which is productive of oil or gas.
The applicant proposes to inject
fluid into the Frio, S.G. Pena, Well
Number 2. The proposed injection
well is located 5 miles South of
San Isidro in the East Sun Field, in
Starr County. Fluid will be injected
into strata in the subsurface depth
interval from 5124 to 5138 feet.

27 of the Texas Water Code, as
amended, Title 3 of the Natural
Resources Code, as amended, and
the Statewide Rules of the Oil and
Gas Division of the Railroad

The Farmers Home
Administration (FmHA) has
received an application lor financial
assistance from the Rio Water
Supply Corporation The specific
elements of this proposed action are
to construct a booster station with
200,(XX) gallon ground storage tank
on Hernandez Road; install
approximately 19,(MM) feet of PVC
distribution lines ranging in size
from 4 to 8 inches in diameter to
complete some loops within the
system; construction of a 397,(MM)
gallon standpipe storage tank on
Alvarez Road; and purchase of 200
acre Icct of water rights to meet
current and future needs.
Portions of the proposed
distribution lines will be located
within the floodplain as designated
on the U.S. Department of Housing
and Urban Development Flood
Hazard Boundary Maps and
identified in the initial notice
published in the Rio Grande Herald
April 19 and April 26 1990.
FmHA has determined there is no
practical alternative to the location
of the distribution lines within the
designated floodplain and that
service in these designated areas
will be limited to only those
existing structures that were
existing as of the initial notice.
With the incorporation of the
mitigation measure, FmHA has
determined that the location impact
is minor to the extent that the
floodplain or wetland natural value
or functions are not aflccted
FmHA has assessed the potential
environmental impacts ol the
proposed action and has determined
that it will not significantly alfect
the quality of the human
environment. Therefore, FmHA
will not prepare an environmental
impact statement for this project.
No other federal agencies arc
participating in the. proposed action.

concerning this determination
should be provided to Mr. J. W.
