LONDON, Jan. 8.—Interest in the
Balkan situation has shifted to Con-
stantiople, whence it is expected the
form which the action the European
powers have decided to take will be
divulged.
Meanwhile the' work of the peace
delegations here has been paralyzed.
Rechad Pasha, chief of the Ottoman1
envoys, is still awaiting instructions
from the Turkish government, and
the allies are making incessant ef-
forts to influence the ambassador^
of the European powers in then- fav-
or.
Dr. S, Daneff, Bulgarian leader,
and M. Jonescu, minister of the in-
terior of Rouman'a, continue their
"conversations." Both are showing
the greatest discretion, as they do

are displaying great dissatisfaction

supported by German and Austria-

NEW YORK, Jan. 8.—Wm. Rock
efeller probably never will be able to
appear as a witness in the inquiry be-
ing conducted by the Pujo committees
at Washington in the opinion of Dr.
Walter F. Chappelle, his physician.
The only way he could answer ques-
tions on the witness stand would be
in writing, for speec hmight result
in strangulation so serious is the con
dition of Mr. Rockefeller's throat,
according to the physician's state-
ment, published here today.
Dr. Chappelle practically said Mr
Rockefeller must be silent for the
remainder of his life.
In the Bahamas where Mr. Rocke-
feller is resting he is keeping very
quiet, and it is declared his every
I little wish has to be written, for each
effort to speak involves the hazard of
a laryngeal spasm.
"I have come to the conclusion
that Mr. Rockefeller's throat trou-
ble is chronic," said Dr. Chappelle,
"and that he must subject himself to
the silent treatment for the remain-
der of his days. This is not a new
treatment, but simply means a rest
cure for the larynx.
"It must be remembered that Mr.
Rockefeller is past 70 years old and
in my opinion he will never be phy-
sically able to appear on a witness
stand, iA fact, probably not even for
% written examination, as his hands
tremble so tht^t it is difficult for him
to write legibly."

lation of the farms remains about
