REMARKS BY THE HONORABLE
JOHN TRAEGER
On motion of Mr. Tommy Shannon
of Tarrant, and by unanimous consent
of the House, the following remarks
by the Honorable John Traeger, made
in addressing the House on today,
were ordered printed in the Journal:
Mr. Speaker and Members of the
House:
It has come to my attention that
since the debate, argument, and dis-
cussion took place on the floor of
the House yesterday while House Bill
207 was being considered for engross-
ment, some of the Members opposing
this bill have been subjected to criti-
cism for methods they used in their
opposition. The newspapers voicing
this criticism evidently do not under-
stand the Legislative process.
When Members sincerely oppose a
bill, quite rightfully they may use any
method, argument, or particular
maneuver to defeat the measure. One
of the more common methods is at-
tempting to amend it with weakening
or damaging amendments. The use of
this method is quite common and
proper.
As Members of this House know,
when I oppose a bill I attack it in
the same way, I certainly would use
any parliamentary means available to
defeat it. I want the House to know
that I respect the rights of those who
opposed House Bill 207 to use the
same means.
The debate yesterday was free and
open and I deplore the fact that the
press has criticized those who opposed488
