Hospital directors get update
' on laboratory expansion
At their regular monthly meeting
on Tuesday evening, April 23, the
Board of Directors of the Starr
County Hospital District received
an update on the progress of the
laboratory expansion project-
Hospital Administrator Thalia
Munoz said, "The projcct is coming
along very well. They are in the
second phase of the projcct. They
are already tearing down and
building up walls. It should be
completed in another three
months."
Munoz added, "All the patients'
rooms will be repainted. This
should be started very shortly."
The administrator continued,
"The radiology and laboratory areas
arc being expanded, as is the
business office. "
At ihc end of the meeting, the
directors voted to revise guidelines
for non-Hill Burton charity to
conform to new federal guidelines.
The new guidelines increased die
amout of income needed for a
person and/or family to qualify: A
single person previously qualified
with 0 to $405 income per month;
the maximum figure has now been
increased to $540 per month.

qualifies with 0 to S74C income per
month; the previous maximum

Inmate escapes from
Detention Center
A 33-year-old federal prisoner
remains at large after escaping from
the Starr County Detention Center
early Tuesday morning.
Sheriff Gene Falcon indicated that
Juan Sotero Garcia-Sanchez, a
native of Monterrey, Mexico who
has been imprisoned at the
Detention Center for almost diree
months on a narcotics violation,
escaped at approximately 7 a.m.
Tuesday.
Falcon said, "The man was
working as a Uustcc and was out
throwing the uash. He ran off
toward the north. He was one of
three trustees that was throwing the
trash."
The sheriff said that the escapee
"was wearing an orange prison
uniform." Garcia-Sanchez stands 5
feet, 6 inches tall and weighs 150
pounds. He has brown hair and
brown eyes and a medium
complexion.
Falcon stressed, "The
investigation is continuing. Two
Deputy U.S. Marshals are working
on this case."
The sheriff suggested, "There's a
good possibility that a friend picked
him up (by automobile)."
Falcon indicated, "We've asked
the state police in Mcxico for
assistance." He noted, however, that
"we don't have an extradition treaty
with Mcxico."
Garcia-Sanchez has been
imprisoned in Starr County since
Feb. 1 as a federal inmate for a
narcotics violation.
Falcon urged anyone with
information about the escape to
contact the Sheriffs Department at
487-5571 or call the U.S. Marshal's
office in McAllen. All information
will be kept confidential."

The board discussed the need to
adopt a detailed substance abuse
policy to confirm to new rules
drafted by the Texas Workers
Compensation Commission. This
commission will require employers
who employ 15 or more employees
and who maintain workers
compensation insurance to adopt a
policy for the elimination of drug
abuse.
Munoz indicated, "The attorneys
have been working on hammering
out an official policy. We had a
policy before, but not as detailed as
this."
The board received a request from
nurses graduating from the UT-Pan
American Nursing School in May.
Munoz said, "Four employees have
been attending the Pan Am nursing
school for the past two years. They
will be graduates of the registered
nurses program. They had requested
that we be competitive with other
Valley hospitals in order to obtain
nurses."
Munoz added, "I told the directors
what they're paying at other
hospitals and what we need to do.
They responded positively. A
positive response to the request will
be made, within the hospital's
capabilities."
The board granted approval to
Munoz and other staff members to
attend the Texas Hospital
Association annual convention in
Houston from June 2-4.
The board approved renovation of
the roofs of some apart-icnts owned
by the hospital. Munoz noted that
some damage was done to the roofs
during thunderstorms several weeks
ago.

Rattlers thrash McAllen
to reach state playoffs
The Rio Grande City Rattler
baseball team, spurred by the
one-hit pitching of Orel Solis,
clinched a state playoff berth for the
first time in 30 years with a 10-0
thrashing of the McAllen High
Bulldogs at home Friday night.
The Rattlers went into Friday
night's game with a half-game
advantage over the Bulldogs in the
competition for the second place
District 31-5A playoff berth. Their
victory enabled them to clinch a
playoff berth, no matter what
happens in the season finales for
both teams.
The Rattlers will be playing
Harlingen, the 32-5A district
champions, in the bidistrict round
of the state playoffs, at a time and
place that had not been determined
as of Tuesday afternoon.
With their victory in Friday
night's must-win game, the Rattlers
reached the state baseball playoffs
for the first time in 30 years.
Rattler Head Coach George
Cabasos exulted, "The feeling was
unreal. The boys played a great
game and handled the pressure of
this crucial game very well. We
made the defensive plays early when
we had to."
The game ended in the bottom of
the fifth under the 10-run rule.

allowed only one base runner, when
a Bulldog hitter slapped a
checkcd-swing single up the middle
in the lop of the first inning. Solis
struck out five and did not walk a
batter.
The Rattlers put the game away
early with a five-run outburst in the
bottom of the first. Lcadoff hitter
Knox Jones was hit by a pitch, and
Roberto Rodriguez moved Jones to
third when he slammed a single to
right on a hit-and-run play. The
first run scored when the McAllen
shortstop mishandled a sharp
grounder by Orel Solis.
Felipe Mcndoza grounded out to
the third baseman, moving runners
to sccond and third. Javier Garcia
then smashed a hard grounder to the
shortstop, whose error allowed
Rodriguez to score the second run
of the inning.
Joe Briseno then doubled into the
gap in right centerfield to bring
home two more runs. Marco Bay.an
then belted a double to left center to
score the fifth and final run of the
inning.
The Raulers added another run in
the bottom of the second. Knox
Jones got things going when he
lined a single to left centcr. After
Roberto Rodriguez walked, Orel
Solis slashed a single up the middle
to drive in Jones.
The Rattlers pecked away for
another run in ths fourth to take a
7-0 lead. Aaron Balli was hit by a
pitch and Rodriguez singled to right
to advance Balli to third. Balli then
proceeded to score on a wild pilch.
The Rattlers quickly wrapped up
the game with three runs in the
bottom of the fifth. Javier Garcia
and Joe Briseno ignited the uprising
by drawing walks. Marco Bazan
then slammed a single between
third and shortstop, which enabled
Garcia to score. When the leftfielder
allowed the ball to scoot between
his legs, Briseno came n to score
and Ba/.an advanced all the v. ty to
third.

Bazan slammed a single to left
center to end the game and clinch a
playoff berth for the Raulers.
The victorious Rattlers pounded
out nine hits and were flawless
defensively. The Bulldogs were
limited to only one hit and
committed three costly errors in the
field.
The Rattlers' leading hitters were
Roberto Rodriguez, 2 for 2; Joe
Briseno, 2 for 2 with 2 RBI's; and
Marco Ba/an, 2 for 3 with 2 RBI's
On Tuesday night, April 23, die
Rattlers defeated the La Joya
Coyotes 6-1 at home. The victory,
combined with a loss by McAllen
High, put the Rattlers in a
commanding position for Friday
night's showdown with the
Bulldogs.

out three Coyotes and allowing

Roundup Saturday
The Extension Beef and Pasture
Committee and the Texas
Agriculture Extension Service will
be holding the seventh annual
Ranchers Roundup at El Sauz
Ranch this Saturday.
Registration will take place from
8:30 to 9 a.m. at the El Sauz
Ranch of Flavio Villarreal. The

Elections will be held Saturday
throughout Starr County to fill a
number of positions on school
boards, city commissions and water
boards.
In Roma, three candidates are
vying for the position of mayor
that is being vacated by Jose Carlos
Saenz after eight years. The
candidates for mayor of Roma are
City Commissioner Alonzo H.
Alvarez, Matilde Juan Munoz, and
Manola Barrera,
Munoz camc within 30 votes of
winning the mayor's position in a
hotly contested 1989 election.
Munoz also garnered more than 40
percent of the vote in his 1987
mayoral campaign.
In the Roma City Commission
races, five candidates arc compeung
to fill two positions. The candidates
arc incumbcnt City Commissioner
Crisanto Salinas, Gabriel Recio,
Raul Munoz, Carlos Sanchez and
Evan Butcher.
On Saturday, three positions arc
up for election to the Board of
Directors of the Starr County Water
District. Incumbent board members
Cipriano Lopez, Roberto Cruz, and
Jose I "Pepe" Tijerina arc running
for reelection as a team. They are
opposed for reelection by Patricio
Hernandez and Noc Olivarcz, also
running together as a team.
In the Roma school trustee
elections, incumbent board
members Mrs. F.C. Gonzales and
Humbcrto Saenz, Jr., arc unopposed
for rcclcclion.
Incumbent Grulla Mayor Rene
Martinez is opposed for reelection
by Eliberto Mcndoza. Incumbcnt
Grulla City Commissioners
Reymundo Gonzalez and Hcraclio
Flores face no opposition in their
reelection efforts.
In the San Isidro ISD trustee
elections, two positions are up for
election as incumbent trustees
Omar Garza and George Rcqucnez
have declined to run for reelection.
Jorge Rivas is unopposed in his bid
for one trustee position, while
Dario Gucrra and Gregorio "Goyo"
Lopez arc competing for the other
position.
In the Hospital Board races,
incumbcnt directors Dr. Ramiro
Narro, Ross LaGrange, and Narciso
Guerra arc all unopposed in
Saturday's election.
