U.S. Congressman Henry Cuellar visited Rio Grande City on Monday, July 28 to announce a S5.I 15
million grant to the Housing Authority of Starr County. Present at the announcement were from left

of the effects of Hurricane Doily
beginning July 22
"We look forward to working
with the State of I'exas to make
our loans available to
homeowners, renters and
businesses of all sizes affected
by Hurricane Dolly," said
Acting Administrator Carranza.
"We will be swift in our efforts
to help Texas disaster victims
rebuild their homes and
businesses. Disaster Recovers
Centers will be quickly
established in affected areas, and
SBA officials will provide one-
on-one assistance to disaster
loan applicants," she continued.
Disaster loans up to $200,000
are available to homeowners to
repair or replace damaged or
destroyed primary residence.
Homeowners and renters are
eligible for up to $40,000 to
repair or replace damaged or
destroy ed personal property.
Businesses of any size and
private non-profit organizations
may borrow up to $2 million o
repair or replace damaned or
destroyed real estate, machinery
and equipment, inventory, and
other business assets. SBA can
also lend additional funds to
homeowners and businesses to
help with the cost of making
improvements that protect,
prevent or minimize the same
type of disaster damage from
occurring in the future.

Gov. Perry makes second
appeal to FEMA for help
AUSTIN - In a letter to
President George W. Bush, Gov.
Rick Perry last week requested
that FEMA expedite the state's
request for Individual Assistance
and Public Assistance to Texans
affected by Hurricane Dolly.
The governor's initial July 23
request for individual aid was

WASHINGTON, D C.-On
Monday, July 28, Congressman
Henry Cuellar announced that
the U.S. Department of Housing
and Urban Development has
awarded the Housing Authority
of Starr County $5,115,494 to
replace 34 units damaged by the
flooding that occurred in July
2007.
The funds will be used to
build the 34 new units
accordance with HUD
requirements. HUD officials
said that although the property
had been flooded before, it was
last year's torrential rains that
resulted in the condemnation of
the units.
"As a member of Congress.
ensuring that our residents have
a descent dwelling to call home
is an issue I take very seriously

The Starr County Industrial
Foundation, who has been
assisting the Housing Authority
of Starr County in the
coordination and
implementation of this project,

organization to transform the
outlook of public housing in the
area. The new development will
incorporate an innovative and
aesthetic design for the units,
along with the proposed
administration office and
community center.
"This is a great moment for
Starr County and something we
have pursued for a very long
time," stated Manuel Benavidez,
President of the Housing
Authority of Starr County. "The
hard work of our Housing
Authority Board of Directors
and staff, along with the support
of our County and City leaders
is evident, and this will reap
tremendous benefits for all those
who were displaced during last
years tloodinu."
TWC providing disaster help
for three Valley counties
The Texas Workforce
Commission (TWC) has
announced thai as a result of
Presidential Disaster Declaration
FEMA-1780-DR, TWC is
accepting applications for
Disaster Unemployment
Assistance (DUA) from
individuals in Cameron, Hidalgo
and Willacy counties whose
employment or self-employment
was lost or interrupted due to
Hurricane Dolly starting
Tuesday, July 22, 2008, and
continuing. Applications for
DUA must be filed by Tuesday,
September 2, 2008.
DUA is available to
individuals who:
• worked or were self-employed
in or were scheduled to begin
work or self-employment.
■ can no longer work or perform
services because of physical
damage or destruction to the
place of employment as a direct
result of the disaster,
• establish that the work or self-
employment they can no longer
perform was their primary
source of income,
• do not qualify for regular
unemployment benefits from
any state,
• cannot perform work or self-
employment because of an
injury as a direct result of the
disaster, or
• who became the breadwinner
or major support of a household
because of the death of the head
of household.
Applications filed after
Tuesday. September 2, 2008.
will be considered untimely,
unless the individual provides
good cause for filing after the
deadline
Indiv iduals will need their
Social Security number, a copy
of their most recent federal
income tax forms or check
stubs, or documentation to
support they were working or
self-employed when the disaster
occurred. To receive DUA
benefits, all required
documentation must be
submitted within 21 days from
the day the DUA application is
filed.
DUA is available to
individuals for weeks of
unemployment beginning
Sunday. July 22. 2008. and up to
Saturday, January 24, 2009, as
long as their unemployment
continues to be a result of the
disaster.
