Hemphill eounty stands before the
borne seeker and investor at the pres-
ent day, as being pre-eminently above
ail countries open for settlement on
pnblle er state land. Situated in a tem-
perate climate, at an altitude ef 2500
fast, its eastern boundary, the Indian
Territory, for the opening of which
• the Oklahoma boomers are "clamoring,
'the county is the cynosure of all eyes.
Hemphill county le bounded on the
north by Lipscomb county; the lonth
by Wheeler; the east by the 100th me-
ridian and en the weet by Roberts Co.
It is in the S5th degree of latitude,
and is SO fmiles 'square, consequently
contains 576,000 acres.
The soil is of the same varieties as
are found in the best part of Kansas
ad 'will produce in profusion and
abundance, wheat, oats, corn, millett,
rye, barley, eorghum, Irish and sweet
potatoes, melons, etc, and fruits of all
kinds. Wild grapes and sand plums
grow spontaneously in all sections of
the county.
The broad Canadian river traverses
the cennty its entire breadth from west
to east, the Red Deer river being next
in size, with the Washita in the south-
ern part ef the county, standing third
ou the list. There are also in the conn-
ty the Oasis, Spring No.l,Boggy,Clear,
Persimmon, Spring No. 2, Horse. Mor-
gan, Sandy, Long, Hackberry, 3 mile,
Cragesby, Dads Creeks, iu addition to
namerous living springs scattered
throughout the county. As will be
seen by referring to the above map,the
locations will demonstrate that the
eounty is most bountifully watered.
Clear creek, four miles from the city,
was through an error omitted in the
map.„ It is a stream never known to
ge dry and has its source from the
springs in the north-western part of
the eounty.
Water is found at a depth of from 10
to 50 feet in all parts ef the county.
Timber is found in large quantities
along the banke of all the streams,and
around a majority of springs. It con-
sists chiefly of cotton-wood, hackberry,
China-berry, elm, walnut and cedar.
Farming is no experiment in the
"Banner county" as there are several
farms which have been worked for ¿12
years.
Owing to the nearest railroad being
175 miles distant people were slow in
coming in, but with the building of the
great A. T. & S. F. road last fall,there
has been a steady influx of immigra-
tion.
There is at present large tracts of
school lands (see Panhandle article) in
this county, awaiting settlement, but
it is only a question of time until all
will be out of the state's ownership.
There is no section of the United
States but Texas where a person can
take up 640 acres of watered, and 1920
of grazing land,or purchase it so cheap-
ly on long time. (40 years).
Hemphill county, which had hereto-
fore been attached to Wheeler county
for judicial purposes, was organized on
July 5,1887, and Canadian voted the
county seat on July 7. By a reference
to the '"City" the reader can gain a
knowledge ef the gigantic strides in
progress made by the county in nine
months. The valuation in taxable
property has increased over 100 per
cent in that time, with a rapidly grow-
ing increase.
A $10,000 bridge is at present being
erected across the river at Canadian.
When it is completed the farmers of
the western and northern counties will
find a market and shippiug point at
Hemphill's county seat.
Provisions and the necessities of life
are very cheap here in comparison with
other western and southwestern towns.
Flour retails at from $2 to $2.50 per
hundred pounds; coffee at 25 cts. per
pound; sugars at 8 cts., and porter
house steak at 10 cents.
The price of dry goods and clothing
is also very low.
Wm. Walter Phelps is a large own-
er of lands in this county. Years ago
Mr. Phelps saw the advantages in the
fine soil of this country and according-
ly invested.
The climate of the country cannot
be surpassed.
It seems as if a wise providence had
selected this beautiful section as the
sanitarium of the state.
There may be other localities where
the climate may possess the same vir-
tues,but it also has defects from which
Hemphill county is free.
The air is always balmy, days sunny
while a gentle breeze is perceptible the
year around.
The most erroneous idea which pre-
vails abroad with reference to the Pan-
handle is that the rainfall is very light,
and that it is subject to frequent
drouths. The truth is that the rain-
fall is equal to that of any ^ration of
the Southwest, that it is conrtantly in-
creasing, and is sufficient for any crop
known to this latitude. These asser-
tions are sustained by the record kept
for eight years past by the United
States signal service officer at Fort El-
liott (Mobeetie), twenty miles distant,
which is five miles from the foot 6f the
plains. We print this below;

As will be noticed April and May
are the rainy months.Our spring rains
have already set in, the first heavy one
of the month on Sunday, April 8th.
In respect both of the public schools
and houses of worship. Hemphill Co.
makes a grand showing.
Thejconnty contains two public school
houses, one a handsome stone building
in Canadian, the other is at the settle-
ment on the Washita river.
In addition there are several private
schools in the county, where the dis-
tance is too great to attend the public
schools. As the county grows more
public ones will be established.
The various religious denominations
with but few exceptions are all well es-
tablished and equipped, partaking of
the general prosperity, and flourishing
in a high degree, in an atmosphere so
congenial and inspiring alike as to cli-
mate and the prevailing social condi-
tions.
The county contains two postoffices,
one at Canadian and one at Cataline.
The taxes here are unexceptionally
low. lower than any place in the Unit-
ed States . Owing to the state having
two million dollars in its treasury and
with $927,179.40 paid to this state the
past week, will make in round num-
bers three millions of dollars. State
taxation is but a slight item. ¿
The tax in this county in '87 was
1024 cents on each hundred dollars val-
uation, while this year of '88 it will be
reduced to 97± cents. The county will
receive this year from the ..state $4.75
for every child of school age, ie; from 8
to 15 years,
The bonded indebtedness of the
county is only $5ooo issued to build
the new court houae and jail.
The indebtedness is certainly within
the most reasonable bounds.
The statistics are not at hand to
furnish comparisons with couuties of
other states, but it is believed th*it the
general knowledge of local indebted-
ness and rate of taxation will bear out
the assertion.
The rate of interest for its outstand-
ing bonds is at 6 per cent, which is a
fair showing for a new county.
These represent an indebtedness in-
curred by the erection of substantial
county buildings in every way credit-
able, and representing a judicious ex-
penditure of public funds.
The plans proposed for foreign emi-
gration. in the interests of this county
do not stop short of attaining the high-
est and best results possible. It is not
the pauper emigrant,who is a welcome
departure from the port where he sails
that is wanted by any means; but the
other class, of a well-to-do character,
who are to be had by reaching and
reasoning with them, with regard to
the betterment of their social condition
the ?arger freedom, _and the greater
chance for development in this county
—to be given their children.

the Washita—then fall back and work

People who are coming in daily are
impressed with the many advantages
possessed by this county for farming
and stock raising. Hansford is an as-
surred success.
The Pala Dora river runs almost the
entire length of the county from south-
west to northeast, thereby making it a
well watered county. It is desirable
and convenient for stock men and
farmers, and beiug $igpty miles in
length, furnishes enormous quantities
of water.
Belts of beautiful timber line its banks,
affording shelter and protection from
sun and northern blasts—the latter
which happily are of short duration
and a long ways apart.
Claims are being rapidly taken up.
Money is seeking investment in the fu-
ture town of the Panhandle, none of
which have as good prospects as
HANSFORD.
Buildings are being erected at a
rapid rate.
HANSFORD, owing to its desirable
location, and lay of the land makes
easy access to excellent wholesome
water.
People are flocking to the city, Vhich
is destined to be an A No. 1 town,
equal if not superior to any in the
Panhandle.

on the proposed route of two main systems of
railroads. Is situated on the Kiowa creek
which is a tributary for a large body of fine
land as can be found in any country. Plenty of
water flows in its channels and an abund-
ance of timber skirts its banks. The town,
though only a few months old can show
buildings which would be a credit to a town
as many years in age. Business men can lo-
cate here with a certainty of a lucrative
trade, as the country is nearly all smooth ag-
ricultural land which will bejsettled thickly
in a very short time. Prices on lots are now
low as compared with other towns with sim-
ilar advantages, and are sure to double and
treble in the next few months. Speculators
or those wishing to invest in town property
where it will bring them a big innumeration
should by all means come to Timms City.
