5.05, Vernon's Texas Election Code);
and declaring an emergency.

Laughlin, Traeger, Moore of Dallas,
Caldwell, Doran, Longoria, Pickett,
Neugent of Galveston, Hendricks of
Collin and Clark of Harris, Commit-
tee on the part of the House, were
announced at the Bar of the House
and, being admitted, were escorted to
seats on the Speaker's Rostrum.
Lieutenant Governor Preston Smith
called the Senate to order.
A quorum of the Senate was an-
nounced present.
The Honorable Ben Barnes, Speak-
er of the House, called the House of
Representatives to order.
Speaker Barnes directed the Clerk
to call the roll of the House.
The roll of the House was called.
A quorum of the House was an-
nounced present.
Speaker Barnes stated that the two
Houses were in Joint Session for the
purpose of hearing an address by His
Excellency, John Connally, Governor
of Texas.
Speaker Barnes then presented Gov-
ernor Connally to the Joint Session.
Governor Connally then addressed
the Joint Session, speaking as fol-
lows:ADDRESS BY TO THE MEMBERS OF THE
GOVERNOR JOHN CONNALLY 60TH LEGISLATURE:(The House of Representatives and
the Senate in Joint Session)
In accordance with the provisions
of H. C. R. No. 19, providing for a
Joint Session of the Senate and the
House at 11:00 o'clock a. m. today,
for the purpose of hearing an address
by the Honorable John Connally,
Governor of Texas, the Honorable
Senators were admitted to the Hall
of the House and occupied seats ar-
ranged for them.
Lieutenant Governor Preston Smith
was escorted to a seat on the Speak-
er's Rostrum.
At 11:00 o'clock a. m., GovernorI am grateful for your invitation
to again appear before you to propose
the means by which I believe we
should carry out the extensive pro-
gram which was submitted to you
some two weeks ago.
In my initial message, I outlined
what I consider to be a comprehen-
sive, progressive program for the
people of our state, not only for the
next two years, but reaching for-
ward into the years that lie ahead.
I suggested that our destiny is un-
limited as to the improvements that
can be made in our way of life here
in Texas-and that we ourselves are
