comes in, fine. But that may be
just a dream. I am concerned
about signing a budget that is not
balanced to my satisfaction. If you
object to further cutting, fine. But I
will not sign a budget that is not
balanced. By law, we are required
to have a balanced budget."
Amando Pena indicated he un-
derstood that thei e were substan-
tial deficits for >ast years, and
added, "We have promised to come
back in March," and make further
cuts, if needed.
Martinez then proceeded to note
a Texas Attorney General's opi-
nion, in 1970, that had indicated
that "The County Auditor of El
Paso County and not the Commis-
sioners' Court had the authority to
budget for anticipated revenue tor
the budget year 1970, and the

Commissioners Court did not have
the authority to budget an amount
for the current year which
exceeded the anticipated revenue
as estimated by the County Audi-
tor."
Martinez said that opinion boils
down to that "the figure that holds
up in court is the County Auditor's
estimate. If you think we can get
along without further cuts, fine.
I'm happy."
Amando Pena contended that
"the auditor hasn't signed too
many budgets since I've been
here." The judge repleid, "History
proved him right. That's why he
didn't sign the budgets."
Martinez agreed with Pena that
"the picture is looking much
better. If the projections by the
delinquent tax firm are 80 percent
right, we'll be all right."

Latin America's economy has been
affected by three major factors which
have plunged it into serious recession.
These include deteriorated terms of
trade due to low prices for its export
commodities, increased annual
of interest and profit remit-
tees, and a sharp drop in new capital
inflows. This, according to the Inter-
American Development Bank, has
forced the region to carry out painful
economic adjustments over the past
four years that have thrown most coun-
tries into recession.

A Beta Sigma Phi To
Honor Sweethearts *
The Rio Grande City and Roma
chapters of Beta Sigma Phi will
honor their 1987 Sweethearts with a
Valentine's Dance on Saturday,
Feb. 7. The event will be held at
theA&E Ballroom.
Members and their guests will
dance to the music of La Orquestra
Universal. The emcees for the
evening will be Mrs. Adelina
Villarreal and Mrs. Leticia Garza
of Beta Alpha Beta Chapter
Mrs. Madia G. Garza is the
1986-87 Sweetheart for Beta Alpha
Beta sorority. She is married to
Ismael E. Garza, and they have
two sons, Eric Andrew and Michael
Aaron.
Madia is a graduate of Texas
Woman's University in Denton,
where she received her Bachelor of
Science degree in Education. She
was also selected as Who's Who
Among Colleges and Universities.
She is currently a fifth grade
teacher at Ringgold Elementary
School.
In 1985-86, she served as re-
cording secretary, and was voted
Woman of the Year for her
chapter. Last year, she served as
vice-president, and this year is
presently serving as president of
her sorority.
Madia is also active in communi-
ty affairs as a Tiger Cub Den
Mother. In school, she is grade
level representative for the fifth
grade.
Mary Lou Cruz is this year's
sweetheart for Alpha Sigma Phi.
She is the daughter of Mrs Eliza T.
Galindo of Roma and the late
Francisco "Paco" Galindo
Mary Lou graduated from Roma
High School, and received a B S.
degree in Education and an M.A
degree in Education Administra-
tion from Pan American Universi-
ty. While attending Pan American
University, she was nominated to
Who's Who in American Colleges.
Mary Lou is the vice-president of
Alpha Sigma Phi sorority, and is a
member of Kappa Delta Pi Honor
Sorority. She is also a member of
the Roma PTA.
She is employed by the Roma
ISD as a second grade teacher, and
also as a head teacher for that
grade level. She is also a member
of the Holy Family Church of Los
Saenz.
Mary Lou is married to Joe Cruz,
and they have a six-year-old son,
Joe Brandon They reside in Los
Saenz.
Chosen as this year's sweetheart
for Alpha Chi Epsilon is Cynthia
"Cindy" Gonzalez, daughter of Mr
and Mrs. Uvaldo Gonzalez, Jr., of
Rio Grande City. Cindy is a
graduate of Incarnate Word Col-
lege in San Antonio, where she
served as an active member of the
honorary business sorority.
After receiving her accounting
degree, she was employed by First
National Bank of Rio Grande City
and is presently employed by the
Starr County CPA firm Johnson.
Smith, Hinojosa, Cron, and Co
In 1985-86, Cindy was honored as
Woman of the Year for the chapter,
and she also held the office of
vice-president Cindy is presently
serving as president of the chapter,
and has served as chairman and
member of various steering com-
mittees
She has not only been active in
the chapter, but also in the
community as an active helper in
youth organizations
Oneida Gail Ramos, the
16-year-old daughter of Mr and
Mrs Richard Ramos of Rio Grande
City, is the 1987 debutante for
Alpha Chi Epsilon 114.15. She is the
first debutante ever presented by
Alpha Chi Epsilon.
Oneida's favorite hobbies are
swimming, reading, and baking.
She is a member of the Future
Homemakers of America, has
served as secretary/treasurer of
her sophomore class, and is a
former member of the Student
Council.
Oneida has been crowned Little
Miss Fourth of July, Miss Decem-
ber for the Student Council, Calen-
dar Girl, and is currently the
reigning Miss Starr County, having
been crowned with that honor in
December
Loraine Denise Vale, a junior at
Roma High School, is the 16-year-
old daughter of Mr. and Mrs.
Margil A. Vale.

team.
When not involved in school
activities, Loraine likes to spend
her free time playing the piano or
reading Upon graduation from
Roma High, Loraine plans to
attend a major university, where
she will pursue a career in
