Public Meeting Notice
The Texas Department of Transportation, Transit Advisory Panel will
hold a meeting to identify public transportation needs that can be ad-
dressed through the FY 2007 Section 5310 Program. This program pro-
vides assistance in meeting the transportation needs of elderly and dis-
abled persons. Any individual or agency interested in being considered to
receive transportation services under the Section 5310 Program is encour-
aged to attend. The meeting well be held as follows:

NOTICE OF PUBLIC HEARING

PROPOSED PARK FEE ORDINANCE
The City of Rio Grande City will hold a public hearing at 5:30
pm on Monday, June 19, 2006 in the Council Chambers, City
Hall, 101 S. Washington Street, Rio Grande City, Texas in re-
gard to the proposed ordinance assessing park fees. The
purpose of this meeting is to allow interested parties an oppor-
tunity to discuss this issue. The City encourages participation
in this discussion and to make their views known at this public
hearing. Persons unable to attend this meeting may submit
their views and proposals to Mr. Juan F. Zuniga, City Adminis-
trator, at City Hall. Persons with disabilities that wish to attend
this meeting should contact City Hall (956.487.0672) to arrange
for assistance. Individuals who require auxiliary aids or ser-
vice for this meeting should contact City Hall at least two days
before the meeting so that appropriate arrangements can be
made.

Kids of all ages enjoy learning
with STC during summer break
Kids of all ages are enjoying
learning this summer at STC
two-week Kid's and Teen's
Camp, an academic camp for
kids from first through twelfth
grade. The college is offering
the camp at three locations
across the Valley including the
Starr County Campus in Rio
Grande City, the Technology
Center in McAllen and the Mid-
Valley Campus in Weslaco.
The program's purpose is to
make learning fun for all
children, focusing on subjects
like math, science, art and
computer technology. Students
have the opportunity to enjoy a
variety of classes aligned with
the Texas Essential Knowledge
and Skills (TEKS) objectives
and enrichment programs.
"We really want to challenge
students to use their cognitive
thinking skills," said David
Perez, project training specialist
for the STC Partnership for
Workforce Training &
Continuing Education. "This is a
great opportunity for kids to
learn in a fun, stress-free
environment. We don't grade
the students. We focus more on
working with them to master
specific skills or subject areas.
It's not all instruction. We
provide a variety of hands-on
activities that keep the kids
interested and involved."
Class titles include "Living in
Space," "Art Exploration,"
"Stars, Planets and Satellites,"
"Scholarship & Grants,"
"PowerPoint with Pizzazz" and
"Algebra Madness." This is just
a small section of the specialized
classes that have been
specifically designed for the
camp. Every class is targeted at
specific age groups.
The first camp session started
on June 1 with students
attending class through June 14.
The second session will begin
on June 19 and will go through
June 30. STC is currently
accepting registrations for the
second session right now.
Students are allowed to take
up to four classes during the
camp and they will have a class
in each of those courses every
day of the camp. Each class
costs $90. This fee includes the
cost of the course,
supplies/materials used in each
class, and a t-shirt for each
student.

Each class is two-hours long
with sessions beginning each
day at 8 a.m. and will take place
through out the day until 5 p.m.
with a lunch break from 12-1
p.m. Lunch is not provided

REQUEST FOR QUALIFICATIONS AND PROPOSALS CONTRACT # CBC4704-00-682
The Texas Department of Transportation (TxDOT), an agency of the State of Texas, is issuing
this REQUEST FOR QUALIFICATIONS AND PROPOSALS (RFQ/RFP) to select from pro-
spective qualified Design-Build Firms (D-B), who can provide a 10-12 acre site (PROPOSED
SITE) and construct a design/build TXDOT maintenance facility in or near Rio Grande City,
Starr County, Texas hereinafter referred to as the project (PROJECT), in exchange for the
existing Rio Grande City Maintenance Facility located at 3939 East US 83, Rio Grande City,
Starr County, Texas
TxDOT is issuing this RFQ/RFP in accordance with Texas Transportation Code, Section
§201.1055, Agreements with Private Entities, (House Bill 2702, 79lh Legislative Session) "that
authorizes the department and a private entity that offers the best value to the state to enter into
an agreement for the acquisition, design, construction, renovation, including site and site de-
velopment, of a building or other facility required to support department operations"
A Pre-Submittal Conference is schedule for Thursday, August 31, 2006 at 1:00 P.M., local
time at the TxDOT Rio Grande City Maintenance Facility, 3939 East US 83, Rio Grande City,
Starr County, Texas. The conference agenda will include a presentation of the proposed
PROJECT, a question and answer session, and guided tour of property proposed for exchange.
Attendance at the Pre-Submittal Conference is optional.
