Students of human behavior tell us that ceremonies for saying
goodby have existed as long as man. Ceremonies mark events In
the lives of people and communities. Weddings mark new families;
baptisms and bar mitzvahs welcome children and adolescents into
society. Death marks the end of life. The funeral acknowledges
that a life has been lived. People express their feelings about life
through ceremony. Funerals also provide a socially accepted way
for people to come together to^uppjrt the grieving family. Many
people welcome social support. If there were no funerals, how
would you find a way to tell a fatnily that you cared about their
loss.
The Small Business Administration has
published in the federal register a second
notice of .is proposed new small business
size standards.
According to Reynpldo Lopez, SBA
Regional Administrator in Dallas, "I want
to urge all small business owners to review
the proposed standards and comment on
them. It is essential that the final rules
reflect the thoughts and needs of the small
business community."
These size standards would be based
solely on a firm's average annual number of
employees for all industries except con-
struction. In construction, the standards
would be determined by gross annual sales,
which will range from $6 million to $12
million depending on the type of con-
strtuction.
Under present rules which determine
eligibility for SBA programs, size standards
are determined on such items as revenues,
sales ana number of employees. Thus, the
size standards vary widely.
SBA first proposed its size stanoard
change in 1980; hearings were held arouna
the country on those proposals and more
than 1,500 comments were received. As a
result, those original proposed changes
have been altered.
In addition to the special category for the
construction industry, major changes in-
clude elimination of consideration of
competitiveness within an industry as the
primary criterion, use of new data about
each industry from the 1977 department of
Commerce census, and reduction of the
maximum allowable number of employees
in many industries from 1,500 to 500.
SBA will accept comments from the
public abojt the proposed new standards
until August 2, 1982.

Estimated Tax Vouchers Not Ready
CEBALLOS FUNERAL HOME
Some individuals paying quarterly
estimated tax payments for the first time
this year may not receive vouchers in time
for mailing their second installment
payments, due June 15, according to the
IRS.
An unexpected increase in the number of
taxpayers filing 1982 declarations of
estimated tax resulted in a shortage of
voucher-and-envelope packages mailed to
taxpayers who use the over-the-counter
Form 1040ES to make the initial payment.
Additional forms arc being printed but a
delay in mailing may result in first-time
estimated taxpayers not receiving them
soon enough to make the June 15 payment.
Affected taxpayers should not delay their
June 15 payment because they have not
received the form, warns the IRS. They
should include in an accompanying note or
on their check their social security number,
name, address, and an indication the
payment is for 1982 estimated taxes.
