The Rio Grande City Police
Department conducted a Speed
Wave Traffic Enforcement
Program from Nov. 19, 2007
through Nov. 25, 2007.
Officers were targeting
speeders in areas of Rio Grande
City. The end result of this
program produced over 430
traffic citations issued by
officers for speeding and other
traffic violations.
At an average, only 35 to 42
percent of drivers traveling
through Rio Grande City operate
within or under the speed limit.
This means that approximately
58 percent of the vehicular
traffic traveling through Rio
Grande City is speeding.
Lives are lost every day in this
nation due to speeders, drunk
drivers, and the lack of use of
seat belts and child safety
devices. Complying with traffic
laws saves lives.
Fair Queen to turn over crown
Monique Estelle DePau, pictured above, will relinquish her crown as
2007 Starr County Youth Fair Queen at the 2008 Youth Fair Pageant
on Sunday, Feb. 24 in San Isidro. She is the 18-year-old daughter of
Rolando and Fstelle DePau of Rio Grande City. At the 2008 pageant,
a new queen will be crowned as well as winners in three other
divisions. (See related story on Page 1).

We start a new year with hope
that our wishes will come true.
The reality is that it will only
happen if an effort is placed
upon our desires.
Our lives are shaped through
what we are taught. Our
children are engulfed with
mixed messages about drug
portrayal. As adults, parents,
citizens, and friends and as
educators, it is our responsibility
to inform and to act upon the
* malicious perpetrators.
The truth is that parents play a
key roie in their children's
decision making. In an article
from 'The Partnership for a
Drug Free America, Debbie
Kellogg, director of corporate
relations and alliances stated
that "Research continues to
show that the kids who learn a
lot about the risks of drugs at
home are up to 50 percent less
likely to use drugs, yet only 31
percent of kids report learning
about the risks of drugs from
their parents."
Let's not leave the
responsibility solely on the
schools. It is a collective duty.
As a community we can see the
effects of drug saturation. Let's

Baking rules for 2008
not wait until it hits us
personally. My wish for the
New Year is that we stand up
and act on the wrongful doing of
the drug reigning culture. I
don't mean just the consuming
or the marketing but the entire
spectrum. From the media to
the attitudes we are building in
our own community. Why is
alcohol still viewed as a rite of
passage for many? Despite our
findings and views on such
drug, we know the problem
exists yet we stash it under the
rug until it surfaces again.
Our attitudes toward drugs
impact our children heavily.

The Starr County Fair is
proud to announce a new Baking
and Decorated Baking Division
of the chairman for 2008, Mindy
Garza, and to extend our
heartfelt thanks to Elsa V. Lopez
for her outstanding leadership of
this division for five years.
Admittance of entries for the
Baking and Decorated Baking
Division will be on Thursday,
February 28, 2008, rather than
Friday, due to the new Fair
schedule.
All entries must be entirely
the work of the peison entering
the exhibit. Entrants must be
members of 4-H and/or Family
& Consumer Science classes.
Pre-registration of each item
must be submitted to the
respective Homemaking/4-
H/FCCLA leader by the pre-
registration date, February 19,
with a $2.00 entry fee per item.
Peewee entrants may register at
the Starr County Extension
Office or with their
club/organization.
An exhibitor may enter every
category, but may enter only one
entry per category. It is the
responsibility of the
teacher/sponsor to identify the
category of each entry prior to
pre-registration. Check the
category criteria carefully before
categorizing.
Senior Division entrants are
students in grades 9-12. Junior
Division entrants are students in
grades 3-8. Peewee Division
entrants are students PK-2nd.
All entrants should be students
in Starr County schools (with no
exception of the pre-kinder
students).
No entries will be accepted
after the designated hours unless
an exhibitor was already waiting
in line and was not able to be
attended to.
At acceptance of entries, all
entries will have an entry card
attached with the name of the
person entering, their school or
,club, and the category and
division (Sr.-blue; Jr.-yellow;
Veewee-green). Entry numbers
will be issued to each article
entered, and this number will be
securely attached to entries
where they can be easily seen.
Homemaking teachers and 4-
II leaders will be responsible for
seeing that their entries are
registered and tagged and that
the information required is
included.
Judging will be done by a
panel of judges who will award
blue, red, or white ribbons to
each entry. They will also select
the top winner and runner-up
winner from each category and
will choose the Grand
Champion and Reserve
Champion (senior, junior, and
peewee) of the Baking &
Decorated Baking Division.
After the Grand Champion is
chosen from the top winners, the
Reserve Champion will be
selected from the remaining top
winners, as well as the runner-
up in the category in which the
Grand Champion was entered.
All judges may deliberate on the
selection of the Grand
Champions and Reserve
Champions.
The Baking & Decorated
Baking Committee will
determine who enters the
judging area.
All Baking & Decorated
Baking items will be on display,
and no exhibit may be removed
before 5:00 p.m. on Saturday
without notifying the Baking &
Decorated Baking Committee.
Senior and Junior Grand and
Reserve Champion winners will
be required to be present for the
Parade of Champions ceremony
and for the auction. Top
winners from each category of
the divisions will be present for
the auction only. Peewee Grand
and Reserve Champion winners
will be present for the Parade of
Champions only and will not
sell at auction.
The Baking & Decorated
Baking Committee will use all
diligence and every reasonable
precaution to ensure the safety
of all the items after their arrival
and during the exhibition, but in
no case will they be responsible
for any loss or damage that may
occur or for articles not removed
by Sunday.
All judges' decisions are
final, as are those of the
Division Chair. Any complaints
must be officially filed with the
Starr County Fair Association
Board of Directors as prescribed
in their guidelines.
Baking Division Rules 2008,
in addition to the general rules:
Baking entries will be divided
into seven (7) categories. There
will be a junior and senior
division for each of the
categories, 1-7, with top winners
and runners-up to be named in
both divisions. Peewee entries
make up category 7. Each entry
must fit into one of the
following categories in order to
be accepted:
Category 1 Brownies,
cookies, empanadas
Category 2 Cakes, white or
yellow
Category 3 Cakes, chocolate
Category 4 Pies, pecan tassies
Category 5 Candy (no candy
melts, discs, or bars accepted)
Category 6 Breads (no frosted
items; glaze is allowed)
Category 7 Peewee division
entrants may bake brownies or
cookies
NO packaged mixes of any
type, including frostings, are
allowed for any entries.
The odds against a bridge
player getting all 13 cards in the
same suit in one deal are about
158 753,389,899 to one.
