Commissioners ratify lifting of countywide burn ban

RGCCISD Human Resources holds training
Rio Grande City CISD Of fice of Human Resources holds training seminars for employees
to keep them abreast of changes made by the state. The department recently held one for all_
district staff who are responsible for time reports to insure that they familiarize themselves
with the new standards and changes in payroll guidelines. H.R. staff members went over
the codes, procedures and all other pertinent information. They strive to insure that all
personnel are made aware of any changes. Assistant Superintendent for Human Resources,
Mr Gilberto E. Garcia, and his staff are always available to answer questions and to assist
personnel.
Leo Najo Day celebration
planned Oct. 10 in Mission
The 38th annual Leo Najo
Day celebration will be held
a! the Mission Community
Center, located at 1420 Kika
De La Garza in Mission, on
Saturday, Oct. 10. 2009,
according to Vicente Estevis,
President of the Leo Najo
Day Celebration Committee.
The Leo Najo Day Old
Timers reunion is from 11
a.m. to 3 p.m
Admission is free and
everyone is invited. Food
will be served from 12 noon
until 2 p.m. for $6.00 a
plate and refreshments will
be available.
The purpose of the Old
Timers reunion is basically
to keep the memory of
Leonardo Alaniz (Leo Najo)
alive.
Leo Najo was born in
Mexico and came to
Mission, Texas at a very
early age. He was an
outstanding Rio Grande
Valley baseball player He
played semi-professional
baseball as a teenager, turned
professional and distingushed
himself as a player in the
Texas League. He was
player-manager of
professional baseball teams
in Mexico and played ,uid
managed the Mission 30-30
baseball team.
He was inducted into the
Baseball Hall of Fame on
Monterrey, Mexico in 1939,
and posthumously inducted
into the Rio Grande Valley
Sports Hall of Fame on
April 7, 1988.
The cities of Reynosa,
Mexico and Mission, Texas
honored him on Oct. 12,
1971 with a Leo Najo Day.
Veterans Affairs to unveil
mobile medical unit
Washington, D.C. On
Monday, Oct. 12,
Congressman Henry Cuellar
(TX-28) and officials from
the U.S. Department of
Veterans Affairs will unveil
a new mobile medical unit
that will provide services to
veterans in Starr County.

At their special meeting
on Monday morning, Sept.
28, the County
Commissioners voted to
ratify the decision to lift the
countywide burn ban for the
time being.
The authorization to lift
the burn ban, given by
County Judge Eloy Vera,
became effective on Sept.
15.
Precinct One
Commissioner Jaime
Alvarez emphasized, "This
does not authorize illegal
trash burning." Vera
explained, "This only refers
to authorized burns."
The ban was lifted for the
time being after the heavy
rains that fell throughout the
county in early and mid-
September. When even
heavier rains in the latter half
of September are considered,
the Rio Grande City Fire
Department has recorded
between 12 and 13 inches of
rain since Aug. 29. Bob
Alderman, who lives in the
western section of Rio
Grande City, has recorded
13.37 inches in his rain
gauge since Aug. 29.
After Tax
Assessor/Collector Carmen
A. Pena presented the report
for August 2009, Precinct
Three Commissioner Eloy
Garza commented, "It was
expected that delinquent tax
collections would be down
this year due to the
economy."
Judge Vera predicted,
"We'll end this year with a
very healthy fund balance of
between $500,000 and $1
million. This is largely due
to a couple of adjustments
involving oil companies."
Gas System/Landfill
Manager Jose Maria Alvarez,
Jr. told the commissioners,
"A pre-construction
conference is planned next
Monday for the Avasolo-
Flores Streets Project. This
project will make Avasolo
and Flores one-way streets.
This will involve moving of
gas lines."
Vera noted, "Within the
right-of-way, we're
responsible for moving the
lines. Outside the right-of-
way, they (the state) are
responsible."
Alvarez pointed out, 'They
are going to completely
rebuild both streets and build
new sidewalks."
Federal/State Programs
Coordinator Rafael Montalvo
indicated, "The final design
for the transfer station should
be ready in October. A tire
shredder will definitely be
needed and cost-effective."
Symposium brings together experts
on Valley history, culture
The Mission High School
baseball field and a street in
Mission are named in honor
of this baseball legend. He
died on April 25, 1978 and is
buried at Laurel Hill
Cemetery in his beloved
Mission.
The Old Timers Reunion
is also a special event to
honor and recognize Old
Timers who distinguished
themselves and enjoyed the
game of baseball throughout
the Rio Grande Valley and
surrounding area on both

The first event will take
place in Rio Grande City at
9:30 a.m. at the VFW Hall
Post 8526 located at 5127
East U.S. Highway 83, while
the second one will be held
in Roma at 10:30 a.m. at the
VFW Post 9175 located at
17 Flores St.
With the addition of the
mobile medical unit,
veterans in Starr County will
now be able to receive
routine primary care,
preventative care, and
limited mental health
services without having to
travel out of town.
A strong advocate of
services for veterans.
Congressman Cuellar
worked very closely the last
couple of years with the
Department of Veterans
Affairs to ensure that these
medical services came to
Starr County.
Come learn more about the
services that will be offered
and the opportunity to tour
the medical unit.

South Texas College's
History Department and The
University of Texas at
Austin's Center for Mexican
American Studies have
joined forces to produce a
landmark symposium, "The
Old Valley/New Valley:
Analyzing the Past. Present,
and Future of the Lower Rio
Grande Valley." The event
brings scholars and experts
from across the United
States and Mexico to talk
about Valley history,
economics, culture,
education, medicine and
more.
The symposium kicks off
with a reception on the
evening of Nov. 4, with full
days of panel discussions
from Nov. 5 through 7. All
activities take place at STC's
Pecan Campus Cooper
Center located at 3201 West
Pecan Blvd. in McAllen.
Admission to all symposium
events is free and open to the
public.
"Never before has an event
of this magnitude and caliber
been put together to discuss
the evolution and future of
the Valley, taking into
consideration so many
unique factors," said Dr.
Trinidad Gonzalez, STC
history instructor of the
event's organizer. "We have
participants from across two
nations who will provide a
broad view of and vision for
the Valley. Attendees will
hear a variety of new
perspectives that may offer
some surprises."
Of particular note is a
session planned for the
afternoon of Thursday, Nov.
5, when five economic^
experts will discuss the past,
present and future of the
Valley's economy. Panel
participants include Bill
Gilmer, senior economist
and vice president of the
Federal Reserve Bank of
Dallas; Agustin Del Rio, the
regional delegate in
Monterrey of the Banco de
Mexico; Jojo Estrada, an
economist with the Local
Government Assistance and
Economic Analysis Division
of the Texas Comptroller of
Public Accounts; and
Armando C. Alonzo, author
and borderlands historian
specializing on the social
and economic history of
Texas and Northern Mexico.
Additional speakers
include experts and authors
from The University of
Iowa, Rice University, The
University of California at
Los Angeles, The University
of Texas at Austin, the
Smithsonian Institution's
Center for Folklife and
Cultural Heritage, and The
University of Maryland, just
to name a few.
Attendees from across the
region will benefit from new
knowledge shared on
population growth,
economic trends, health care
issues, cultural practices and
educational concerns. The
information can be utilized
for investment ideas, policy
development, as well as

Roque Guerra, Jr. Elementary School celebrated their Texas Education Agency
"EXEMPLARY" Rating on Tuesday, September 8. 2009. Mrs. Gina Gonzalez, Principal
promised her students that she would "kiss the pig" if they met their goal. The students,
faculty, and staff joined the campus administration in watching Mrs. Gonzalez "kiss"
Wilbur, the pig. The students were in awe of their Principal and vowed to "DO IT AGAIN
IN 2010!"
