D. 1013, it being the 3rd day of said month,

the town of Canton, proceed to sell at public auction to
the highest bidder, for cash in hand, all the right, title

wit: All that certain fifty (50) acres of land, a part of
the William Bell survey Not 65, situated in Van Zandt
county, Teicas, about 16 miles east from Canton; be-
ginning at a stake in the center of tho Canton and Ty-
ler public road on the east boundary line of the J. Baloh
survey, thenoa south with said Balch e*. t. line to the
north boundary line of the Thomas Ilay survey; thence
vast with tho n. b. line of said Thos. Hay survey far
enough that by running north to sail Canton and Tyler
publio road and thence west with tne said road to the
beginning, to include 50 acres of land, said 50 acres
being the southwest corner of said William Bell survey
and heretofore known-asthe Sam A. Bogue tract of
Jand. Alflo the entire of S. A. Bogue in the estates of
M. A- Bogue and D. A. Bogue, both deceased, con-
sisting of the following lands situated in Van Zandt
county, Texas, about 10 miles east from Canton, being
a part of the J. P. Tuckett survey No. 850 and a part
of the Marshall University survey No. 513,rsaid prop-

W. J. Hendley and family, of
Colfax, were guests of Ben Wright
and family Sunday and Monday.
A. H. Travis passed through
Canton this morning on his way
from Dallas to his home at Martins
Mill.
W. A. Milam has gone lo Austin
to attend a state meeting of district
representatives of the Farmers
Union.
Beginning with next Sunday
morning, the Methodist Stirid&y
school will hereafter open at9:30
o'clock.
Kelly Cox, a student in the Brant-
ley-Draughon Business College of
Fort Worth, has been visiting his
parents.
Miss Lorine Foster, who has
