Federal suit proposing new
redisricting lines filed
A suit filed by Starr Countian

and the four commissioners
officially and individually has
been filed for redi striding of
the voting precincts in Federal
Court in Brownsville Tuesday
afternoon.
The plaintiff is represented
by Harvey L. Hardy of San An-
tonio. The suit was filed in
behalf of Carrera and all others
similarly situated.
The suit seeks and injunctive
and declaratory relief to re-
dress the denial of rights, pri-
vileges of the defendant who
also seeks to redress the coun-
ty to give everyone the popu-
lar 'one man, one vote'.
Dr. Mario Ramirez, Com-
missioners Amando Peria, F.
A. Duran, Reynaldo (Moreno)
Alaniz, and .I.M. Longoria are
named officially and as in their
individually capacity.
Ih his suit the plaintiff claims
that commissioners court has
failed in their legal duty to
mathematically equal the re-
gistered voters of the popu-
lation of Starr County thereby
dening the "one Man, one vote".
Carrera claims in his suit
that the county's voting pre-
cincts are presently as follows:
Commissioner's Precinct
Number One; Voting Pet. 2, 3
and 5 have a total of 3,902
votes, Commissioner Precinct
Two; Voting Pet; 0 and 7 have
a total of 2,G36 votes, Commis-
sioner Precinct Three; Voting
Precinct 8 and 9 have a total
of 2,044 votes, and Commis-
sioner Precinct Four; has a
total of 770 votes. Percentage
wise the Commissioners
Precincts One gets, 41.7 per
cent of the vote; Precinct Two
gets 28.2 per cent of the vote,
Commissioners Precinct Three
gets 21.8 per cent of the vote
and Commissioners Precinct
4 gets 8.3 per cent of the vote.
Total registered vote for Starr
County is 9,307.
The plaintiff proposes to move
voting precincts one and two
and place them with Commis-
sioners Precinct Four. His
proposed breakdown, which is
similar to one order by federal
court in Willacy County would
breakdown the voting precincts
as follows: Commissioner
Precinct One; would get voting
pet. three and five for a total
vote of 2,307 votes or 20.2 per
cent of the vote; Commissioner
Precinct Two would get a total
of 2,636 for 28.2 per cent of
the vote, commissioner pre-
cinct three would get 2,044
votes or 21,0 per cent of the
vote and commissioner pre-
cinct four would get 2,299 votes
or 24.6 per cent of the vote.
The plaintiff states that if
the court does not rule in favor
of the plaintiff he will suffer
irreparable injury to him and
others similarly situated unless
the ruling is made to affect the
November 7, 1972 general elec-
tion.

New dentist joins
county health services
Starr County has obtained a
dentist to serve theentireStarr
County area. He will be based
in Rio Grande City,
Dr. Mario Ramirez announced
to the Rio Grande City Rotary
Club and to the Starr County
Commissioners Court that Da-
vid Woodburn a native of Ama-
rillo has been assigned toStarr
County for two years,
Woodburn is single and is
presently looking for housing
in Rio Grande City and also
getting his office ready which
will be located at 102 North Clay
Street or right around the cor-
ner from the Texas Legal Aid
Office.
Woodh'irn, a graduate of the
University of Texas Dental
School is employed by the Na-
tional Health Service Corps, a
division of the National Health
Service.
His salary will be paid by-
federal funds by the NHSC with
local participation limited to
help with in-kind services.
Thusfar, according to Rami-
rez, the county has received two
dental chairs and an X-ray unit.
When the office is fully equipped
the government will have in-
stalled some $32,000.00 of den-
tal equipment into the office.
The dental services of Starr
County will be open to the gen-
eral public with those that can
pay being charged the standard
dental fees and those classified
as poverty-stricken receiving
dental work free or at a reduced
rate.
"We have been given guide-
lines which we have to follow
with this program and we will
be closely supervised by the
National Health Services," Ra-
mirez told the court.
The dentist will be stationed
in Starr County for two years
with the National Health Serv-
ice Corps hoping the communi-
ty can talk the dentist intostay-
ing in the community.
Mirelez named new
probation officer
Elesio Mirelez, 48 year old
educator and native of Rio
Grande City has been named
by District Judge O. P. Carrillo
to serve as Regional Probation
Officer for the 229th District
Court serving Jim Hogg and
Starr Counties.
Mirelez who recently was re-
placed as Migrant Coordinator
resigned from a social work-
er's position to take the new
job effective this past Monday.
As probation officer Mirelez
will supervise juvenile and some
adults who are put on proba-
tion by Carrillo or the 229th
District Court, He will also
be instrumental in preparing
pre-trial data on a defendant
as well as post-trial fact sheets
on an individual placed on pro-
bation.
Mirelez has taught school for
some 26 years with the Rio
Grande Cit> School District.
The office is located in the
district clerk's office where
Mirelez will be stationed tem-
porarily.
"This is a post which we have
seeked to bring to Rio Grande
City for quite sometime now
both County Judge Mario Ram-
irez and myself have wanted
such a post to help with the
juvenile problems in our coun-
ty." Alex Gabert said. Gab-
ert is a member of the South
Texas Development Council who
is footing the bill for the new
office.
Alaniz defeats Pena in move
to reduce precinct two budget

Starr County Commissioners
approved a budget just under
$6000 above last year's budget
but only after Commissioner
Reynaldo Alaniz threaten to take
the court to district court to
get more money for his pre-
cinct. Alaniz managed to strip
Commissioner Amando Pena of
$0000.00 dollars from Pena's
budget.
The meeting opened with a
report from the county audi-
tor's office and a report from
the bridge manager's office
who repoted that the bridge
has shown increase in revenue
in the first eight months of
operation.
Commissioners then dis-
cussed a letter from Fire Chief
O.F. (Speedy) Guffy request
county aid for new equipment
for the department. County
Judge Mario Ramirez appoint-
ed Commissioners Amando
Pena and Reynaldo Alaniz to
work with the department to find
out their needs and acquire bid
information on the equipment
needed.
The court then discussed the
tax rate which will be $1.40,
the break down will be: Jury
Fund, three cents, Road and
Bridge nine cents, Special Road
and Bride; 10?, General Fund
60? perment improvement fund;
three cents and farm to market
road fund; 30? and Hospital
Bond Interest. 10? for a total
of $1.40 per hundred dollar val-
uation.
The office of the Tax-Asses-
sor Collector and the office of
the Treasury asked the com-
missioners court for amend-
ments to the budget which would
allow them to raise the salar-
ies of their respective em-
ployees but County Judge Ram-
irez said that he was against
such a raise because it violat-
ed federal laws which have
frozen the salaries and raises
cannot surpass the 2.0 per cent
mark.
"My employees have been
without a raise for so long now
they are the lowest paid em-
ployees in the county" Criso-
foro Munoz said. Munoz is
the Tax-Assessor and Collec-
tor.
"This may be so but the fact
still stands that you are trying
in one case to up a salary 00
per cent and one to 30 per cent
and the rest up in violation of
the presidents law to freeze
all salaries." Ramirez told
the insistent Munoz.
"We must all remember that
we are not getting the $30,000.00
from the oil companies that we
were expecting," Ramirez said.
The court then turned down
the request along with a sim-
ilar one from the county trea-
surer.
"I have tired to present a
budget that is level and a budget
that is within our means and a
udget that I think we canalllive
by and because of the $30,000.00
we will not get I ask that you
approve this budget as it has
been present," Ramirez asked
of the court.
"Well, I differ with your opin-
ion of level, judge" Alaniz said.
"I have asked and I have
asked for more money to oper-
ate my precinct and if I don't
get what I want here I'll take
you to court and not only get
what I want but cut the budget
of some of the commissioners,"
Alaniz said.
"All I want is $0000.00 more
added to my budget," Alaniz
said.
"I'm sorry it can not be done
because we have already raised
your budget" Ramirez said.
After a long discussion about
who paid more for labor and
who needed the money more
Alaniz said that he wanted
$0000.00 taken away from the
budget of Commissioner Aman-
do Pena.
Pena heatedly objected to the
motion by Alaniz saying that he
needed every penny in his bud-

holding a special Mexican Independence Day Sale.
The sale which will feature specials in each of the twelve stores
at Starr Plaza including it's service station will open today and
end Sunday.
C.R. Anthonv Manager Roberto Hinojosa, who is in charge of the

to not make our visitors from Mexico happ\ for the event but also

Independence Day Sale.
