,r. J. E. Surratt, Secretary,
Kessler Plan Association,
Dallas, Texas.
Dear Mr. Surratt:
* * ' n answer to your letter. I suggest that you hold your election
at a special time and not at a regular municipal election.
We were defeated largely because uur bond matter got mixed up .with
political matters. * * Then, too, our time was entirely too short.
It seems to me you are handling your whole program in a very effi-
cient manner and I certainly hope you will win.
Yours very sincerely,
Signed - J. C. NICHOLS.

Mr. Jno. E. Surratt,
Kessler Plan Association,
Dallas, Texas.
Dear Mr. Surratt:-
* * * You uave summed up the St. Louis and Kansas City situation very accurately.
Kansas 6 City's big mistake was that they allowed it to become political a-
naving it emanate from the City Hall. Secondly, that they had it with a regular
election in which politics was very bitter, and thirdly, they did not sell the
idea as they should. This always happens, as was the case jus t recently at
Topeka, Kansas, where they submitted a three or four million dollar issue to the
voters which was decisively defeated for exactly the same reasons.
I assure you that it was a great pleasure that I visited Dallas and if
L nave been of any help in your splendid ,:reject, I feel good indeed.
Yours very truly,Signed - F. W. A. VESPER.
