H. B. No. 496, A bill to be entitled
An Act providing for the protection,
safety and welfare of students and
employees of the respective govern-
ing boards and for the protection and
policing of the buildings and grounds
of the State institutions of higher
education of this State; authorizing
the promulgation of rules and regula-
tions and providing for their enforce-
ment; providing for peace officers
and prescribing their duties and pow-
ers; providing for the enforcement
of this Act by such commissioned of-
ficers of each institution; prescribing
punishments; prohibiting trespasses
and damage to property; regulating
and controlling traffic and parking
and the use of parking facilities; pro-
viding for the issuance of vehicle
identification insignia; providing for
jurisdiction over offenses; repealing
all laws and parts of laws in conflict
herewith; providing a savings clause;
and declaring an emergency.
Referred to Committee on State Af-
fairs.
ADOPTION OF H. S. R. NO. 58
The Speaker laid before the House
for consideration at this time,
H. S. R. No. 58, To authorize the
Speaker to attend certain meetings
and to appoint Members of the House
to accompany him, etc.
The resolution was referred to the
Committee on Contingent Expenses
and was reported favorably by the
Committee.
The resolution was adopted with-
out objection.

HOUSE JOINT RESOLUTION NO. 1
ON SECOND READING
The Speaker laid before the HouseH. J. R. No. 1, House Joint Resolu-
tion ratifying an Amendment to the
Constitution of the United States of
America passed by the Eighty-ninth
Congress of the United States of
America, at the First Session, begun
and held at the City of Washington,
District of Columbia, which amend-
ment provides, in substance, for suc-
cession to the Presidency and Vice-
Presidency and to cases where the
President is unable to discharge the
powers and duties of his office.
The resolution was read second
time.
Mr. Quilliam offered the following
committee amendment to the resolu-
tion:
COMMITTEE AMENDMENT NO. 1
Amend H. J. R. No. 1 by striking
all above the resolving clause and
substituting the following:
"A JOINT RESOLUTION
"ratifying the proposed amend-
ment to the Constitution of the
United States relating to suc-
cession to the Presidency and
Vice-Presidency and to cases
where the President is unable to
discharge the powers and duties
of his office.
"Whereas, the Eighty-ninth Con-
gress of the United States of Amer-
ica, at the first session began and
held at Washington, D. C., Monday,
January 4, 1965, by a constitutional
two-thirds vote in both houses adopt-
ed a joint resolution proposing an
amendment to the Constitution of the
United States, to wit:
'Joint Resolution
'Proposing an amendment to the
Constitution of the United States re-
lating to succession to the Presidency
and Vice-Presidency and to cases
where the President is unable to
discharge the powers and duties of
his office.
'Resolved by the Senate and House
of Representatives of the United
States of America in Congress as-
sembled (two-thirds of each HouseFebruary 14, 1967
