RULE XXIX
OF ADMISSIONS TO THE HOUSE
Section 1. Persons hereafter named,
and none other, shall be entitled to
the privileges of the floor of the
House when the House is in session:
Members of the House; employees of
the House when in the discharge of
their official duties as may be de-
termined by the Committee on House
Administration; Members of the
Senate; employees of the Senate
when in the discharge of their of-
ficial duties; the Governor of Texas
and his Executive and Administrative
Assistants; the Lieutenant Governor;
the President and Vice President of
the United States; United State;
Senators and Members of Congress;
Governors of other states; Justices
of the Supreme Court, the Court of
Criminal Appeals, and the several
Courts of Civil Appeals; duly ac-
credited reporters, correspondents,
and commentators of press, radio and
television who have complied with
Sections 10, 11, 12, 13, and 14 of
this Rule; contestants in election
cases pending before the House; and
immediate families of the Members
of the Legislature.
Section 2. Persons hereafter named,
and none other, shall be admitted to
the area on the floor of the House
enclosed by the railing when the
House is in session: Members of the
House; Members of the Senate; the
Governor; the Lieutenant Governor;
immediate families of Members of the
House on such occasions as may be
determined by the Committee on
House Administration; officers and
employees of the Senate and House
when such officers and employees are
actually engaged in the discharge of
their official duties as may be de-
termined by the Committee on House
Administration; and duly accredited
reporters, correspondents, and com-
mentators of press, radio and televi-
sion who have complied with Sections
10, 11, 12, 13, and 14 of this Rule.
Section 3. No gentleman shall be
admitted to the House Chamber whileing food or beverage shall be ad-
mitted to such Chamber, whether the
House is in session or in recess.
Section 5. Reading of newspapers
will not be permitted in the House
Chamber while the House is in session.
Section 6. No employee shall be ad-
mitted to the area on the Floor of
the House enclosed by the railing
when the House is in session except
those specifically authorized by the
Committee on House Administration.
Section 7. It shall be the duty of
the Committee on House Administra-
tion to determine what duties by of-
ficers and employees of the House are
to be discharged on the floor of the
House, and specifically in the area
enclosed by the railing, when the
House is in session; and it shall be
the duty of the Speaker to see that
said officers and employees do not
violate the regulations thereon pro-
mulgated by the Committee on House
Administration.
Section 8. No person whomsoever,
whether a State officer or not, except
the Governor and Members of the
Legislature, who is lobbying or work-
ing for or against any pending or
prospective legislative measure, shall
be permitted on the floor of the House
or in the rooms adjacent thereto,
while the House is in session.
Section 9. Solicitors and collectors
shall not be admitted to the floor of
the House while the House is in ses-
sion.
Section 10. When the House is in
session, no person shall be admitted
to the floor of the House or allowed
its privileges, as a reporter, corres-
pondent or commentator for press,
radio or television, unless such per-
son is a regularly employed, salaried
staff correspondent or reporter in the
employ of a newspaper, or a press as-
sociation serving newspapers, or pub-
lication requiring telegraphic cover-
age, or unless such person is a regu-
larly employed, salaried employee of
a duly licensed radio or television sta-
tion or network.the House is in session, nor shall he
