"With your family up north, the next
best place to be 's with your "other
family' at La Loma Rio RV Park
in Starr County.
Some Winter Texans had the best
of both. James and Dolores Bielby
came down from Arlington for a
weekend visit with his parents, Ray
and Vera Bielby
Delbert Furney from Ardmore,
Oklahoma,came to spend some
*time with his sister and
'brother-in-law, Roceil and Ken
Watson, who were also entertaining
Lila Wilkerson and Toni Conners
from Williamsburg, Michigan.
Martha Kirk came from Dexter,
Michigan for a two-week stay with
her parents, Charles and Lillian
Kirk.
Tuesday evening, Rosetta Kazda,
Joan and John Van Buren, and the
Kirks joined some of the choir
members from St. John Methodist
Church and went caroling
They visited the Retama Manor
Nursing Home, some shut-ins, and
La Loma Rio Park They then went
to the home of choir director Kathy
LaGrange for refreshments.
On Christmas Eve, a group
attended a very inspirational can-
dlelight service at St. John's
Church. Thursday morning found
the women in the park busily
preparing their special dishes for
our Christmas dinner. The turkey
was prepared by the Lents.
Atter dinner, there was time for
visiting, a lively game of UNO and
all of us trying to gel through on
the phone lines to our family up
north to assure them that even
though we missed them we were
having a wonderful Christmas Day.
We were even thankful for the
rain on Sunday, knowing that if we
were up north, we would have had
to get out the old snow shovel.
Joanne Milliron brought some
canvas crafts which she made
during the summer. They are on
display and for sale at the park
store. We are hoping to start a
craft class in the park after the
busy holidays are over.
As 1 said in the beginning, if you
don't spend Christmas with your
family up north, the next best place
to be is La Loma Rio in Starr
County. We would like to wish all of
our new-found friends a Happy and
Prosperous New Year.

On Friday, the Texas Alcoholic
Beverage Commission made two
arrests, as follows: Juan Antonio
Alaniz. minor in possession of an
alcoholic beverage; Ildendez Re-
sendez Melendez, PI, making
alcoholic beverage available to a
minor
The County Commissioners spent
the lion's share of a Christmas Eve
special meeting vigorously dis-
cussing a rural paving contract,
and opened four bids for the
engineering contract.
Judge Bias Chapa noted that "we
approved the contract for rural
paving." Federal Program
Coordinator Javier Margo noted
that this TDCA contract, an-
nounced by the Governor in late
October, allocated $270,958 to the
county for rural paving.
Margo indicated that "the county
will be doing some in-kind work,"
projected to amount to $76,649,
which he termed "a very con-
servative figure " He noted that
"the county has agreed to do the
base on the rural paving."
Margo described the county's
procedures on setting up the base,
as follows: "The first thing to do is
establishing the grades You have
to have your proper drainage
within the flow. You have to bring
in caliche, bring in a good proper
compaction, wet it, and bring in
some more caliche."
The grant is a Community
Development Block Grant (CDBG)
through the Texas Department of
Community Affairs (TDCA). The
cities of Roma and Grulla are also
receiving grants of the same
amount; with the former city
planning to utilize its grant for
development of a new water-
treatment plant.
Margo said in October that no
paving under the county grant will
be done within the city limits of
Roma and La Grulla
A motion approved by the
commissioners last Wednesday au-
thorized the County Judge to
execute the contract for this grant
Margo said Tuesday, "On every
grant, we have to follow procure-
ment procedures for a TDCA grant,
according to the state manual For
any professional services, we must
request professional proposals. "
Margo noted that "We received
proposals from five different
firms; one of whom was late It
was not accepted.'' That firm was
Noe Garza and Associates of
Edinburg, who submitted their
proposal about 30 minutes into the
meeting
Fabian-Nelson of Weslaco quoted
a figure of 7-8 percent. Margo
noted that Gonzalez Surveyors and
Engineers of Brownsville "didn't
even quote a figure "
Richard Salinas and Associates
of McAllen quoted figures of 7
percent or $19,000, and added that
he would negotiate. Pena Engi-
neering quoted a figure of 5.8
percent of total construction cost.
After much discussion, noted
Margo, action "was tabled on the
engineering and management
aspects."
Chapa said that "Carlos Colina
Vargas wanted to do the manage-
ment part. Some of the commis-
sioners felt that work would be
duplicated since the STDC (South
Texas Development Council) and
Mr. Margo are available." He said
that Precinct One Commissioner
"Chema" Alvarez argued that
point most firmly
In other action Wednesday, the
commissioners voted to appoint
Homero Salmon to the Starr
County Airport Board
The commissioners also voted to
accept the claim of Patsy Trevino,
who worked as a clerk in the
November election The county had
tentatively nixed paying the claim
in an earlier December meeting
Judge Chapa said, however, that
since then "she had submitted a
claim justifying her service as a
clerk, so her claim was okayed."
