Trustees OK 'Gators' as new Grulla high school mascot
Starr County Fair Queen and Runners-Up
Andrea Rae Noles, at left, is the Starr County Fair Queen for 2010. Runners-up to the
Queen were, Ruby Renee Martinez, a freshman at Rio Grande City High School, center,
first runner-up; and Jennifer Elizabeth Coello, a junior at Rio Grande City High School, at
right, second runner-up. Andrea, the eighteen-year-old daughter of Elda M. Noles and the
late Malcom Ray Noles, is a senior at San Isidro High School. The 2010 Youth Fair
Pageant was held on Sunday evening, Feb 21 at the Fort Ringgold Auditorium in Rio
Grande City.
At their regular monthly
meeting on Tuesday evening,
Feb. 9, the Rio Grande City
C1SD board of trustees
approved "Gators" as the
mascot and nickname for the
new
RGCCISD Grulla High
School.
The meeting was held at
the John and Olive Hinojosa
Elementary School Cafeteria,
located at 2448 Embassy
Street in Rio Grande City-
Board President Basilio D.
Villarreal, Jr. declared, "We
had a group of 15 to 20
students from the Grulla area
and five adults - the mayor,
the principal, the head coach
and a counselor. They got
together and decided on tour
particular names. We gave a
ballot with four names to
every student from that
particular area "
Villarreal continued,
"When all the votes were
counted, it was determined
that the mascot will be the
Grulla 'Gators'. I want to
thank all ihe students in this
area that participated. Fliese
students have made histoi .
in choosing a mascot. Other
mascots considered were
Stallions, Falcons and
Hurricanes."
"We're happy that they
made this choice," stressed
Villarreal. "As far as we
know, this is the only
mascot by that name at a
South Texas high school."
The trustees approved Pay
Application No. 24 from
Leyendecker Construction for
the new high school The
board president stated, 'The
construction is 75 to 80
percent complete. Some
buildings should be
completed in the next 30 to
60 days. The entire school
should be completed by the
end of June"
The board took no action
for the time being on
attendance zones for the new
high school. Villarreal
explained, "This was
postponed until the (UTL.)
realignment came out. We
will act on that issue at the
next meeting."
The trustees approved Pay
Application No. 3 from
Haeber Roofing Co. for the
Multipurpose Center and Old
Ringgold Middle School
Gym Roofing Project.
Villarreal declared, 'The
roofing at the old middle
school gym is roughly 80 to
90 percent complete.
Reroofing at the
Multipurpose Center should
start in the next week to 10
days."
The trustees approved
Change Older No. 7 from
Leyendecker Construction for
the new high school.
Villarreal noted, "This
allows Leyendecker to
construct the practice fields
for football and soccer."
The trustees approved Pay
Application No. 4 from
Alliance Specialized Systems
for the Veterans Middle
School Steel Bolted Tank.
Villarreal stated, "This is the
last pay application. The
purpose is mostly to provide
adequate water supply for our
sprinkler system in case it's
needed to fight a fire."
The trustees were informed
of the recognition of the
RGCCISD by the Texas

Aldermen okay agreement County Fair gets underway;
for new water plant to reach peak this weekend
At their regular monthly
meeting during the noon
hour on Wednesday, Jan. 27,
the Rio Grande City Board of
Aldermen approved an
agreement between the City
of Rio Grande City and
CDM Constructors to carry
out construction of the new
water treatment plant.
CDM Constructors will
serve as construction
manager for the project to
construct the new plant.
City Administrator Juan
Zuniga declared, "We've
negotiated an amount with
which staff feels
comfortable. This is a new
method of project delivery.
The projected price is $16.4
million. They still need to
approve this. This is
Trail Ride to
honor Roland
Mancha's memory
The 2010 Starr County
Youth Fair Trail Ride will be
dedicated to the memory of
Roland Mancha. It will be
held on Saturday. February
27. beginning at the Starr
County Airport on Highway
3167 in Rio Grande City,
Texas at 8:00 and joining the
Starr County Fair Parade at
10:00 down Main Street to
the fairgrounds.
The riders will proceed
past the end of the parade at
the entrance to Fort
Ringgold to the Starr County
Fairgrounds.
Charge for the event is
$15 00 for a rider. 12 years
and older; $10.00 for a rider
under 12 years old. Trail
Boss for the event is Oscar
Mariscal, 263-0286. Trail
guides are Douglas
Anderson and Homer
Gonzalez.
Rattler 4-H is providing

emphasized, "This is the
culmination of four years of
work. This will be a
significant upgrade in water
capacity for the city. 1
congratulate the city staff and
commission. This involved a
lot of work over the
holidays."
Alderman Arcadio Salinas

congratulate the city staff and
the staff and management of
the Public Utility
Department. This is a big
landmark."
Mayor Pro Tem Ruben O.
Saenz stressed, "This is a
dream come true." Alderman
Rey Ramirez predicted,
"Hopefully, this can be ieady
in a year and a-half."
Alderman Hernan R. Garza
111 emphasized, "1 thank
CDM for their hard work.
Our confidence is with you."
Zuniga contended, "This
can ensure the water capacity
of the city for many years.
This is one of my proudest
moments in over two decades
of municipal government."
The aldermen also voted to
execute Amendment No. 6 to
the agreement between the
city (owner) and the CDM
engineering firm. Zuniga
noted, "This amendment
calls for a reduction of
$611,000."
The aldermen voted to
table an item authorizing
execution of a contract for
TDRA Project No. 729681

Chilly, wet weather
lingers during month
"A Good ol' Starr County
Roundup" is the theme for
the 45th annual Starr County
Fair, set for February 25-27
in Rio Grande City, with
events for the entire family.
This year's fair will feature
top entertainment sponsored
by Budweiser and Glazer's
Distributors dba Valley
Beverage Performing on
Saturday evening beginning
at 8:00 will be La Sombra,
Sunnye Sauceda. Percy
Cardona, and Tejano Boys
Thursday evening at 6:30
is the Peewee Goat Show,
and following that will be
entertainment provided by
Grupo Distinto, Grupo
Nexxxo, and Codigo 7. A
Starr County Talent Search
and Contest will be held on
Friday evening. The
carnival will open daily at
10:00 a.m
Ihe Western parade will
proceed east on Main Street
to historic Fort Ringgold on
Saturday morning at 10:00,
with the JROTC Twelfth
Cavalry Memorial Unit from
Rio Grande City High
School proudly carrying the
colors Parade Marshal
Emma L. Gonzalez
Gonzalez will be featured at
the forefront, as will be the
Starr County Fair Queen and
hei court, to be crowned on
Sunday, February 21.
Various stage
performances will take place
during the day by dance and
music groups, featuring D.J
Johnn) Zarate. The Super
Comedy Show will include
juggling and unicycling, and
the dancing, singing, and
instrumental talents of Starr
County youth will be
showcased.
A horseshoe demonstration
will be held on Thursday and
Friday mornings and
Saturday afternoon. Starr
County Farm Bureau will
sponsor agricultural
demonstrations.
L.ivestock, baking, youth
and adult art, youth and
adult arts and crafts,
educational posters and farm
shop competitions will be
held throughout the three-
day event, with exhibits to
be viewed.
Chick and duck, rabbit,
and pig scrambles will
continue to be an open event
for any youngster attending
the fair. Sponsored by
H.E.B., the scrambles will
be at 5:00, 5:30. and 6:00 on
Friday and at 7:00, 7:30, and
8:00 on Saturday evening.
A new Ranch Rodeo will be
held following the Friday
scrambles at the rodeo arena.
At 6:00 on Thursday will
be the official Opening
Ceremony of the Fair, at
which the winners of the

The unusually cold and
wet winter continued last
week as low temperatures in
the immediate Rio Grande
jCity dropped into the 30's
for three mornings in a row
and almost one inch of rain
fell over a two-day period.
The Rio Grande City Fire
Department recorded .62 of
an inch on Thursday, Feb.
18 and .10 inch on Friday,
Feb. 19, bringing the total
to 72 inch over the two-day
period. Light drizzle and
occasional showers began
Thursday morning and
continued at a constant pace
until Friday morning.
A cold front that blew
through Starr County shortly
after 11 p.m. on Sunday,
Feb. 14 brought a brief
heavy downpour to the
immediate Rio Grande City
area. The RGC Fire Dept.
recorded 19 of an inch from
that shower, bringing the
weekly total (Feb. 15-21) to
.91 inch.
The Fire Department
recorded the following low
and high readings last week:
Monday, Feb. 15- low
36. high 59; Tuesday,
Feb. 16- low 37, high 62;
Wednesday, Feb. 17-
low 38, high 67;
Thursday, Feb. 18- low
51, high 55; Friday, Feb.
19- low 53, high 64.
Starr County experienced
more chilly weather as an
earlier cold front blew
through after 11 p.m. on
Monday, Feb. 8. The Fire
Department recorded the
following readings later that
week: Tuesday, Feb. 9 -
low 44, high 61;
Wednesday, Feb. 10-
low 44, high 61;
Thursday, Feb. 11- low
44. high 52, Friday, Feb.
12- low 39, high 66;
Saturday, Feb. 13- low
