An Act to be entitled "The Employee
Safety and Compensation Bill"; a-
mending Section 2 of Article 8307,
Revised Civil Statutes of Texas, 1925,
to change the qualifications for mem-
bers of the Industrial Accident Board,
to provide for the designation of a
Chairman and to provide that the
Chairman, in addition to his other
duties, shall serve as the chief ad-
ministrative officer of the Board; a-
mending Section 3 of Article 8307,
Revised Civil Statutes of Texas, 1925,
as amended, to provide for the em-
ployment by the Industrial Accident
Board of an administrator, defining
his duties, and providing for his dis-
charge under certain circumstances;
amending Section 10 of Article 8307,
Revised Civil Statutes of Texas, 1925,
to provide for the employment of re-
ferees by the Industrial Accident
Board to hold hearings and deter-
mine awards and perform certain
other administrative duties and pre-
scribing the qualifications of said re-
ferees; amending Section 5 of Article
8307, Revised Civil Statutes of Texas,
1925, as last amended by Chapter 397,
Acts of the 55th Legislature, Regular
Session, 1957, to change the admin-
istrative procedures and appeal pro-
cedures for determining the questions
arising under the employer's liability
and workmen's compensation laws of
this State which are not settled by
agreement of the parties; amending
Section 5b of Article 8306, Revised
Civil Statutes of Texas, 1925, as
amended, to provide for rules of pro-
cedure before the Board or referee;
providing that the Board shall makerules not inconsistent with this Act
for carrying out and enforcing its
provisions; amending Sections 8, 10,
11, and 12 of Article 8306, Revised
Civil Statutes of Texas, 1925, as
amended, to increase the benefit a-
mount; amending Section 7c of Article
8306, Revised Civil Statutes of Texas,
1925, as last amended by Chapter 397,
Acts of the 55th Legislature, Regular
Session, 1957, to redefine the maxi-
mum limit on attorneys' fees for rep-
resenting claimants under the provi-
sions of the employers' liability and
workmen's compensation laws of this
State; repealing Section 7d of Article
8306, Revised Civil Statutes of Texas,
1925, pertaining to attorneys' fees re-
gulated by the court; amending Sec-
tion 7 of Article 8307, Revised Civil
Statutes of Texas, 1925, as amended,
making findings and declaring poli-
cies relating to occupational safety
and creating an Industrial Safety
Division within the Industrial Acci-
dent Board under the Direction of a
State safety engineer, providing for
safety rules after public hearing and
for the enforcement and administra-
tion of such rules; providing that this
Act shall not affect any rights which
have vested or accrued prior to the
effective date hereof, and retaining
prior laws in effect insofar as injuries
sustained prior to the effective date
hereof; providing for a saving clause;
repealing all laws in conflict; provid-
ing for the effective date of this Act;
and declaring an emergency.

6.16 of the Insurance Code, Acts of
1951, 52nd Legislature, Regular
Session, page 868, Chapter 491, to
provide that credit for reserves for
unearned premium liability and loss
reserves shall be taken by ceding in-
surers provided that the assuming in-
surer qualifies by meeting certain
standards; and declaring an emergen-
cy.
