Students Receive Letters
When Rep. Kika Dc La Garza
inaugurated the new school district
cafeteria in December, the Ringgold
Intermediate student body lined their
school campus to welcome him.
Shortly thereafter, Mrs. O.
Gonzalez's English class wrote
letters to Rep. Dc la Garza
expressing their appreciation to him
for having taken time from his
busy schedule to participate in the
ribboncutting ceremony.
Last week, every student in
Homeroom Number 14 received an
answer to their letter, from the
congressman.
The students involved in writing
the letters were Angelica Mcndoza,
Adriana Garcia, Jose Leo Flores,
Mark Muni/., Ruben Jimenez,

Course
Marine Sgt. Jorge L. Garza, son
of Consuclo Garza of Rio Grande
City, recently completed the
Noncoi]>missioned Officer
Leadership Course.
During the course at Marine
Corps Air Station El Toro, Santa
Ana, California, Garza studied
personnel administration, Marine
Corps history and traditions
military courtesy and the principlc>
and techniques of effective
leadership.
He also participated in close order
drill and a rigorous physical fitness
program.
A 1976 graduate of Rio Grande
City High School and a 1983
graduate ol Sul Ross Slate
University in Alpine with a
Bachelor of Business
Administration degree, he joined the
Marine Corps in February 1986.

Growers and scientists agree that
it is loo early !o make an accurate
estimate of tree damage in most
orchards but the degree of damage is
beginning to come into focus.
Normally larger limbs and older
trees can withstand colder
temperatures than younger trees but
with this freeze the older trees were
handicapped. The older trees that
came through the 1983 freeze still
had relatively young growth and
small limbs.
The oldest growth was no more
than six (6) years of age. Many of
these trees sustained trunk damage
as well as injury to scaffold limbs
from the 198.3 freeze. These factors
made the older trees more
vulnerable to the freeze and will
hamper their ability to recover from
this freeze.
"We arc concerned that a high
percentage of the older trees,
perhaps 60 -70%, may not be
commercially viable. This is
unfortunate because if older trees
survive with part of their scaffold
limbs ihcy have the potential to
produce a larger yield sooner than
young trees that are pruned back
near the fork," said Ray Prewelt,
Executive Vice President of Texas
Citrus Mutual.
Trees that survived the 1983
freeze accounted for about 22,000
acres going into the 1989 freeze. "It
certainly appears that most of the
older trees that survive this time
will have to be pruned back at least
the same point as they were
following the 1983 freeze," said
Prcwctt.
There were not many acres of
young trees around when the 1983
freeze occurred so it is difficult to
make a comparison of the damage
sustained in the two freezes.
Although many young trees tend to
be more susceptible to freeze injury
they also tend to have a greater
ability to recover.
"Most growers arc starling to
have a pretty good handle on the
damage to their younger trees, 1'it
the industry has not had an
opportunity to do a scientific
survey to estimate the damage

sampling ol growers attending the
post-freeze damage assessment
seminar on February 5, we have
some preliminary data that is rather
interesting," said Prewelt.
Fifty two growers responded to
the survey. These growers
represented 1,762 acres of older
trees that were rehabilitated alter the
1983 freeze.
"The most encouraging part of
the survey was in regard to growers'
plans to replant. For all age
categories the growers estimated
they will lose 1,406 acres bui they
stated they planned to replant 1,663
acres," said Prcwctt.

Martinez said, "Without this (the
certification), it would make it hard
for the county and the Water
District to obtain the necessary
grants." Noting that the county has
its own subdivision regulations, the
judge said, "The ones we have now
pretty well cover everything, but
we adopted these just in case there's
something in there that's not in the
regulations."
Pending a later discussion
between N-Group Securities and
Sheriff Gene Falcon, Vera
Engineering was hired to carry out
the engineering work on the Phase
II portion of the Starr County
Detention Center project.
Martinez told the commissioners,
"We've received a threatening letter
from the Texas Department of
Health concerning the dumping of
trash (mainly between Rio Grande
City and Roma)." Alvarez said,
"We've cleaned that road near
Garceno and trash is there within
hours. Let's fine the landowners or
get them to fence their property."
Martinez replied, "Let's not add
insult to injury for the landowners.
We have some evidence as to who
is doing the dumping." County
Attorney Romero Molina said,
"Something has to be done." He
asked that he be given access to the
list ol persons who have allegedly
been implicated in dumping, noting

resolution putting the county on
record as opposing newj^

mandates concerning solid waste
disposal. Martinez said, "Sixty
eight other entities will "be joining
forces to fight these mandates."
The EPA mandates establish
nationwide minimum standards fof
municipal solid waste landfills,'
with preference given to large
regional "state-of-the-art" landfills, %
Opponents of these mandates say
that compliance would be a
financial impossibility for entities
in the West and Southwest.
Upton County Judge Peggy
Garner is attempting to marshal
opposition to these mandates, or at
least persuade EDA to modify the
regulations involving solid waste.
Martinez noted, "We have^
received an application for an
election on the matter of
incorporation of Alto Bonito. The
County Attorney needs to check it
over."
Alvarez moved that the
application be accepted, if the
County Attorney finds everything
in good order, and his motion
passed without dissent. Alvarez®
stressed, "This is a good example
for Rio Grande City." Pcna
indicated his agreement with that
statement by Alvarez.
