Local Doctors Order
New 4Hib' Vaccine
Most doctors in the Kio Grande
C'ty area say they have ordered a
new vaccine to aid in the fight in
protecting young children against
"Hib" influenza, a cause of the
dangerous disease meningitis.
Dr Sergio Rodriguez said of the
vaccine, "It's a one-time im-
munization and provides 90 percent
protection ..With immunization, it
should help control the infection
among the very youngest. It's a
preventive measure."
Rodriguez calls hemophilous in-
fluenzae Type B "a bacteria that is
very aggressive in very young
children. It peaks in children 18 to
24 months of age It's the leading
cause of meningitis and it causes
other systemic disturbances such
as eppiglottitis, serious respiratory
obstructions; and endocarditis,
serious heart infections."
Meningitis itself frequently
causes mental retardation, deaf-
ness, epilepsy and death
Rodriguez said meningitis exists
"when you have an infection in the
nervous system that can be caused
by many micro-organisms."
Rodriguez said that "meningitis
can start in a number of ways;
fever, colds that don't get better,
and diarrhea." Me said that adults
are seldom afflicted with the
disease, but it has been known to
happen
The new vaccine is mainly
effective in children ages two
through six Rodriguez noted a
drawback is that it has been
proven less effective for younger
children, but said it can be used in
rare cases, mainly with infants
grouped together in day care
centers and other such places
Rodriguez said of the vaccine,
called by-C'apsa 1. It's safer than
some of the other vaccines we
currently have. In Kurope, they
found it quite effective in prevent-
ing illness They don't use a live
virus; that makes it safe."
Rodriguez noted that the Ameri-
can Academy ot Pediatrics, and
the U S Public Health Service
have endorsed the new vaccine.
The Food arid Drug Administration
approved the new drug in April,
and it has increasinly become
available i.ationwide.
Rodriguez said, "We have yet to
give our first injection ...We have a
vial that will provide about 10
doses. The vaccine, once it's
reconstituted, will tend to spoil."
For that reason, "in the mechanics
of administration, several persons
should be administered shots at one
time,"
He strongly emphasized that "all
the child needs is a single shot for
one lifetime."
Priscilla Garcia, the local De-
partment of Health supervisor,
said, "It's not available through
the Health Department We really
haven't been given any information
at all on it from the State Health
Department."
Dr. Robert Cortes said of the
vaccine, "Everything that's been
tested says it's good. It looks like
it's going to be a good vaccine . It's
not only meningitis we're trying to
prevent, it's all those other infec-
tions. It's the first time we've had
something where we can prevent it
in children."
He said he hasn't seen any
"H-flu" or "Hib" in Starr County.
He termed this "very difficult to
treat once it starts; it comes most
often through ear infections and
blood-borne infections...I don't
think it's as prevalent among kids
older than six and seven."
As far as meningitis is con-
cerned, both Cortes and Rodriguez
said that a "spinal tap" is the only
ultimately way of detecting the
dread disease, with speed an
absolute necessity
Commissioners Give
Notice Of Tax Hearing
The Starr County Commission
ers, at their special meeting
Friday, gave notice of a public
hearing to be held Aug 22 to put a
proposed eight percent tax increase
up for consideration.
The public hearing will be held
Friday, Aug. 22. The current tax
rate is 44 cents per $100 valuation.
The proposed eight percent in
crease, if adopted, would raise the
rate to ,469V per $100.
Precinct Four Commissioner
Reynaldo "Moreno" Alaniz said
that the Fire Department Sheriff's
Department, and Garbage De-
partment badly need more funding.
Precinct One Commissioner
"Chema" Alvarez said, 'We need
lo raise 'he employees (salaries) 10
percent because we didn't raise
them last year."
Anti-tax activist Margil Sanchez
protested, "You've been spending
$100,000 on interest every year
You've been raising the taxes
every year." and wondered if the
rollback provision would be opera-
ble.
Judge Bias Chapa told Sanchez
I hat he considered those assump-
tions invalid, and said the Commis-
sioners Court "has nothing to
hide," adding that critics of the
proposed increase would have a
chance to fully voice their objec-
tions at the Aug. 22 hearing.
Auditor Jose Guadalupe Villar-
real told Sanchez, "They can raise
the rate eight percent without
triggering the rollback " Alaniz
told Sanchez, "You're one of the
people always demanding the
services."
Alvarez offered the opinion, "I'm
against raising taxes, but raising it
8 percent is a necessity." Alaniz
offered the same opinion. Alaniz
moved, and Alvarez seconded that
the motion setting the public
hearing to consider the eight
percent increase be adopted. All
four commissioners supported the
resolution.
In other matters. Fire Chief O F.
"Speedy" Guffey told the commis-
sioners that two new tires are
needed for a firetruck. He said that
one of the firemen was not able to
attend the recent training school at
T"\as A&M, leaving $400 unspent
The commissioners then okayed
a motion that authorized Guffey to
deposit the $400 in the regular Fire
Department account, once the
required procedures are carried
out The motion also incorporated
the unrelated purchase of two new
tires for the fire trucks.
