Rep. Guillen takes oath of
office for 80th Legislature
AUSTIN—Rep. Ryan Guillen
was sworn in for a new session
of the Texas House of
Representatives on January 9,
2007. Rep. Guillen was joined
by 147 other colleagues in

Adulfo M. Munoz, Jr.
ZAPATA, TEXAS—Adulfo
M. Mufioz, Jr., 77, passed away
on Sunday, January 7, 2007 at
Laredo Medical Center.
Mr. Mufioz is preceded in
death by his parents, Adulfo M.
(Delfina) Mufioz; sister. Aminta
(Jose) McCall; and a brother-in-
law, James Donnelly.
Mr. Mufioz is survived by his
wife, Arabela R. Mufioz;
daughters, Nanette (Cesar)
Trevino, Suzette (Alonzo)
Barrera; grandchildren, Cesar
Eduardo Treviflo, Christina
Alicia Treviflo, Alonzo E.
Barrera, Amador E. Barrera;
brothers and sisters, Nance
(Thalia) Mufioz, Olga Donnelly,
Hilda Mufioz, Edna (Raul)
Hernandez; and by numerous
nieces, nephews and many
friends.
Mr. Mufioz was a life
member of the American
Legion. VFW. Marine Corp.
League, and Zapata County
Color Guard.
Visitation hours were held on
Tuesday, January 9, 2007 from 6
p.m. to 9 p.m. with a rosary at 7
•p.m. at Rose Garden Funeral

Children's Health Insurance
Program (CHIP). His other

combating efforts to increase the
state sales tax and pushing for
ethics reform.
"I am eager to address the
issues affecting families in my
district," Guillen said. "I'm in
Austin to serve as the voice of
my constituents and I'm
completely committed to that
calling. Texans in my district
can rest assured that the interests
of south Texas and the border
area will be heard in the Capitol
this session."
The Texas Legislature will
stay in session for 140 days
between January and May. This
is the 80th session since Texas
entered the Union in 1845.

Alto Bonito students attend Opera, War Memorial
Third, fourth and fifth graders from Alto Bonito Elementary School were delighted to attend the
ProCantus Lyric Opera Company's presentation of Amah! and the Night Visitors on Dec. 12. 2006 .it
the McAllen Civic Center. Amahl and the Night Visitors is the story of a poor disabled young bus
who experiences a visit from the Three Kings as they travel to lake gifts to a newborn King. I rioi i'
the presentation of the opera, students received instructions on opera etiquette, plot and lessons to
learn while at the opera. Students were especially thrilled when the Kings and shepherds paraded nexi
to their seats when they made their entrance. After the performance the students and staff visited tin

memorial on their way back home, making it a truly family experience,

year. South Texas College was
awarded the Certificate of
Achievement for Excellence in
Financial Reporting by the
Government Finance Officers
Association of the United States
and Canada (GFOA) for its
comprehensive annual financial
report (CAFR).
"This is the highest form of
recognition in governmental
accounting and financial
reporting, bearing witness to our
commitment to excellence and
accountability," said Diana
Pena, vice president for Finance
and Administrative Services for
STC. "We are servants of the
community, acting as guardians
of their monies to support higher
education needs in Hidalgo and
Starr Counties and we take that
obligation very seriously.
Earning this award for the third
straight year demonstrates
quality reporting and a
significant achievement for the
college and its management."
The CAFR program,
established in 1945, is designed
to recognize and encourage
excellence in financial reporting
by state and local governments.
More than 68 percent of all
cities and 46 percent of all
counties with populations in
excess of 50,000 participate in
the program, as well as 42 state
governments.
"When STC first started, the
Business Office staff had its
sights set on this
accomplishment, but we knew
we would have to wait a while
because 10 years of data are
required for the recognition,"
said Mary Elizondo, STC
Business Office .comptroller.
"The Certificate Program is
designed to recognize and
encourage excellence in
financial reporting by state and
local governments, ensuring that
the Comprehensive Annual
Financial Report includes all the
required elements. It also
requires the preparation of some
additional schedules and
information that are not required
by the Texas Higher Education
Coordinating Board The entire
Business Office staff has been
dedicated and involved in the
process and should be
commended for this tremendous
accomplishment." a

The VAMOS scholarship is
now available for the first time
to students from Starr County.
This is the first year that Starr
County students can apply for
this four-year paid scholarship.
The deadline for scholarship
applications is March 9.
The Valley Alliance of
Mentors for Opportunities and
Scholarships (VAMOS) was
founded in 1996 in response to
an urgent need to improve
educational opportunities for
Hispanics. The mission of the
organization is to assist
Hispanic students of Hidalgo
County in completing a post-
secondary education.

The VAMOS program began
to expand its activities into Starr
County in late 2006, with a
local committee beginning to
meet regularly and planning
several significant events.
A drawing is planned with the
proceeds to benefit VAMOS.
All proceeds of this drawing will
go for VAMOS scholarships.
The drawing will take place on
March 3, 2007 at Tierra Santa
Golf Club. The drawing is
scheduled immediately after the
afternoon flight.
The first prize in the drawing
is a 2007 Lexus. Second prize is
a trip for two to Las Vegas.
Third prize is a 42-inch high
definition TV, and fourth place
is a weekend getaway at South
Padre Island.
Everyone is encouraged to
help raise money for Starr K)
County sludents by stopping by
any branch of Lone Star
National Bank and purchasing
tickets for the VAMOS drawing.
