UT-Pan Am
Martin A. Canales III, son of Mr.
& Mrs. Martin A Canales Jr. of
Roma was among 680 graduating
students at University of Texas-Pan
American who received degrees
during Spring 1993 commencement
exercises.
Martin received a Bachelor of
Science Degree in Education.
The keynote speaker for the
commencement ceremony was Dr.
Carlos Godinez, member of the
'Texas Higher Education
Coordinating Board.'
Commencement ceremonies were
held at the Fieldhouse May 16,
1993.

Sib Pairs Study
The reserachers from the University
of TX. Health Science Center at
Houston are mounting a large study
to locate the genes for diabetes and
your help is urgently needed!
Diabetes is a formidable health
problem here in Starr County.
Diabetes affects 3-5 times as many
people in Starr County as would be
expected in the general population
of Texas or the US.
The question is? Why? It is thought
that the answer may be found in
genetic family material.
This is why we are testing brothers
and sisters who BOTH have
diabetes. Volunteers are needed!
Ananlysis of a large number of
brother/sister pairs will allow
locating the diabetes genes.,
From now through approximatley
the first of September, teams of
researchers from the Starr County
Health Studies office of the
University of Texas will be
canvassing the neighborhoods of

Today, cardiovascular disease,
including both heart disease and
stroke, accounts for a great number
of deaths. In trying to help with
health riks like these, the CACST
will sponsor a free health fair on
July 15th from 8:30 a.m. to 3:00
p.m. at HEB in Rio Grande City.
Participating agencies are:
Diabetes Alert providing diabetes
and cholesterol screening. CACST
Community Health Center (Dental
Department providing basic
information, WIC providing basic
information, appointments, heights
and weights. Podiatrist providing
basic information and
appointments.
Family Life Education providing
information regarding family
planning and pre-natal care for the
high risk pregnant women.
CHC Lab will be providing fasting
blood sugars, cholesterol screening,
hematocrit, and hemoglobin
screening.)
APC will provide medicare and
medicaid recipients care
information.
Region 8 Immunization Program
from Harlingen will also be
participating along with (CIDCS)
Chronically 111 and Disabled Child
Services also from Region 8 in
Harlinge, Tx.
Jaime Garza, heath promotion
co ordinator, urges everyone to take
advantage of this health fair.
Garza, stated that is one wants a
blood test for diabetes, fasting it
recommended.
HIV Testing Information and other
health related information will be
available.

Setting Election next
for Rio Incorporation
Rio and surrounding areas. The
questions are simple:
1. Does anyone in the house have
diabetes.
2. If so, does he/she have a living
brother/sisiter with diabetes?
If you are diabetic AND have a
brother or sister who is also
diabetic, you will be asked a short
series of questions to dtermine
whether you are eligible. If eligible,
2 small tubes cf blood will be
collected. If you wish, we will test
you sugar levels free of charge. The
samples collected will be sent to
Houston for analysis to identify
diabetes causing genes.
Please help us to learn more about
diabetes. Your cooperation is much
appreciated! If you believe that you
qualify for the study or just have a

Incorporation Committee members
continue to forge ahead in their
efforts to create a municipal
government here.
At last Thursday's meeting those in
attendance were reminded by
Committee Chairman, Noe
Sanchez, that before anything else
can be done an election must be
officially set by the Office of the
County Judge.
According to Sanchez, City
Attorney, Jim darling, is drafting a
letter to present to Judge Martinez.
"Once that has been done, then we
on to the election of mayor, four
council members and a marshall,"
Sanchez said, and added that the
candidates for the City's initial
government, would run at large

NOTICE OF AVAILABILITY OF
HILL BURTON UNCOMPENSATED SERVICES
Starr County Memorial Hospital of Rio Grande
City, Texas, will make available from October 1,
1993 through September 30,1994. $80,519.17 of Hill
Burton Uncompensated Services to all eligible
persons unable to pay who request those services.
All services of the facility will be available as
uncompensated service on a first request basis
until the facility's annual compliance level is met.
Eligibility for uncompensated services will be
limited to persons whose family income is not more
than the current poverty income guidelines
(Category A) established by the Department of
Health and Human Services. This notice is
published in accordance with 42 C.F.R. 124 504
Notice of Availability of Uncompensated Services
and will become effective October 1, 1993.

He suggested that the Committee
come up with a slate of candidates

It was also announced that a
workshop will be held in the future
to train potential candidates led by
John Clary, of the Local
Government Services Division of
the Texas Department of Housing
and Community Affairs. The time
and place of the training will be
announced later.
Sanchez said that until the City has
its elected officials nothing can be
done. "After the election, then we
can be thinking about passing a
sales tax, setting up a charter and
change from General Law City to
Home Rule."
The next meeting will be held on
Thursday, July 15 at Che's
Restaurant beginning at 7:00 p.m.

On June 5, 1993, a double ring
ceremony united Elina Garza and
Eric Daniel Perez in Holy
Matrimony at the Immaculate
Conception Church in Rio Grande
City. Father Lanese officiated the
double ring ceremony.
Elina is the daughter of Mr. & Mrs.
Faraon Garza of Rio Grande City.
Eric is the son of Mr. and Mrs.
Lino Perez III of Roma.
The bride, given in marriage by her
father, chose for her wedding a
designer gown of camellia white
pure silk shantung and
re-embroidered Alencon lace in a
traditional style. The bodice featured
a Contessa neckline edged in pearls,
elbow sleeves, and low Bosque
waist, all lavishly appliqued in
motifs of fine re-embroidered
Alencon lace, lustrous with pearls
and iridescent sequins. The skirt,
flaring from the low waist, widened
to a deep lace hemline which
extended into the ultra-cathedral
train in back. Complimenting her
gown was her bridal headpiece, an
exquisitive coronet of lace, pearls,
and Austrian crystals, from which
fell her fingertip veil of English
illusion, graced by a scalloped
hemmed edge set with pearls and
Austrian crystals.
The bride carried a traditional
cascading bouquet of roses accented
with stephanotis and tendrils of
English ivy.
The Maid of Honour, Patsy Primera
of Arlington, wore a formal two
piece evening suit of shantung and
re-emroidered lace, fashioned with a
