sealed or unsealed (except manuscript copy accompanying proof-
sheets or corrected proof-sheets of the same) and all other matter
sealed, nailed, sewed, tied or fastened in any manner, so that it can-
not be easily examined, two cents per ounce or fraction thereof, in-
cluding delivery at letter carrier offices. Postal cards, one cent each
Postal cards are unmailable with any writing or printing on the ad-
dress side, except the direction, or with anything pasted upon it ou
attached to them. On private mailing cards bearing written mes-
sages, provided they conform to reflations, one cent each. Drop
letters, two cents per ounce or fraction thereof, when mailed at letten
carrier offices, and one cent at offices where free delivery by carriers
is not established. The postage on first-class matter should be fully
prepaid, but if two cents in stamps be affixed, the matter will be for-
warded and the remainder due collected of addressee before delivery.
Second Class.—Only for publishers and news agents; publica-
tions of the second class, when sent by the publishers thereof and news
agents, are subject to postage at the rate of one cent a pound or frac-
tion thereof.
The rate of postage on newspapers and periodical publications of
the second class, when sent by other than the publisher or news agent,
is one cent for each four ounces or fraction thereof, and must be fully
prepaid. Publications of the second class, one copy to each actual
subscriber residing in the county where the same are printed, in whole
or in part, and published, shall go free through the mails; but the
same shall not l e delivered at letter carrier offices, or distributed by
carriers, unless postage is paid thereon at the rate of one cent per
pound. The rate on newspapers and periodicals (excepting weeklies)
6 p. m. (Sundays from 10:30 to 11:30 a. m.); carriers' window, Sun-
days from 10:30 to 11:30.
