The shooting of the Rio Grande Herald office was
not the only incident in Rio Grande City during the
New Year's celebration. Javier D. Margo tells us that
somebody also used their "Midnight Special" on the
water tank on West Main Street and on the district's
water pumps down by the river,
The water tank has just under gone an $11,000.00
paint job and the Texas Water Quality Board has
asked to inspect the water tank's interior and if the
bullet dents cracked the paint inside the tank
will be condemned until the district repaints the in-
side.
I feel sorry for someone that has to ride around at
night shooting up private or public property to get his
kicks.
If the incident at my office was a threat on the part
of some disenchanted soul then that individual just
wasted seven bullets. I have seldom 'slummed'
before to answer a threat but I have no intentions of
hiding in a dark closet because some idiot decided to
shoot up my office. My editorial opinion however
sweet or harsh will not be curtailed by some stum-
bling idiot that doesn't have the guts to tell it like it is
to my face.
If you don't like my editorial position in Starr
County and you feel like the only way you can express
your displeasure is by firing at something
representative of the Herald editor then send One
Dollar (for postage and handling) with your name
and address and I will send you an 8 x 10 glossy print
of myself for you to shoot at . . . sorry one per
customer.
The Democratic Party's executive committee (Not
the New Party's executive committee, although they
would like to think that they are the only true
Democrats in Starr County ) tried to hold a meeting
last Saturday at the Multi-Purpose Center to replace
Gilberto N. Garza, who has just recently plead guilty
to federal charges of taking some rice from the
Surplus Food Commodities Program for self gain and
received a three year suspended sentence from Judge
Reynaldo Garza.
Just before the session opened Attorney Frank
Randal Nye and someone from Roma stormed into
the session accusing the committee of not making the
meeting public and several other infractions.
O.A. (Tavo) Garza tells us that they were told that
the meeting was illegal because they were "In
violation of Article Number 3789501287430137 of
Vernon's Anotated Statues Number
377485920193847512". Tavo says that not knowing the
law (He claims he's not a walking law library) they
did not hold the meeting to replace Garza but plan to
so as soon as they receive legal advice from another
attorney.
Tavo did say that Gilberto N. Garza will be
replaced because of the conviction.
Several years now when the EGG had control of the
"demo committee" we were asked to leave the
meeting because it did not fall within the realm of
governmental bodies of the Open Meetings Law . . .
now that the EGG has lost control, of course, it falls
within that law. My, my how times do change.
Mrs. A.L. Herschap, a lady well known for her care
of stray animals, tells us that the other day she was

THREE ACT PLAY CAST - The Drama Class of Rio Grande City High School is presenting
the three act comedy, "You're Telling Me," by Don Elser this Thursday, January 10 at the
Multipurpose Center. There will be two performances, one at 2:10 p.m. for the student body,
and one at 7:30 p.m. for the general public. Participating in the rollicking situation comedy
are Carmen Valverde as Donna Andrews, Diana Villarreal as Jerry Andrews, Maria Barba
as Bill Andrews, Veronica Smith as Beth Robinson, Antonio Garza as Professor Andrews,
Rosa Rodriguez as Joan Mayberry, Sandra Gonzalez as play prompter, Yolanda Molina as
Isabella, and Gilbert Trejo as Dick Mallon The class urges the public to attend. The play is
directed by Ms. Estella Guerra.
A View At Roma's
Paving Project...
"The project would include a
phase one which would pave the
streets around the schools and
other heavily traveled streets in
Roma" . . . Thus begins the
story of the paving project
undertaken by the City of
Roma.
City officials have urged the
paving project for sometime
now and the first public session
held by the mayor on December
15 with some 100 persons at-
tending the meeting gave Roma
residents the first picture of the
paving project.
The project would cover some
15,000 lineal feet of paving in the
first phase which would cover
approximately some 60 to 62
city blocks.
Working up the project for the
city is the firm of Gallegos and
Associates. The firm works out
of Corpus Christi and includes
Joe Gallegos as the head of the
firm and J.S. Martinez of
Austin, Gene Urban and Joe
Mills of Corpus Christi.
Gallegos, who earned his
masters degree from Texas
A&M in urban planning and
architectural engineering, says
that he feels that costs on the
project can and will be kept
down to a minimum.
"The cost of $150,000 would be
split up with the city paying for
one-third of the project or
$50,000. Property owners would
pay the other two thirds,"
Gallegos says.
Sol is Files Suit
Agai nst Commissioners
Former Starr County Con-
stable Hilario Solis has filed a
$28,000.00 law suit against the
Starr County Commissioners
Court
Solis through his attorney
John Pope III filed the su.t
claiming discrimination on the
part of the former court com-
posed of Commissioners Jose
Maria Longoria, Efrain Duran,
Reynaldo Alaniz and Amando
Pena and County Judge Mario
E. Ramirez.
Solis claims in his suit that he
served a three year term as
Constable from Precinct Three
at the salary of $36000 a year
and that the amount was
budgeted and was paid to him
for his term. However, he
claims that when the Com-
missioner from Precinct Three
Jose Maria Longoria filed for
re-election to his post he did not
support Longoria and that
Longoria being a member of the
then dominating "New Party"
faction did with Amando Pena
and Reynaldo Alaniz voted to
remove his salary as Constable
even though he had been duly
elected and that the salary had
been budgeted for his post.
Solis says that his salary was
denied from January 1, 1972 to
December 1972 and that the
amount due is $3,000. He is also
asking for $25,000.00 as
exemplary damages from these
defendants.
"All streets to be paved will
be pave according • to traffic
use, in other words we'll be
paving those streets that are
heavily used first and proceed
with all the rest of the streets,"
he adds.
Each Roma City block
measures some 240 feet at a
cost of approximately $10.00 per
lineal foot of pavement would
cost about $24000. per city
block.
In the public meeting held by
the mayor in Roma on
December 15 Starr County
Commissioner Amando Pena
said that he had been
authorized to pave some three
miles within the city of Roma
and made the offer public at
that time. But checks in the
minutes of the Starr County
Commissioners Court reveals
that such authorization has
never been made, in fact the
only pavement to be approved
by the court is reflected in the
minutes of December 14 a day
before the Roma public
meeting. The minutes indicate
that Commissioner Pena made
a motion which received ap-
proval to ask for bids to pave
one mile of the Fronton Loop,
Fairground Street, Lopez
Street. Third Street and Britton
Avenue in Rio Grande City.
Other bids were also asked on a
motion by Coimmissioner Pena
asking foir separate bids to
enclose San Antonio Street,
Clay Street West, Garcia and
Water Streets also in Rio
Grande City.
There is no mention of any
funds approved or even bids
asked for the Roma paving
