Farm Credit Bank reports
increased ban volume
The: Farm Credit Bank of Texas (FCBT)
and 20 affiliated rural lending cooperatives
in Alabama, Louisiana, Mississippi, New
Mexico and Texas today reported an 11.9
percent increase in loan volume for the first
nine months of this year. The Austin-head-
quartered bank and its affiliated lenders
comprise the Tenth Farm Credit District,:
the largest rural lending organization serv-
ing the five-state region. The district's loan
volume totaled $14.4 billion on September 30
of this year, up 21.4 percent from September
30,2006. at the same time, the quality of the
district's loanportfolio remained strong, with
99 percent of total loans and receivables clas-
sified as acceptable. District net income for
the third quarter of 2007 totaled $66.2 mil-
lion, a 3.8 percent increase from the third
quarter of 2006. Net income for the first nine
months ended September 30 was $177.5 mil-
lion, down 0.7 percent from the same period
last yean due primarily to provisions for loan
losses related to a nonaccrual loan in which
12 district associations participated. Im-
paired loans represented 0.6 percent of the
district's total loans as of this September 30,
compared to 0.3 percent on December 31,
2006. Total member equity in the customer-
owned Tenth District lending institutions
was $2.3 billion, an 8 percent increase from
December 31,2006. Combined assets totaled
a record $17.4 billion compared with $16.0 bil-
lion at year-end 2006. The Farm Credit Bank
of Texas, which is the wholesale bank for the
20 local financing cooperatives, imported
strong third-quarter results. The bank's net
income for the quarter ended September 30,
2007, was $18.8 million, up 4.9 percent from
the same quarter of 2006. Net income for the
first nine months of 2007 totaled $54.6 mil-
lion, a 14.6 percent increase over the same
period of 2006. The Tenth District provides
loans and financial services to agricultural
producers, rural homeowners and landown-
ers, and agribusiness firms. It is part of the
nationwide Farm Credit System, established
by Congress in 1916. #45
Panhandle Farm & Ranch Management
Symposium set Ndv. 29
AMARILLO—The 23rd annual Panhandle
Farm and Ranch Management Symposium
will be Nov. 29 at the Amarillo Civic Center.
The event will be in conjunction with the Am-
arillo Farm and Ranch Show scheduled for
Nov. 27-29. Exhibits will be open from 9 a.m.
to 5 p.m. on Nov. 27-28 and 9 a.m. to 4 p.m. on
Nov. 29. A $2 admission fee will be charged
for the first time this year, with all proceeds
going to benefit area FFA organizations.
Registration for the farm management sym-
posium will beginat8a.m., said LeonChurch,
Extension Ag Agent in Potter County and
moderator for the event. The program will
start at 8:30 a.m. with Dr. Brent Bean, Exten-
sion Agronomist in Amarillo, speaking on
weed issues and potential options for no-till
or minimum-till wheal and sorghum produc-
tion. Other topics will be: 1) Chemical modes
of action, Jack Lyon, retail account manager
for DuPont*f2) Future of the bioenergy indus-
try in the Texas High Plains, Dr. Steve Amos-
son, Extension Agricultural Economist, Am-
arillo; 3) Pesticide laws and regulations,
Levon Harmon, Texas Department of Ag.
Three pesticide license continuing education
credits and three certified crop advisor cred-
its will be offered; one in integrated pest man-
agement, one in laws and regulations and one

Landowners face November
deadline for EDIP sign-up
Texas agricultural landowners participat-
ing in the Environmental Quality Incentives
Program (EQIP) need to apply by Nov. 16
according to the Natural Resources Conser-
vation Service. Although EQIP is a continu-
ous sign-up program, the agency will rank
all eligible applications received by that date
for 2008 funding. EQIP promotes agricul-
tural production and environmental quality.
Through EQIP, farmers and ranchers receive
financial and technical assistance to help
implement conservation practices and man-
agement systems that promote conservation.
Financial assistance is on a cost-share basis
with the producer. The technical assistance is
provided at 100 percent of the cost by NRCS.
Changes to the program in 2008 include spe-
cific funding for conservation practices that
improve habitat for the pronghorn antelope
in West Texas, and a streamlined payment
process with flat-rate payments based on
a schedule for each conservation practice-

Personal property appraisal
seminar offered in December
The American Society of Agricultural Ap-
praisers (ASAA) will offer a 4-1/2 day Per-
sonal Property Appraisal seminar in Dallas/
Ft. Worth on December 5-9. This seminar is
the only course of its kind approved by the
Appraiser Qualifications Board (AQB) in
Washington, D.C. It meets 35 hours of the
core education requirements of the Personal
Property Appraiser Minimum Qualifica-
tions Criteria adopted by the AQB. It is
expected the AQB's Personal Property Ap-
praiser Minimum Qualification Criteria
will eventually become the national minimum
standard that personal property appraisers
will be required to meet when working for
professional businesses such as banks, insur-
ance companies, attorneys, CPAs and various
government agencies. The ASAA seminar is
specifically designed for those who desire to
enter the livestock, farm equipment and/or
horse appraisal field, and for those who are al-
ready doing agricultural, personal property
appraisals. Seminar topics include: principles
ofappraising, methods for determining value,
market research and analysis, methods for
adjusting value differences between subject
properties and their comparable properties,
how to write the three types of appraisal re-
ports used by all professional appraiser and
when and how to use them, and how to estab-
lish a personal property appraisal business.
