Recycle Project Overspent
By Over $80,000
PLANNING FESTIVAL-Several Rio Grande City civic leaders and one Valley-
wide worker were busy earlier this week making final preparations for the annual
Starr County Christmas Festival. They are, left to right, R. C. Salinas, (Christmas
Festival Chairman; Rodolfo "Roy" Cantu, Rio Grande City Chamber of Commerce
president; Russell Willis, manager, Rio Grande Valley Chamber of Commerce; and
Fernando Guzman, deputy grand knight of the Rio Grande City Knights of Columbus.
The local chamber sponsor ? the Festival each year. The Knights of Columbus are in
charge of the Grand Parade. Willis will be instrumental in bringing Valley-wide
publicity to the event.
Miss Starr County
Contest Set Nov. 30
The Rio Grande City Lions
Club will be sponsoring the
Miss Starr County Beauty
Pageant on Friday,
November 30, at 7:30p.m., in
the RGCCISD Auditorium,
announced Jorge Ramirez,
RGC Lions President.
Ramirez stated that
business, community, and
school organizations are
invited to sponsor a con-
testant. The fiirl contestant
must be at least 16 years of
age, single, and a student at
Rio Grande City, Roma, or
San Isidro High School. The
entry fee is $25.

Ruben Saenz at 487-5591
extension 45 by Friday,
November 9. A wallet size
black and white picture is
needed from every con-
testant.
Every year about 35
beautiful girls from Starr
County compete for the Miss
Starr County crown. This
year is no exception.
The trustees of the Rio
Grande City Consolidated
Independent School District,
in a lengthy meeting
Tuesday evening, heard
from Resident Architect
Jesse Fernandez that the
Recycle Project of Fort
Ringgold Buildings is over
$80,000 ovei spent, and that
additional time is needed to
nomplete all work.
Scheduled for completion
in August, Fernandez ex-
plained that the project did
not commence as scheduled,
but three months late. The
trustees agreed to allow until
Nov. 21 for completion, after
having granted, several
weeks ago, until Nov. 9.
Jesus A. Solis presided in
the absence of Abel Gonzalez
Jr. A request from Mayor
Helen Gonzalez for certain
school land in Grulla was left
pending since the Mayor was
not present at the meeting.
R.C. Salinas, president of
the board of the Starr County
Water Control and Im-
provement District No. 2,
and Efrain Duran, business
manager of that water
district, informed the
trustees of the intention to
paint a new water tower in
Rio Grande City with the
high school colors, and asked
for suggestions as to possible
wording.
Ruben Saenz, high school
principal, suggested the
words. "Home of the Rat-
tlers." The matter will be
considered by the water
district. The tower will be
located on a hill in the area
behind the county warehouse
in Rio Grande City, and will
be seen from U.S. Highway
83 and F.M. 755, Salinas
mentioned.
Mrs. Edna Ramon, school
lurich program director for
the school district, and Saenz
spoke in favor of retaining a
board policy not to sell candy
and cokes before lunch. They
mentioned that since the
policy went into effect this
school year an average of 131
more high school students
are eating in the cafeteria a
day.
Mrs. Ramon said this
represented an amount of
$25,247 increase a year in the
school lunch program.
About 80 percent of
the high school students eat
at the cafeteria, which is
pretty good compared to
other schools, it was men-
tioned.
The matter of seeking
Southern Accreditation for
the high school was brought
up for discussion. Saenz and
Dr. A.E. Garcia, superin-
tendent of schools, explained
the program. It was ex-
plained that accreditation
gave the school more
standing, and the students a
better chance when trying to
get into college.
The matter was taken into
advisement by the trustees,
who were concerned with the
initial cost, and long term
costs, of such an endeavor.
An initial investment of $3000
was mentioned.
Then, on a matter for
discussion only, Trustee
Javier Margo asked about a
certain student activities
fund, that of the
cheerleaders. Margo said
the Quarterback Club, of
\yhich he is a member, has
allowed the cheerleaders to
sell the programs, 100 at 50c
each, at football games He
wanted to know where that
money was.
"By no means am I
questioning the integrity of
anybody," Margo em-
phasized. Saenz said he
would look into the matter.
The cheerleader situation
was discussed further.
Humberto "Beto" Garcia
mentioned that there were a
"bunch of inconsistencies in
the program,' and asked to
be placed on the agenda for
the next board meeting, to
bring the cheerleaders
before the trustees. He said
he has two daughters who
are cheerleaders.
"They are part of the
athletic program too,"
Garcia said.

Turkey Shoot
A Turkey Shoot will be
^held this Saturday,
^ November 10, at the Rio
Grande City Rifle Range.
The event is to be sponsored
by the RGC Quarterback
Club.
Competition will be open to
high-powered rifles at 100
yards and handguns at 25
yards. The entry fee is $1.50
for three shots
The Turkey Shoot will
begin at 10:00 a.m. and end
at 4:00 p.m. There is no age
limit, and the public is in-
vited.

president of the board. He
was elected president of the
board on May 10, 1979, and
has been serving as
president ever since.
Gutierrez graduated from
Rio Grande City High School
in May, 1965. He received a
Bachelor of Science Degree
from Texas A&I University
in 1969.
At A&I Gutierrez played
football with the Javelinas
and was also active in
student government, serving
first as a representative and
later as Senior Class
President.
After coaching for one'
year in San Antonio,
Gutierrez returned to Rio
Grande City where he went
into business. He is part
owner and manager of
Gutierrez Lumber and
Hardware Company; is co-
owner of a movie theatre; is
the Exxon Bulk Agent in
Starr County; and is in-
volved in cattle ranching and
real estate,
Gutierrez is also active in
civic and professional
organizations. He is
presently chairman of the
Rio Grande City School
District Board of
Equalization; Quarterback
Club i Past President); Rio
Grande City Chamber of
Commerce past president
and treasurer); Knights of
Columbus, Order of
Alhambra; Lotary Club;
and other organizations.
He is married to the for-
mer Cecilia ( utierrez and
the couple have four
children-Ricardo Jr. 9;
Veronica Lisa, 7; Marisela
Marta, 6; and Clarissa
Uiana. 3.

The motel and the golf
course are a first in Starr
County. "One of our goals is
to help attract tourism and
industry to this area, known
as one of the poorest in the
nation," Diaz said.
Diaz added that the area
includes numerous historical
attractions, recreational
lakes, is a whitewing dove
and deer hunters paradise,
but has had insufficient
accomodations. Starr
County is also a gateway into
Mexico at three different
points, Rio Grande City,
Roma, and Falcon Lake.
Big names in the golf
world will be participating in
the First Annual Diaz In-
vitational. Among the
participants are Curtis Cox
of San Anotnio; Wayne
Mitchell, left-hand state
champion, of San Antonio;
Enrqiue and Ifran Serna of
Mexico City; Ernesto Perez,
the Mexican Professional
Golf Association champion,
of Mexico City; Rey
Aguillon, the Texas Amateur
Champion of 1973, of San
Antonio, and Gordon Dun-
naway of Dallas.
The Fort Ringgold Golf
Course Association has
prepared a booklet of
historical value which
outlines the history of Fort
Ringgold in this historic
community.
The Fort Ringgold Golf
Course is the only course
between Mission, I^aredo,
and Monterrey, Mexico and
the only course in the Lower
Rio Grande Valley with a
scenic frontage on the Rio
Grande River.
County Fathers
Approve Storm Sewer
The Starr County Com-
missioners Court Monday
approved the lowest bid of
$191,514.50, from Irrigation
Construction Co., for storm
sewer installation in Rio
Grande City.
The work is part of a $1.5
million Department of
Housing and Urban
Development Grant to Starr
County for improvements in
the Rio Grande City area.
The court, all present,
approved the bid after
recommendation from Joe
Gallegos of Consolidated
Engineers and Architects of
Roma, and Attorney Frank
Randall Nye, that the bid
was all in order.
Other bidders were Mid-
Valley Underground, Inc.,
$204,980.65; H P. Fowler Co..
$211,955.00; and South Texas
Utilities, $216,056.50.
In other action the court
approved the hiring of
Ismael Diaz as heavy-
equipment operator, at a
salary of $510 per month, for
Precinct Four.
Also, the commissioners
approved the installation of
three security lights and one
pole at the Starr County-
International Bridge in
Roma.
Reymundo Gonzalez of
Grulla was replaced by Raul
Villarreal, also of Grulla. as
a director in the Housing
Authority of Starr County
board.
The commissioners
discussed the newly created
Rio Grande City Garbage
Department. It was men-
tioned that billing
Troop 93
To Attend
Camporee
Members of Boy Scout
Troop 93 and their Scout-
master will leave Rio
Grande City Saturday
morning, November 10, at
7:00 a.m. and will go to the
Fall Camporee near
Mission. The troop will
return Saturday evening at
7:00 p.m.
Members attending will
provide their own sack
lunch, cold drink and $2.00
for Registration Fee and
patches.
Troop 93 is sponsored by
the Baptist Ranch Ministry
for boys ages 11 to 18 years
old

City. Also, the County
Judge, Bias Chapa, was
given authority to negotiate
for an office for the new-
department, at a cost not to
exceed $100 per month.
A matter which was not on
the agenda was brought up
by County Commissioner
Jose Maria .Alvarez. Alvarez
asked the County Judge to
present a budget for 1980 to
the court as soon as possible.
"I would like to know how-
much money I am going to
have-we're almost at the
end of the year and we still
don't have a budget for next
year," Alvarez said.
