Ij\ PUERTA COLLISION— Pedro Alonzo Gon-
zalez, 33, of Weslaco, was killed, and Ricardo de I>eon,
26, is in very poor condition following this collision at
U.S. Highway 83 near the intersection with El Refugio
Road at La Puerta, five miles east of Rio Grande City.
The accident occurred close to 3 p.m. Friday, April 25,
as de Leon was traveling east in a 1977 2-door Pontiac,
and Gonzalez was traveling west in an Alamo-
Express truck-tractor. Gonzalez was pronounced dead
at the scene by Justice of the Peace Arnoldo Gonzalez
Jr. De Iveon was rushed by Ceballos Ambulance to the
Starr County hospital, and then immediately trans-
ferred to McAIlen. DPS troopers Alfonso Jarero and
Fernando Arteaga investigated, and were assisted at
the scene by local police.
The Democratic Primary Election will be
held Saturday, May 3. There are 39 local
candidates seeking to be their party's choice
in the November general elections.
Starr County Sheriff Reymundo Alvarez
filed as the incumbent. He drew opposition
from Homero Salmon and Adolfo Ramirez.
County Tax Assessor-Collector Crisoforo
Munoz filed with the Democrats for re-
election. He does not have party opposition.
Starr County Attorney Alex Gabert filed
for re-election without opposition on the
primaries ballot.
Also without opposition on the ballot is
District Attorney Francisco A. Cerda, who
filed with the state Democratic chairman.
For County Commissioner of Precinct
One Jose Maria Alvarez Sr. filed as in-
cumbent, drawing one opponent, Osvaldo
Saenz.
There are four candidates in the race for
the Democratic nomination for County
Commissioner of Precinct Three-the in-
cumbent, Hector Lozano, Benito Saenz Jr.,
Norberto Montalvo and Alfredo Garcia.
There are three candidates for Constable
of Precinct One-Cornelio Alvarez, Epifanio
Martinez, and Catarino Jesus Mireles.
(Adolfo Ramirez, present Precinct One
Constable, is seeking the Sheriff's seat.)
For Constable of Precinct Two Cirilo Orta
filed as the incumbent, and is opposed by
Guillermo Pena Jr.
Gonzalo Bazan and Salvador Zarate Jr.
are trying to get the party nomination for
Constable of Precinct Three. (The present
Precinct Three Constable, Norberto
Montalvo, is seeking the position of County
Commissioner of Precinct Three.)
For the Precinct Four Constable position,
the incumbent is Aldo Medina, opposed by
Hector Perez.
In the Precinct Five Constable race, in-
cumbent Servando Gonzalez drew three
opponents- Refugio Alaniz, Roberto D.
Garza, and Ruben Alvarado.
The Starr County Democratic Chairman
position is being sought by R.C. Salinas who
does not have opposition.
Those who filed for precinct chairman
are: Precinct One-Mary Gonzalez; Precinct
Two-Ernesto Lopez; Precinct Three-
Beatrice Aguilar; Precinct Four-Antonio
Garcia and Salvador Villarreal; Precinct
Five--Lauro Garza; Precinct Six-Raul
Munoz and Alberto Alvarez; Precinct
Seven-Alfredo Garcia; Precinct Eight-Noe
J. Lopez and Noe Gutierrez; and Precinct
Nine-Raul Villarreal and Manuel Benavidez
Jr.
Democrats will also have the choice to
vote on a non-binding Presidential
Preference referendum, for either Jimmy
Carter, Edward M. Kennedy, Jerry Brown,
or as uncommitted.

New Rio School Trustees Name Zarate President
The Rio Grande City Consolidated In-
dependent School District Board of Trustees
has met several times this month. Among
their actions was the reorganization of the
board following the April 5 school elections.
The following condensation of their ac-
tions is taken from minutes of their meet-
ings, as provided by personnel in the office
of their Secretary, Jorge I. Guerra.
On Wednesday, April 9, for a Regular
Meeting, prt^ent were trustees Abel N.
Gonzalez Jr., (president), Jesus A. "Chuy"
Solis i vice-president), Ovidio Pena, Francis
T. "Sonny" Howard, Ricardo Reyes, Javier
D. Margo and Francisco G. "Paco" Zarate.
Gonzalez informed the Board that Manuel
H. Trevino and Ovidio Pena had submitted
an application for recount.
Motion was made by Howard, seconded
by Zarate, to conduct the Canvassing of the
Election and carried by unanimous vote.
After consideration of all election in-
formation, a motion was made by Zarate
and seconded by Howard to approve the
order declaring results of trustee election of
April 5,1980, if carried by unanimous vote.
The total votes received were: Manuel H.
(Memo Trevino, 1,351, position 4; Juan J.
Mills, 1,339, position 4; Marco Antonio
Garza, 315, position 4; Ovidio Pena, 1,522,
position 5; and Noel Gonzalez, 1,540.

After the declaration of the results of the
election, Glenn H. Ramey, school attorney,
administered the oath of office to Juan J.
Mills, and Noel Gonzalez.
Javier D. Margo and Ovidio Pena,now
former Trustees, said that they were happy
to have served as school trustees and they
wished the new board members and the
board the best of luck in the years to come.
Motion was made by Howard and
seconded by Zarate to name Juan Lopez,
Alex Gabert and Roberto Ponce to be in the
committee to recount the votes. Motion was
put to a vote and four members of the old
board approved the motion and Trustee
Solis, Trustee Pena and Trustee Gonzalez,
Jr., voted NAY. Members of the new board
all voted AYE: except Trustee Solis and
Trustee Gonzalez, voted NAY.
After a discussion motion was made by
Trustee Mills and seconded by Gonzalez tc
appoint Zarate as President of the Board,
Howard as Vice-President, and Guerra
as Secretary. Motion was put to a vote and
carried by unanimous vote.
Noe Sanchez presented the Board a
document for a long term lease on part of
the old airport property for recreational
facilities. The Board informed Mr. Sanchez
that they would be going over this document
in order for the school board and the county
to be in agreement on the terms.
Motion was made by Abel N. Gonzalez Jr.,
and seconded by Trustee Jesus A. Solis for
the Board to approve the order to recount
the ballots. Motion carried by unanimous
vote.
The bids for mechanical system
modification for high school were opened
and tabulated as follows: Valley
Weathermakers, Inc.-$110,986.00; D&F
Industries, Inc.-$117,817.00; Alternate-
$129,817.00; and Texair Company, Inc.-
$98,900.00.
The bids were referred to Mr. Alan
Taniguichi, Architect for their study and
recommendation.
Motion was made by Abel N. Gonzalez,
Jr., and seconded by Reyes to approve the
school accident policy and athletic in-
surance by Keystone Life Insurance
Company as presented to the board. Motion
was put to a vote and carried by unanimous
vote.
Motion was made by Solis and seconded
by Howard to approve the application for
the remodeling of a building in the Ringgold
School Campus for the Plan A students,
using as much Manpower personnel as
possible. Motion was put to a vote and
carried by unanimous vote.
Motion was made by Mills and seconded
by Trustee Howard to approve $50.00 in-
crease on market value of other land and

land as per s. tied'lie presented by the Tax-
Assessor Collector Motion w as put to a vote
and carried by unanimous vote.
At this time the Board went into
executive session for the purpose of
conducting a hearing on a high school
student.
Motion was made by Abel N. Gonzalez,
Jr., and seconded by Howard U. approve the
trip to Corpus Christi, Texas for the high
school band. Motion was put to a vote and
carried by unanimous vote.
Motion was made by Solis and seconded
by Abel N. Gonzalez, Jr., to allow Father
Nash the use of three (3) school buses to be
used to go to San Juan Shrine with Father
Nash being responsible for gas, oil, driver
and proper insurance for the buses. Motion
was put to a vote and all members voted
AYE: except Trustee Francis T. Howard
and Trustee Ricardo Reyes voted NAY.
Motion made by Abel N.Gonzalez, Jr.and
seconded by Reyes to approve the Migrant
Program Proposal for 1980-81 in the amount
of $1,338,318.00 and to include $17,500.00 for
Individualized Bilingual Instruction
Program. Motion was put to a vote and
carried by unanimous vote.
Motion was made by Reyes and seconded
by Howard to approve a proposal under the
Summer Migrant Program for a Materal
Development Component from other ad-
ditional migrant funds. Motion was put to a
vote and carried by unanimous vote.
County Commissioners' Court
Getting Good Marks By HUD
When the Starr County Commissioners'
Court was notified that they had been ap-
proved for a three-year Comprehensive
Grant in the amount of $1.5 million, they
were also notified that approval was con-
ditional because of marginal performance
with their 1975 Community Development
Block Grant Project.
In other words, the Court would have to
prove that it could manage $1.5 million,
$500,000 each year for three years. Each
subsequent year approval depends on
performance of the previous year.
The first year came close to being a
disaster with commissioners fighting over
what streets were to be paved and the
County Auditor refusing to pay for
engineering plans and specifications.
Everything was finally settled to everyone's
satisfaction and the show continued.
The second year went smoother except for
a couple of complaints that were later

The all male Starr County Grand Jury
returned seven indictments Tuesday.
Indicted were:

The First and Second Year Projects are
100 percent complete and the HUD
representative visited the Project Sites and
reviewed the auditor's records.
In a letter to County Judge Bias Chapa,
the HUD Area Office gives Starr County
good grades for carrying out the first two
years of the Grant Program and asks that
the Application for Third Year Funding be
submitted by May 23, 1980.
In the meantime, the Starr County
Commissioners' Court had authorized their
consultant to complete plans and
specifications and advertise for bids by May
1, 1980.
The Third Year Paving Plan will be
carried out in two phases. The First Phase
will advertise for bids for the Paving of
Avasolo Street, Monroe Street, East Street
from Eisenhower to Fifth Street, Kelley and
Woodrow Wilson Streets, close to
Fairgrounds Road, and Cox Street, Water
Street, and a portion of Bluebonnet Street.
The Second Phase will include Ramirez,
Arredondo, Columbus Streets and one block
of North Garcia on the Westside.
Four blocks of Fourth Street, Juarez, San
Zeferino, Gomez Street and one block of San
Benito Street on the East side round-up the
Third Year Paving Program.
The County will start work on a new ap-
plication for another $1.5 million from HUD
by September of this year.
Motion was made by Noel Gonzalez and
seconded by Mills to approve Title VII
Program as presented in the amount of
$164,381.00. Motion was put to a vote and
carried by unanimous vote.
Motion was made by Howard and
seconded by Gonzalez. Jr., to approve ESAA
Program in the amount of $209,102.00 as
presented. Motion was put to a vote and
arried by u . nmous vote.
Motion was made by Howard and
seconded by Abel N. Gonzalez, Jr., for the
school district to submit a proposal to
Texas Education Agency and the State
Texas Council of Government of a CETA
Program-Clerk/General Office Instruction-
$6,003.00, Auto Mechanic & Electric Trades-
$17,316.00 and Extension of Adult Education
Classes-*11,126.00. Motion was put to a vote
and carried by unanimous vote.
IV'otion was made by Howard and
seconded by Abel N. Gonzalez, Jr., to allow
the Democratic Chairman the use of school
facilities for the primary election of May 3,
1980 and the use of auditorium for a con-
vention on May 10,1980. Motion was put to a
vote and carried by unanimous vote.
Motion was made by Abel N. Gonzalez,
Jr., and seconded by Howard to purchase
two (2) new 71 passenger school buses.
Motion was put to a vote and carried by
unanimous vote.
Motion was made by Abel N. Gonzalez,
Jr., and seconded by Howard to approve the
use of tennis courts for a free summer
tennis program under Encarnacion Garza,
teacher. Motion was put to a vote and
carried by unanimous vote.
Motion was made by Reyes and seconded
by Solis to approve contract of employment
for Heberto Barrera beginning April 10,1980
through April 9, 198.'}, with an increase of
travel pay to $175.00, as per contract on file
in Superintendent's Office. Motion was put
to a vote and carried by unanimous vote.
Motion was made by Trustee Howard and
seconded by Mills to approve the em-
ployment of Arnoldo Gonzalez. Sr., as
Maintenance Director at a salary of $800 00
per month and $75.00 travel pay per month
Motion was put to a vote and all members
voted AYE; except Trustee Jesus A. Solis
and Trustee Abel N. Gonzalez, Jr., voted
NAY.
Motion was made by Trustee Juan J. Mills
and seconded by Howard to adopt a per
diem amount for board members travel of
$50.00 per day to travel within the state and
$100 out of state. Motion was put to a vote
and carried by unanimous vote.
Motion was made by Howard and
seconded by Abel N. Gonzalez, Jr., to ap-
prove all the following Professional & Non-
Professional Personnel. Motion was put to a
vote and carried by unanimous vote.

Rio Man Indicted
In Hidalgo County
Abraham Gonzalez Jr. of Rio Grande City
was among seven federal employees in-
dicted in Hidalgo County on charges of
stealing property from the U.S. Agriculture
Department's research station near
Mission
Items allegedly stolen include automobile
batteries, wrenches, parachutes, chairs,
and filing cabinets.
Assistant U.S. Attorney Ruben de Luna
said the indictments last week resulted from
an earlier investigation of the U S.D A
screwworm eradication program in which
an official pleaded no contest to double
billing charges.
All seven men were present or former
employees of the federal project at the time
of the indictments. The thefts allegedly
occurred from May 1978 to December, 1979.
Others indicted are Roberto L.
Villagomez of Edinburg, James Albert
Cowan of Mission, Guadalupe Cavazos of
Rio Honodo, Doroteo Cavazos of Lyford,
Juan Jose Tabanes of Brownsville, and
Jessie Earl Goates of Mission.
