sowed oats in a warm spell in
Feb-uury but did not cover the
seed enou. h ; a hard frost in
March killed uine-tenths of the
plants. Since then wa have
aown aa early, but cover the
aeed four or Hye inches, and
then il a hard frost comes only
the tops are killed and a new
spire will soon emerge from the
living root. Two and a half
bushels "f seed per acre is the
right quantity to sow.—Ameri-

mited into the Union as two
states. North and South Da-
kota.
This measure has been accom-
plished by the Republican
party, at the same time it has
been howling against the Dem-
ocrats for having a similar in

division into two stales to give

torial government of Dakota

vide places for the parly poli-

cular was yeaterdny sent out
from the headquarters of i he
American federation of labor
lo the national altitt internation-
al unions affiliated with it. The
oircnlar contains rules and rec-
ommendations adopted by the
last convention of the federa
tion, aud asks the various un
ions to vote upon all as a whole
and return an answei to head
quarters by Aug. si«. The tirst
rule is that of a general strike
assessment, and states when
any nstional or international
uuion affiliated with the feder-
ation shall happen to be in-
volved in any trade difficulty
It may appeal to the executive
council of the federatiou for
aid.
If the application be approv-
ed the executive council ahall
furnish aid and raise funds by
levying an assessineii' of 2
cents on each national or inter
national union for each member
iu the organizations. Should
two or more organizetions be
equally entitled to receive as
sistance from the fund, it
shall be divided equally among
them. Another request in the
circular is or a petition in
congress for an amendment to
'.he alien contract labor laws,
so us to secure its better en
forcenieut and to prevent ex-
cessive immigration.
