RGCCISD Mariachi performs at 2009 Feast
Rio Grande City High School Mighty Mariachi Band and the Veterans Middle School Band
performed during the 2009 Feast of Sharing held on Friday, Dec. 4, 2009 at the Central
Cafeteria at Port Ringgold. The RGCCISL) Mariachi Bands participate in many school
functions and competitions throughout the year. The students and directors work diligently
in refining the music and the delivery always delights the audience.
PUCT okays deployment
plan for 'smart' meters
The Public Utility
Commission of Texas
(PUCT) has approved an
uncontested settlement
among all parties in the AEP
Texas Central Company
(TCC) Advanced Metering
Infrastructure (AMI)
systems proceeding
currently before the
commission.
The AMI deployment plan
included in the settlement
calls for the replacement of
mechanical and electronic
meters, which have limited
communication capability,
with the next generation of
"smart meters" with
electronic metering
technology designed to
improve customer service
and enable customers to
proactively control their
energy use.
Hie agreement includes a
four-year plan for
installation of smart meters
throughout TCC's south
Texas service territory and
an 11-year surcharge to fund
the installations. The AMI
surcharge will go into effect
with January 2010 billings.
If the retail electric
providers (RT.I's-) pass on the
full amount to end-use
customers, a S3.15 surcharge
will be added to the monthly
electric bills of residential
customers from January
2010 through December
20 11 That month ly
urcharge would decrease to
S2.89 from January 2012
through December 2013 and
decrea „• again to S2.26 from
January 2014 to December
2020. '
Approximately 5.000
meters were installed in
2009 in anticipation of the
settlement and approval by
the PUCT. According to the
plan, approximately 131,000
meters will be installed in
2010. and an average of
224.000 meters annually in
2011. 2012 and 2013.

rates that the REPs are
expected to offer as
advanced meters are widely
deployed," he said.
The AMI program is a
component of a much larger
initiative called
gridSMARTSM. a suite of
customer programs^ and
advanced technology
initiatives that may include
new energy delivery svstem
technologies, customer
efficiency initiatives and
internal system efficiencies
within AEP Texas. All of
these initiatives are designed
to enhance the operation and
efficiency of the electricity
distribution system
AEP Texas serves more
than 900,000 electric
consumers in the deregulated
Texas marketplace. As an
energy delivery (wires)
company, AEP Texas
delivers electricity safely
and reliably to homes,
businesses and industry
across its nearly 100,000
square mile service territory
in south and west Texas.
AEP Texas also builds new
power, lines, restores service
following outages and reads
the meters for REPs
throughout its service
territory The company also
connects or disconnects
service upon the orders of
the REPs.

electricity to more than 5
million customers in 11

The Rio Grande City Main
Street Board honored Xavier
and Lori Perez as parade
marshals for this year's
Aloha Christmas parade.
Xavier and Lori Perez are
both natives of Rio Grande
City. They have four sons,
Dustin Alan, Jason Eli,
Bryan Ray and Steven James
Perez. Dustin is a
sophomore at Lee College in
Baytown, and their three
other children currently
attend Immaculate
Conception School.
Xavier Eli Perez is the son
of Yolanda Perez and the
late Gustavo Perez. He
graduated from Rio Grande
City High School in 1986,
and attended Texas A&M
University in College Station
where he graduated with a
Bachelor of Science degree
in Agricultural Economics in
1989. Fie worked with the
Federal Land Bank
Association of Edinburg
from 1990 to 1996 He went
back to school to study
accounting and worked with
Molina & Associates until
he received his license as a
Certified Public Accountant.
He then established his own
business as Xavier Eli Perez,
CPA, PC, and later partnered
with Jose A. Hinojosa in
2007 to form Hinojosa &
Perez, PLLC. He is a
member of the Texas
Society of Certified Public
Accountants and the Rio
Grande Valley chapter. He
is also the General Manager
for Peterson Beefmasters.
Xavier serves on the Starr
County Industrial
Foundation Board of
Directors, and served as an
officer of the Rio Grande
City Jaycees for many years.
Xavier has been coaching
Little League baseball for
the past six years and has
worked with the Little Lions
tee ball team and the
Diamondbacks coach pitch
team. This past summer, he
joined with other coaches to
form the Rio Bandits 9U
coach pitch team, and their
team won six tournaments
throughout the Rio Grande
Valley by defeating teams
from cities all the way from
Brownsville to Laredo. Fie
is currently one of the
coaches for the Ringgold
Raiders Pee Wee football
team.
He attends First Baptist
Church, and he is a member
of Immaculate Conception
Church and the Knights of
Columbus. On Wednesday
mornings, he participates in
the men's prayer breakfast at
Tako Hut. Flis hobbies
include hunting, fishing and
barbecuing.
Lori Peterson Perez is the
daughter of Jewel "Tissa"
Peterson and the late James
E. Peterson She was born
in Roma and graduated from
Rio Grande City Fligh
School in 1989. She
received her Bachelor of
Science degree in
Agricultural Economics in
1993 and her Doctor of
Jurisprudence degree from
St. Mary's University
School of Law in 1997. She
worked for Garza &
Montalvo and Montalvo &
Perez, PLLC before opening
her own law tlrm in 2003.
Lori is a member of the
Order of the Barristers the
College of the State Bar of
Texas, the Pro Bono
College, the Family Law
Foundation, the Aggie Bar
Association, and Phi Alpha
Delta Legal Fraternity, and
she is treasurer of the Starr
County Bar Association.
She has served on the
board of the Rio Grande City
Economic Development
Corporation for ihe past
three years and is currently
treasurer of the EDC. Lori
is an active member of First
Baptist Church of Rio
Grande City where she play s
the organ and serves on the
treasury committee. Lori
has assisted with coaching
and scorekeeping Little
League teams, both when
she was in high school and
during the past five years.

years. Xavier's father was a

served as president and was
the guiding force of the fair
for many years, and her

member of the board and
heads several committees.
Xavier and Lori have both
been personally involved
with the fair since they were
members of 4-H. and they
are officers on the Board of
Directors, with Xavier
serving as treasurer and Lori
serving as vice president.
Their dedication and service
to God and their community
were instilled in them at a
young age by their Christian
parents.
Xavier and Lori are both
members of the Texas A&M
Former Students
Association, the Hidalgo-
Starr A&M Club and the
Texas 4-H Alumni
Association. They are huge
fans of the Rio Rattlers, and
enjoy cheering for and
supporting Rattler athletes
and the Mighty Marching
Rattler Band. Through their
many years as members and
officers of the Rio Grande
City Jaycees and the fair,
they have helped to
coordinate numerous

number 10 movie of the
year. It makes for a very
good dark comedy.

I his great, very well made
sci-li movie, it features a
unique sly le filmmaking
unlike any thing I've seen
before.
8. The proposal
I his story is average,
predictable, and very
simple, but both lead actors
work so well together you
can't help but be affected by
the on-screen chemistry.
7. Marley & Me
(late 2008)
I his I i I in came out loo late
lor my top OS list, bill I
liked it so much. I had lo
include it in this vears list.
I his film proves that pets
truly can be loving members
of a human family; a great
family movie.
6. Where The
Wild Things Are
Big ups to Spike Jonzes. for
bringing this wonderful
children's story to life.
5. Transformers
This mov ie is not perfect,
but I siill really liked it
Simply put. this mov ie is
just Hal-out fun. exciting,
plus it has Megan lbs. 1 just
simply love transformers!
4. Star Trek
Okay. I'll be honest, the plot
was a bit silly but. the
visuals, stunts, and
chemistry between kirk and
Spock is just perfect. J.J
Abrams does an excellent
job in updating the franchise
w itli his fast pace sly le.
3. Inglorious
Bastards
I loved larantino's take on
WWII, not making light of
the e\ ents of thai time, but
the film does end up giv ing
all ot us something lo cheer
for in thai dark period of
lime.
2. Watchmen
Finally an Alan Moore storv
that works as a motion
picture. Zack Snyder
respected his ( Alan
Moore's) work and with the
exception of the ending of
the mov ie. didn't change
anything from the original
graphic novel.
