an declared that negative action on
the reaodution now would he serlmu.
It was not warlike but simply an ex-
preeslon of two abstract principle
that couldn't be dlaputed. That to fail
tn paaa the resolution would be equiv-
elent to saying that the United States
did not pretend to protect the Uvea

he said.
Ken it Armed Foeoe
Senator Bacon asked If an Ameri-

from than border and hi property
outraged whether It would be our
duty to tsend an armed force to re-
lease him. Senntor Stone interjected
that if that eltlsem could not ba re-
leased by diplomatic means he. for
one. would "be ready to send an
armed force."
"There are atepa which prcd an

"which must of course be exhauated

luded to It la our duty to put every
recognized engine of diplomacy Into

Me added that It would be a great
mistake to turn down the resolution
but he had no objection to referring it
to th foreign relations committee.
"The diplomatic efforts of thla gov-
eminent In Mexico has not failed" de-
clared Senator Fall. "They have ot
even been attempted."
senator Bacon Replies.
Senator Bacon Insisted that neither
the Tatt admlnlatratlon nor the pres-
ent administration had bn indiffer-
ent. Senator Fall aaaerted that the
efforte of thla government to protect
American citizens in Mexico were
chiefly mads through Mexico City.
Thla-amounted to nothing when three-
fourtha of the country waa - in the
hands of the Insurgents.
Senator Fall declared that It was
not for the protection of the lives and
property rights of American adven-
turers that this government was aaked
to make a. declaration aa to policy.
Americans he said had ' developed
Median built railways afreet rail-
roads -eloctrlc light planta developed
mines and In numarou other way
had advanced the material welfare of
the country. American he said had
more money Inveated In Mexico than
Mexican themaelvaa.
Duties of Republic.
"The dys of the republic are num-
bered" declared Senator Fall "when
It refuses to protect the right of Its
citizens In a foreign country." He said
that absolutely nothing had been done
to pi ... i Americana la Mexico.
Denying that he was seeking to give
partisan political color to ths debate
Senator Lodge declared that the late
Republican administration was more
to blame for the lack of a more defi-
nite policy towwrda the crista In Mex-
