Arts Meeting
To Be Held
A regional meeting for all Valley arts
interests is planned in conjunction with the
fall board meeting of the Texas Assembly of
Arts Councils. According to Peter Fox,
executive director of the Assembly, 10 such
meetings have been held around the staU
this summer. The Laguna Madre area
meeting will feature a summation by Fox of
the information exchanged.
Registration for the Sept. 18 meeting will
start at 8:30 a.m. in the Port Isabel Com-
munity Building, 213 Yturria St. France
Poteet of Alamo, formerly a regional
representative for the National Endowment
for the Arts, and currently an international
consultant for the arts, will be the opening
speaker. Poteet's topic, "The Role of a
Board Member in a Not-for-Profit
Organization", would apply to all such
designated agencies as well as to the arts.
At 10:30, Peter Fox will lead the
discussion for the regional meeting. Since
the meeting will be informal and is open to
^all interested Valley arts organizations,
their memberships and individuals, the
topics for discussion may be augmented by
the audience. Fox will present ways of
developing an arts network-while in-
troducing the arts council concept-so that
the role of the Assembly may be better
understood by the arts constituency and
thus better utilized.
The Texas Assembly of Arts Councils is
made up of some one-hundred organizations
from Houston to Eagle Pass, El Paso to
Denton and Dallas to the Rio Grande Valley.
It is governed by a board elected to
represent the various parts of Texas. The
Assembly, a not-for-profit organization
derives some of its support from the Texas
Commission on the Arts, by contract it acts
as a partner in giving development
assistance to emerging groups or advice
and help through its executive director and
a series of "how to" books. Also, an in-
formal speaker's bureau made up of board
members of the assembly is on call for
panels and workshops.
The Board Meeting of the Assembly will
be held on Friday Sept. 17 at the La Posada
Art Gallery in Port Isabel. The president of
the Assembly. Mrs. Robert G. Campbell, of
Port Isabel-South Padre Island will host the
executive meeting in the morning and the
full board meeting in the afternoon. Ap-
proximately 18 members from throughout
Texas are expected to attend.
That evening a Border Buttermilk party
will be given by the Poco Loco Greeting
Committee of the Port Isabel-South Padre
Island Chamber of Commerce in the
visitor's honor, followed by a dinner at the
Yacht Club hotel. Reservations may be
made by calling Campbell at 943-5571.
Thanks to the sponsorship of the Rio
Grande Valley Council for the Arts, the
Cultural Committee of the Port Isabel-South
Padre Island Chamber of Commerce and
the Cameron County Arts Council, no
registration fee will be charged for the
Saturday morning seminar. For more in-

Roma Native Selected
Outstanding Young Man
For the second time since 1979, Roma
native Homer Dean Trevino, Executive
Vice President and General Manager,
United Way of Waco McLennan County, has
been selected Outstanding Young Man of
America for 1982.
Prior to being named Executive Vice
President in June 1977, Trevino served as
Campaign Director for the United Way of
Waco from February 1977 to June 1977.
Before coming to Waco, Trevino was em-
ployed as Associate Campaign Director for
the United Way of San Antonio and Bexar
County for three years. Previously, he
served as Director of Student Financial Aid
and Placement for Our Lady of the Lake
University in San Antonio.
A graduate of St. Mary's University in San
Antonio with a Bachelor of Arts in Political
Science, he is currently pursuing a Master
of Arts degree in Political Science at Baylor
University.
Active in his own profession, he serves on
United Way of America's National
Professional Advisory Council, a group of
about 40 Executive Directors that meet
twice a year to advise the National Director
on matters of concern to the movement.
Additionally, he serves on the following
•advisory committees of United Way of
America: Fund Raising, Personnel, and
Government Relations.
Trevino serves as a member of the Waco
Rotary Club and its Youth Committee;
Heart of Texas Housing Finance Cor-
poration Board of Directors and serves as
its Secretary Tresurer; is a member of the
National Society of Fund Raising
Executives; and Executive Vice President
of the Greater Waco United Fund Foun-
dation.
A member of Pi Sigma Alpha Gamma Eta
of Baylor University, Trevino was selected
by the San Antonio Chamber of Commerce
as "Outstanding Leader" in 1974. In the
same year he was also cited by the San
Antonio Woodlawn Optimist Club for
"Outstanding Civic Work".
Trevino is a graduate of Roma High
School and the son of Mrs. Horaeio Trevino
of Los Saenz.

DIANA PENA TO WED-Pablo Pena and the late Mrs. Pena announce the
engagement and approaching marriage of their daughter Diana of Rio Grande City
to Jaime Guerra, son of Mr. and Mrs. Gonzalo Guerra of Edinburg. The wedding will
be held Sept. 25 at 7 p.m. in Our Lady of Sorrows Church in McAllen. The bride is a
graduate of Rio Grande City High School, Incarnate Word College and the Family
Nurse Practioner Program at the University of Texas in San Antonio. She is em-
ployed by Rio Grande Regional Hospital. The bridegroom was graduated from
Edinburg High School and attended Pan American University. He is employed by

Elda Montalvo of the San Isidro 4-H club
will be honored at the annual 4-H Gold Star
banquet to be held Oct. 23 at the Holidome in
McAllen.
She will be among other Gold Star winners
from 11 counties comprising the Texas
Agricultural Extension Service South
District.
According to Starr County Extension
Agent Elva Yolanda Scrivner Montalvo
greatly deserved her Gold Star. In order to
qualify for the award, the contestants must
submit a record book. Food preservation
was Montalvo's topic.
She has made great strides in the area of
leadership. She is the newly elected
president of the San Isidro 4-H club, she
represented District 12 on the 4-H council,
she was the Starr County delegate at the
State 4-H Congress and she attended the
district leadership lab.
Montalvo was also a finalist at the
District Fashion Review, where she
achieved the position of first alternate. She
was a finalist at the district food show.
Receiving the Gold Star in another honor
for Montalvo. The Gold Star pin is the
highest 4-H award provided bv the Ex-
tension Service at the county level Boys and
girls from each county are chosen annually
to receive this honor with selection based on
personal development, leadership,
achievement in 4-H activities and con-
tribution to the overall county program.
Montalvo is the only recipient from Starr
County.

1/3 c. butter, melted

12 oz. jar dry roasted peanuts.
In 13x9" baking dish stir together cereal
and butter. Sprinkle cinnamon evenly over
cereal. Stir in remaining ingredients. Store
in tightly covered container. YIELD: 8 c.

requests for loan applications again after a
moratorium of more than a year. The more
than 9000 veterans currently waiting for
loan applications will be sent applications
first. >
The board will meet soon to determine the
declining rate which will be charged to
veterans, but the highest rate will be no
more than 9 percent, say officials.
According to Salmon, any United States
citizen who served 90 consecutive days of
active duty and is honorably •dischargedi
may apply for a loan by enclosing a $10.
filing fee and a copy of his discharge to:
Veterans Land Board, 1700 N. Congress,
Austin, Tx. 78701.
He also commented that unmarried
surviving spouses of veterans who died in
the line of duty are also eligible.

Will Wiley Passes
Will Ed Wiley of Garceno passed away
Sept. 14 at Valley Baptist Medical Center in
Harlingen. Funeral services for Wiley will
be held Friday, Sept. 17 at the First Baptist
Church of Rio Grande City. The body wil
lie in state at his home until the time of the
funeral.
Services are being conducted by Wilson
Funeral Home of Mission.
