Memorial weekend honors Severina Rodriguez
Sixty one members of the Rodriguez family gathered in Rio Grande City on March 21-23, 200? to celebrate
the life of Severina Rodriguez on the first anniversary of her passing. In honor of their beloved mother,
grandmother and great-grandmother, the Rodriguez family ascended to the Cross at Santa Cruz, reciting the
Stations of the Cross. This was followed by a visit to the newly renovated family plot where they prayed and
paid homage to her memory. Sunday mass at Immaculate Conception Church was offered in the memory ol
Severina and Valentin Rodriguez and concluded the family reunion.
RGCy Roma show decreases in
April 2003 sales tax rebates
Members of the Cantare' Youth
Choir attended their regularly
scheduled rehearsal on Tuesday,
February 25th.
Joining them tor the practice
were local musicians: Alberto
Barrera, Amalio Martinez,
Filemon Garza and Artemio
Perez.
The guitarists were special
guests for Cantare's music class
and provided guitar
accompaniment for Mr. Barrera's
song entitled: "Mi Lindo Rio
Grande" which the group had
been rehearsing
When the group began to work
on the piece several weeks ago,
their director promised she
would bring the composer and
other accomplished, local
guitarists to accompany them in
the musical selection when they
mastered the piece, both
musically and lyrically
Excitement filled the room as the
musicians began to strum guitars
and picked intricate melodies on
worn nylon strings. The
children's eyes grew wide and
smiles appeared on every face,
as they eagerly anticipated their
cue for entrance on "Aye, Lindo
Rio Grande, Tu' que me viste
nacer..."
Mr. Barrera directed and led the
choir in song. His love of Rio
Grande and his music permeated
the room.
When the children and the
guitarists joined voices in the
chorus of "Mi Lindo Rio Grande",
Of those present, the older,
could be seen wiping a tear from
their eye while the faces of the
very young beamed with
excitement... all were proud.
It was a very special occasion,
"... it's not every day you get to
sing a song about your home
town with the songwriter
directing and singing along with
you!" commented Mrs Reyna
Reyna added, "As the group
explores music of varied genres,
"Mi Lindo Rio Grande" by Mr
Alberto Barrera has been an
especially nice piece for the
choir to learn. Not only was it a
pleasure to explore this style of
music but it has also been a
lesson in our history, our culture,
our home."
Cantare' and its directors wish to
extend their deepest gratitude to
Mr Alberto Barrera. Amalio
Martinez, Filemon Garza and Mr
Artemio Perez for sharing their
time, knowledge and talent with
the young members of the
singing group
On Friday, April 11, State
Comptroller Carole Keeton
Strayhorn delivered monthly sales
tax rebates to I 118 Texas cities and
121 counties, with Rio Grande City
and Roma recording decreases from
the April 2002 sales tax rebates.
The City of Rio Grande City's
April 2003 rebate check of
$162,289.45 is 13.50 percent lower
than the April 2002 rebate check of
SI 87,625.95. For the first four
months of 2003, Rio Grande City
has received $815,972.46 in rebate
checks, an increase of 3.20 percent
from the $790,634.20 received
during the same reporting period ol
2002.
The City of Roma's April 2003
rebate check of $55,104.71 is 14.34
percent lower than the April 2002
rebate check of $64,334.37. lhus
far in 2003, Roma has received
$280,879.68 in rebate checks, a
decrease of 5.95 percent from the
$298,674.96 received during the
same reporting period of 2002.

rebate checks, an increase of 4.51

On April II. Comptroller
Strayhorn delivered $194.6 million
in monthly sales tax payments to
1118 Texas cities and 121 counties,
a 3.9 percent decrease compared to
the $198.3 million allocated in
April 2002.
April sales tax rebates include
local sales taxes collected in
February and reported to the
Comptroller in March.
The sales tax rebates included
$179.1 million to Texas cities,
1.9 percent lower than the April
2002 payments of $182.5 million.
Texas counties received April
2003 sales tax rebates of $15.5
4 rabies clinics planned
in eastern Starr County
Four rabies clinics are scheduled
in early May in eastern areas of
Starr County.
The clinics will be carried out by
Margo Veterinary Clinic. The fee is
$9.00 for each dog or cat three
months of age and older that is
vaccinated.

down 6.42 percent compared to
April 2002
The state's share ol sales tax
reported during this period was $1.1
billion, a decline of 2.3 percent
compared to a year ago.
On April II. a total of $264.9
million was delivered in monthly
sales tax rebates to Texas cities,
counties, transit departments and
special purpose taxing districts, a
decrease of 2.9 percent compared to
April 2002.
The April 2003 sales tax rebates
for Starr County cities amounted to
$217,999.77, a decrease of 13.64
percent from the April 2002 total of
$252,456.27. Thus far in 2003. the
three Starr County cities have
received rebates amounting to
$1,099,697.48, an increase of 0.70
percent from the $ 1.092,031.58
received during the same reporting
period of 2002
RGC trustees receive report
about TAKS 3rd grade results
At their regular monthly meeting
on Tuesday night, April 15 at Alto
Bonito Elementary School, the Rio
Grande City CISD trustees were
provided a status report on the
results of the new TAKS reading
assessment test administered to the
district's third graders.
Board President Basil io D.
Viliarreal, Jr. later indicated, "We
got a report on the new TAKS
exam given to third graders. It's a
brand new exam; this is the first
time we've dealt with this Many
of our schools did quite well. We
are making every effort for students
who did not pass TAKS, including
placing them in a 10-1 class ratio."
"The students that didn't pass
TAKS will have two more
opportunities (to pass),'' noted the
board president "All third grade
students have to pass TAKS
Reading to be promoted (to the next
grade). School districts are not
accountable this year, but districts
will be accountable next year.
Overall, I'm pleased with how the
district did."
The trustees unanimously voted
to approve the new school design
for the planned new Grulla
Elementary School facility.
Viliarreal explained, "We approved
the new elementary school design
for Grulla Elementary. ERO
Architects came up with this
design. We believe that it is a very
beautiful and functional design."
The trustees received a status
report concerning the RGCCISD
Auditorium from Noe Garza, NGE
Engineer, Inc. The board president
stated, "The Auditorium has been
temporarily repaired so that it can
be available for school functions
the remainder of this school year."
"Bids will come out for the
permanent reparation of this facility
in three to five weeks," Viliarreal
noted. "Much of the concentration
will be on the roofing structure.
They have removed materials that
could come loose and potentially
hurt people, including children "
The trustees approved a proposal
for legal services for an audit of
values assigned by the (State)
Comptroller's Property Value
Study. Viliarreal explained, "This is
a service we are hiring at no charge
to the district There will be a
charge only if there is additional
money collected. They would
appeal to the state any deviation in
valuations after the valuations have
been certified and set "
The trustees approved new testing
services for Grulla Elementary
School. The board president
indicated, "It's a testing service to
analyze the soils and (conduct) other
testing for the site of the planned
new school. This will include
testing that will be done during the
construction project."
The trustees voted to extend the
depository contract with Texas
Slate Bank an additional two years.
Viliarreal emphasized. "The
relationship with Texas State Bank
has been very amicable, positive
and fruitful. Hopefully, it will
continue that way for the next two
years."
The trustees voted to authorize a
Disease Management Program
within the district. "We are trying
to implement this into the district
to allow employees to have medical
testing on a preventive basis."
explained Viliarreal. "This Aould
not only allow problems to be
diagnosed but also treated
successfully It's a program focused
on prevention."
