printed on plain, while paper with-
out any picture, xigu. vignette, de-
vice or stamp mark, except the writ-
ing or printing in black ink or black

and the several offices to be tilled,
and ascept the names of the political
party whase candidate are on the
ticket; provided, itoch ballots mny

The secretary of tho board of edu-
cation dotails the nature of a public
school., and its necessary conditions
are divided into nine particular*,
with which the promoters of the
achool must comply,or lose all claim
on government support:
1. Under law tlie school must l >
organised under a petition of citi-
xous.
2. Must be conducted under the
control of public officials.
3. Taught by n teacher whose
competency ia certified by law.
4. Must be taught under a writ-
ten contract between teacher and
legal trustees, and approved by the
couutv judge.
B. Absolutely free to children of
lawful age.
0. Must furnish instruction in the
ordinary branches gratis. Cannot
be sustained as a half-pay free school
on demand. All puyments for extra
services must be voluntary.
7. The English languuge shall ho
the ordinary medium of instruction.
8. Must be strictly nou-sectarian.
0 Muat not be under the control
of any power save that of the State.
Sad Aocidekt.—Yesterday after-
day alternoon, Mr. B. J. Koppt-rl, a
prominent merchant of this city, met
with a quite serious accident, the
filial result of which, at a late hour
laat night, could not be foretold. Up
wu in a buggy, on his way home, iu
company with young Mr. Joe Wor-
rell, when the horse became frighten-
ed and ran awav. The hugtrv collid-
ed with a wagon, throwing Mr. K ow-
ner! and Young Harrell out. Tho
latter escaped without injury. Mr.
K. wu taken up and conveyed home
in an insensible condition. l>r.
Wootcn was culled, and found the
hurta tc b" ve:y serious, the buggy
wheel havi. gpasucd directly over his
head. At a late hour last night Mr.
K. was still unconscious, aud his con-
dition at best extremely precarious.

tificates representing $ 17.927,2(15,
paid during the last year $ 130.800 to
the widows, orphaus, and other de-
pendent* of eighty - five deceased
members. Twelve Odd-Fellows' as-
aociations in the sauicfctate, with 10.-
714 members, and outstanding certi-
ficated representing $0..M4.1fi7, paid
benefit* amounting to S105.74S on
account of one hundred and forty-
two deceased luemlters. These 12
Odd Fellow association?, having an
average business existence of sovn
years, have paid more than half a
